REQUEST FOR INFORMATION

Question and Answers Solicitation VA261-17-R-1185

Amendment 0004
11/29/2017

1. Will additional Lenel Reader Licenses be required for proposed new access controlled doors to receive a Card Reader? Or does the current applicable VA Lenel License have spare reader licenses needed for all new readers?

VA Response: The Lenel Onguard Client Software license for system administration and Onguard Area Access Manager software for up to 25 concurrent users is necessary.

2. Will any new Lenel Client Licenses or any other additional licenses be required? Please clarify what software/license additions will actually be need for subject project.

VA Response: The Lenel Onguard Client Software license for system administration and Onguard Area Access Manager software for up to 25 concurrent users is necessary.

3. Is the existing Access Control System current with respect to its annual Lenel Software Support Agreement (SSA)? In order to utilize Lenel Tech support for any reason throughout the construction cycle for this project, or for any other reason, the SSA with Lenel must be current.

VA Response: The facility is currently administrating the hospital’s Lenel devices. Tech support above and beyond this necessary for the scope of this project is the responsibility of the contractor.

4. Can all head end locations for new and/or existing equipment be available for a site walk? We will need to determine if applicable existing Access Control Panels/Equipment Enclosures and/or Power Supplies have any capacity to support proposed additions. Or, for equipment rooms to receive new Access Control Head End Equipment, we will need to know the dynamics of the room in order to determine wall space availability to install the proposed new equipment. If we are not able to physically access the applicable equipment rooms, we will need pictures that clearly depict the wall elevations and pictures of each existing Access Control Panel and Power Supply. We will need to know if there is any space on the wall for new equipment or open positions within existing control panels/power supplies to support door additions.

VA Response: See photos provided.

5. Are all proposed Access Control Panel Enclosures to be located in the Telecom Rooms, as specified, to be of the same size and have the same power supply configuration? Or can an Enclosure size vary based on the amount of access control points that will need to terminate in each and the number of associated panels that will need to be installed?

VA Response: Enclosure sizes should not vary and should be sized according to the enclosure sizes provided on the drawings. Changing enclosure sizes could be considered on a case by case basis in extenuating circumstances.

6. Will any Network Equipment need to be supplied by Security Contractor (i.e. switches, patch panels, etc.)? Is there currently switch/patch panel ports available to connect require Lenel Controllers to the Network?

VA Response: Contractor is to provide all equipment to connect to the existing network servers. VA IT personnel will determine the available port where to connect the new access panel cable.

7. Will Contractors be able to walk each applicable door that is to receive access control equipment, prior to bid date, in order to assess the needs at each door? If we are not able to physically assess each door we will need good pictures of the secure and non-secure side of each door, and the hinge and latch side of each door. We will need to be able to decipher what Access Control Door Hardware will best fit the application. We will also need to know if walls associated with doors are framed or concrete, if the jambs are concrete filled, and what kind of door locking hardware is on doors that are presently in place (and if it will remain in place).

VA Response: See photos provided.

8. Would it be possible to have a door hardware schedule put together for all the doors that will be fitted with access control hardware? Most door hardware suppliers would facilitate putting this together at no cost. It is virtually impossible to determine the locking hardware that will be needed for these doors without inspecting them first. The door matrix provided with the bid documents show the basic concept of the door hardware but does not have the necessary detail. Some doors may have existing panic hardware that can be electrified, some doors may need maglocks which in turn will need a fire alarm system release. Even doors to be fitted with electric strikes may need their locksets modified or replaced. It really would be helpful for a door hardware specialist to review each door and create a complete hardware schedule. This would also prevent each security contractor from bidding differing hardware. There are large price and resulting quality difference between various door locking hardware applications.

VA Response: See photos provided.

9. Who is responsible for repairing any doors, door frames and any non-access control door hardware that may prevent the new access control hardware from working?

VA Response: It is outside the scope of this project to repair existing door damage. It is, however, within the scope of this project to modify the existing door hardware and configuration to result in an operable door with the newly installed proximity card devices.

10. Please also indicate what doors will need to be cored in order to fit proposed electrified locking hardware.

VA Response: See photos provided.

11. Who will recertify doors that will be modified to include Access Control Hardware?

VA Response: The VA and contractor will perform an inspection of all doors to verify proper operation, similar to all other VA Reno construction projects.

