About this file
This combined synopsis and solicitation requests quotations for the fabrication of 105 non-functional components for the VIPER Surface Segment model. The National Aeronautics and Space Administration Johnson Space Center seeks to assemble a representative model to develop procedures and assess interfaces. Offerors must provide pricing and a technical approach for the fabrication methods, materials, and delivery schedule. The solicitation number is 80JSC020Q0018. Components include 55 different types totaling 105 pieces. Successful offerors must deliver the first component within 6 weeks of award and all components within 4 months, with staggered delivery. Quotes are due by September 25, 2020 and must include pricing, delivery schedule, payment terms, and technical approach. The award will be made to the responsible offeror whose proposal is most advantageous based on fabrication approach and cost, followed by ability to meet the delivery schedule.

VIPER Fabrication Services Statement of Work
Sample TO 1
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) is seeking fabrication services of non-functional components of the VIPER Surface Segment. Vendors are requested to provide a Quote with the understanding that the final reference data will be provided upon award. VIPER is a robotic mission that will be launched to the Moon in 2023 (see Figures 1 and 2). NASA will use these components to assemble a non-functional model of the VIPER Surface Segment as an aid to develop procedures and assess interfaces, alignments, clearances, and accessibility throughout the assembly and integration process.

The Contractor shall fabricate 105 components that NASA will assemble into a representative, non-functioning model of the VIPER Surface Segment.
• The Contractor shall review the Government Furnished Data and determine fabrication processes and methods, materials, fastening methods and finishing for creating each of the components.
o Fastener through-holes and threaded interfaces are identified in the Reference Attachments.
o Threaded interfaces are critically important. If a threaded interface cannot be made patent via the selected fabrication process (e.g. SLA, LASER sintering, etc.), then an alternate threaded solution shall be incorporated into the component (e.g., brass heat set insert).
• The Contractor shall select fabrication processes and methods, materials, fastening method, and finishing for each component to enable assembly of the VIPER Surface Segment.
o Delivery of monolithically fabricated components is preferred, but components assembled from multiple pieces are acceptable for larger items.
• Prior to fabrication, the Contractor shall conduct a meeting with NASA to discuss the fabrication methods, materials, and fastening methods for each component for review and approval.
o This requirement can be satisfied by one or more meetings with NASA, at the Contractor’s discretion
• The Contractor shall fabricate each component in accordance with the methods and materials agreed to with NASA
• The Contractor shall inspect each component to verify dimensions at the fastening locations to +/- 1 millimeters and verify the overall Outer Mold Line dimensions to +/- 4 mm.
o No Certification of Compliance is required
• The Contractor shall deliver each finished component as it is completed (i.e., the delivery of components shall be staggered, rather than delivered all at once).
Government Furnished Data
The following Reference Data provides the design information for the components to be fabricated.
Vendors should provide a Quote with the understanding that the final Reference Data, including CAD models, will be provided upon award.
• Component quantities, dimensional information and details regarding the fastening locations (Reference Attachment A) o There are 55 different types of components to be fabricated – some in multiple quantities – for a total of 105 components to be delivered.
• CAD model of the Surface Segment and CAD models of each component to be fabricated (Reference Attachment B) o STL or STP formatted CAD models are provided for each component. Alternative CAD formats can be made available upon request.