12. Will door loops or door hinges be required at doors to receive Electric Locksets/Panic Hardware.

VA Response: It is the responsibility of the contractor to determine the applicable hardware for each particular door. See photos provided.

13. The matrix defined within PDF VA261-17-R-1185-03 (Bid Documents) indicates that all doors will be fitted with Von Duprin 6000 Series Electrified Door Strikes. If this is the case all double doors would have to have a center mullion to latch too? Is only one leaf of the noted double doors to receive an electrified lock set? Will the other leaf be pinned down? Will the existing mechanical lockset on the pinned down leaf have an existing key lock? Please clarify locking requirement for all double/single doors.

VA Response: See photos provided. If a double door does not have a center mullion, it is not expected to add a mullion – however, appropriate hardware shall be used to make the door work properly.

14. The matrix defined within PDF VA261-17-R-1185-03 (Bid Documents) indicates that all doors will be fitted with both a recessed and a surface mount Door Contact/DPS. Is this correct? Please specify what Door Contact/DPS each door will be fitted with, if available.

VA Response: This was not correct and has been updated in the Revision 1 documents.

15. Please also provide a list of doors that are and will remain emergency exits.

VA Response: See hospital floorplan and door photos for identification of exit doors. Exit paths are not changing as part of this project.

16. Please clarify the electrified locking hardware required for the double doors. Do any of these doors have existing non-electrified panic hardware that can be electrified with a latch retraction kit? Please also specify the trim side hardware for any doors to receive panic hardware.

VA Response: See photos provided.

17. Do any of the doors to be fitted with access control hardware have an existing Auto Operator? Please provide a list of doors that have or will be fitted with an Auto Operator.

VA Response: See photos provided.

18. Are ADA devices required on any of the doors to be fitted with Access Control Hardware? If yes please specify.

VA Response: No new ADA requirements are part of the scope of this project – in other words, ADA functionality shall stay the same.

19. Will the VA be providing the Cores and/or Keyways and keys for doors receiving new electric locksets/Panic Hardware?

VA Response: No new cores and keys are expected as part of this project.

20. Will this project be completed all at once or in phases?

VA Response: It is up to the contractor as to the best way to complete the project. Given the various locations of work, it would be assumed that areas will be grouped and performed together to minimize hospital impact.

21. Please not which areas and proposed access controlled doors require special infectious control procedures (i.e. tenting and/or special suites)?

VA Response: See proposed ICRA (Infection Control Risk Assessment) provided with this amendment.

22. Are there any special working hours and conditions? Can contractors work during normal business hours?

VA Response: Work should be performed in a manner that minimizes impact to the hospital. However, it is assumed that most work will take place during normal working hours (Monday-Friday, 7:30AM-4:00PM, excluding federal holidays). Outages would be performed outside normal hours to minimize impact.

23. If contractors are unable to perform on site reviews please provide cable paths that will be within grid tile ceilings vs. hard lid ceilings.

VA Response: See photos provided.

24. Please provide locations from which each access control panel will get network connectivity from.

VA Response: Each access control panel will get network connectivity from the network server rack within the same room.

25. Will each Equipment/ Access Control Panel need to be equipped with its own Lenel Controller? Or can multiple Door Controllers be linked together via 485 com cable connections? The specification indicates that no more than (16) Readers/Doors can connect to one Controller.

VA Response: Doors are expected to be controlled as shown on the hospital layout drawings. Other routing situations would be considered on a case by case basis.

26. Is any new computer hardware and associated non-application software required of this project: Server, workstations, printers, etc.? If so provide applicable specifications.

VA Response: The Lenel Onguard Client Software license for system administration and Onguard Area Access Manager software for up to 25 concurrent users is necessary. Hardware/software beyond this is required as necessary to make the system work as designed.

27. The project manual provided with the Bid Documents mentions the following Lenel Applications/Licenses: Visitor Management, Area Access Manager and Lenel Mapping. Are any of these items currently being used by the VA Reno? Will these applications/license be a requirement of this project? Please clarify.

VA Response: The Lenel Onguard Client Software license for system administration and Onguard Area Access Manager software for up to 25 concurrent users is necessary. Hardware/software beyond this is required as necessary to make the system work as designed.

28. Is a new Badge Printer and applicable accessories required for the project?

VA Response: A badge printer is not included in the scope of this project.

29. Is there a requirement for any new access control cards? If so, please provide specifications for desired cards and quantity.

VA Response: Access control cards are not included in the scope of this project.

30. Please give an explanation on how the VA hospital would like the pharmacy doors to operate or a sequence of events that would be required to enter these doors with both access control systems.

VA Response: The existing “scramble pads” at Pharmacy doors are to be abandoned in place. The new proximity card devices are to be the sole entry method with the applicable two-factor authorization (proximity card and keypad) or three-factor authorization (proximity card, keypad, and biometric), as specified by the project documents.

31. Does the VA have enough reader licenses to cover the new readers that are being installed? If not what is the current reader count?

VA Response: The contractor is responsible for the new doors being operational at the end of this project. There are roughly 100 proximity card devices in operation as of November 2017.

32. Please give pictures of all the double doors so the correct door hardware can be provided.

VA Response: See photos provided.

33. Should bidders assume that Von Duprin door strikes are acceptable at all single doors?

VA Response: Project drawings specify “Von Duprin 6000 Series or approved equal”.

34. Upon further review of the drawings (bid documents), it appears that a good portion of the proposed access controlled doors are to secure IT Rooms. In most cases the applicable access control door hardware cable circuits will terminate to Access Control Panels (ACP) within the same room that the door is securing. Seven (7) of the locations are requiring a new Access Control Panel (i.e. equipment enclosure, controller, and/or door control modules, and power supplies). Once this project is complete the subject new Access Control Panels (ACP) will accommodate only one proposed Access Controlled Door. The VA’s general security system specification and other approved past applications have called for and/ or excepted ACP’s that include(d) large Hoffman Enclosures (30X30”, 24X36 and 30X36”) with power supplies and room for a controller and numerous door control modules. For the new APC locations, that will only accommodate one access controlled door, are we to install the larger APC’s noted above. Or shall the subject APC be designed to accommodate the one required door. Please provide specifics on new APC requirements: Size of Panels, controller requirements (LNL-2220), Dual Reader Interface Modules required (LNL-1320), required positions for future modules, and power supply requirements etc.).

VA Response: The project documents specify the necessary components for the access panels and the doors routed to each.

35. If the new ACP’s noted in question #1 are to only house equipment necessary to accommodate the control equipment for one door. The use of a Lenel LNL-400ULX Enclosure/Power Supply could be utilized. This ACP can accommodate two control and/or reader modules. There is one power supply that can be provisioned to provide for both lock and the modules. The Lenel LNL-AL600ULX Enclosure/Power supply can accommodate six modules and again only includes one 600 amp power supply that can be provisioned to power both doors and modules. Again please clarify the requirements for each new ACP.

VA Response: The project documents specify the necessary components for the access panels and the doors routed to each.

36. For the access control points that will terminate to existing ACP’s, we will need to have access to the IT rooms in which they currently reside or have pictures that will display any open port positons available on existing modules and power supplies, and that depicts open space within ACP for new modules. All Contractors should be provided with the necessary information needed to determine what modification will be needed to accommodate added Access Control Points. The Security Contractor that completed the first phase of this project will have this information and will have a huge advantage if others are not provided with the noted information.

VA Response: See photos provided.

37. For doors to be fitted with Electric Strikes we need to know if each door has existing hardware/lever sets that can be locked from the non-secured side of door. If not who provide the new mechanical locksets? Please provide quantities needed.

VA Response: See photos provided. Contractor is responsible for all door hardware necessary for the door to work properly.

38. Will any doors with Cypher locks be replaced with lockable lever sets or electrified Lock Sets? If electrified locksets what doors will have to be cored and an ETH provided?

VA Response: See photos provided. Contractor is responsible for all door modifications to allow new door hardware to work properly.

39. Please provide complete part numbers for both Readers and Electric Strikes. There a many versions of each with varying costs.

VA Response: See project documents for part number (or approved equal) information.

40. Does the VA have a spec on the fingerprint readers required for the pharmacy doors?

VA Response: See Spec 28 13 50 (Basic Door Access Control Requirements) and 28 13 53 (Door Access Control Devices and Cabling) for applicable specifications. Beyond what is covered in the project specs, the proximity card device specification sheets should also be utilized.

41. Access panel H1703 is partially installed per plans. Please give inventory of what has already been installed in access panel.

VA Response: See photo provided of the access panel in H1703.
