This project is being solicited as a Service Disabled Veteran Owned Small Business (SDVOSB) set-aside.
Proposals received in response to this solicitation will beevaluated in accordance with Federal Acquisition Regulation FAR 15.101-2, Best Value Lowest Price Technically Acceptable (LPTA) source selection process.
NOTE: The term offer and bid are interchangeable for this solicitation.
Estimate of the construction magnitude for this project is between $1 to $2 MILLION.
There will be one site visit for this project on January 23, 2018 at 1:00 pm CT. KCVA 4801 Linwood Blvd Kansas City, MO 64128, Building 6. Offerors are highly encouraged to attend.

PROJECT SPECIFIC INFORMATION
PROJECT TITLE AND NO: Replace Central Boiler Plant Control System, Project 589-17-101 PROJECT LOCATION: Kansas City VA Medical Center, 4801 Linwood BLVD Kansas City, MO 64128 MAGNITUDE OF PROJECT: $1,000,000 and $2,000,000 (VAAR 836.204)

- Small Business Size: $15.0 Million PERFORMANCE PERIOD: The Contractor shall be required to (a) commence work under this contract within 10 calendar days after the date the Contractor receives the notice to proceed, (b) prosecute the work diligently, and (c) complete the entire work ready for use no later than the performance schedule listed below:
The Period of Performance for each bid item is 330 Calendar Days after Notice of Proceed.
The time stated for completion shall include final cleanup of the premises.
SITE VISIT: A site visit will be conducted on: Tuesday January 23 at 1:00pm CT. Location: Meet at the Kansas City, VA Medical Center, Bldg. 6, Room 6-227, 4801 Linwood BLVD Kansas City, MO 64128.
BID GUARANTEE: A bid guarantee is required in an amount not less than 20 percent of the bid price but shall not exceed $3,000,000. Failure to furnish a photocopy of the original required bid guarantee in the proper form and amount, by the time set for opening of bids, will require rejection of the bid in all cases except those listed in FAR 28.101-4, and may be cause for rejection even then. Bidders shall provide an original bid guarantee within two business days after notification by the Contracting Officer.
PERFORMANCE & PAYMENT BONDS: In accordance with FAR 28.102-1 and Contract Clause 52.228-15, Contractors are reminded that any amount awarded over $30,000 shall require Payment Protection (Bonds) (See Clause 52.228-13), and awards exceeding $150,000 shall require both Payment and Performance Bonds. All bonds are due no later than 10 days after award.

If a product is manufactured to metric dimensions and those dimensions exceed the tolerances specified in the inch/pound units, a request should be made to the contracting officer to determine if the product is acceptable. BASIS FOR AWARD: Award will be made to the responsive offeror based on the Lowest Price Technically Acceptable proposal (FAR 15.101-2). The Government intends to evaluate proposals and make award without discussions with offerors, except clarifications as described in FAR 15.306(a). The VA reserves the right to conduct discussions if the Contracting Officer later determines necessary.
SAFETY OR ENVIRONMENTAL VIOLATIONS AND EXPERIENCE MODIFICATION RATE:
All Bidders/Offerors shall submit the following information pertaining to their past Safety and Environmental record. The information shall contain, at a minimum, a certification that the bidder/offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years.
All Bidders/Offerors shall submit information regarding their current Experience Modification Rate (EMR) equal to or less than 1.0. This information shall be obtained from the bidder’s/offeror’s insurance company and be furnished on the insurance carrier’s letterhead.
Self insured contractors or other contractors that cannot provide their EMR rating on insurance letterhead must obtain a rating from the National Council on Compensation Insurance, Inc. (NCCI) by completing/submitting form ERM-6 and providing the rating on letterhead from NCCI. Note: Self insured contractors or other contractors that cannot provide EMR rating on insurance letterhead from the states or territories of CA, DE, MI, NJ, ND, OH, PA, WA, WY, and PR shall obtain their EMR rating from their state run worker’s compensation insurance rating bureau.
A Determination of Responsibility will be accomplished for the apparent awardee prior to processing the award. The above information, along with other information obtained from Government systems, such as the OSHA and EPA online inspection history databases will be used to make the Determination of Responsibility. Failure to affirm being within the guidelines above or submit this information will result in a determination of “Non-Responsibility” for the bidder/offeror. NOTE: Any information received by the Government that would cause for a negative Determination of Responsibility will make the bidder/offeror ineligible for award.
This requirement is applicable to all subcontracting tiers, and prospective prime contractors are responsible for determining the responsibility of their prospective subcontractors.
SECURITY REQURIEMENTS:
For non-PIV and full PIV badges, contractors must meet HSPD-12 requirements. Station is responsible for all additional costs associated with this non-PIV/PIV badging requirements. Contractor backgrounds are required to be processed through the CO to the VHA Service Center.
The COR is required to either escort or arrange escorts for un-cleared contractor personnel while on the premises performing work under the contract during non-business hours. The escort has to be a government official i.e. VA employee.

1. PREPARATION AND SUBMITTAL OF PROPOSALS
a. GENERAL INFORMATION.
Selection of an offeror for contract award will be made based on an assessment of each offeror’s response to the Request for Proposal (RFP). As a Request for Proposals (RFP) based on Lowest Price Technically Acceptable (LPTA) Source Selection Process, in accordance with Federal Acquisition Regulation (FAR) Part 15.101-2, the VA will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. The FIVE (5) evaluation factors for determination of technical acceptability consist of:

b. THE OFFER.
The submission of the documentation specified below will constitute the Offeror’s acceptance of the terms and conditions of the RFP, including the Plans & Specifications for the construction of this project. These instructions prescribe the format for the proposal, and describe the approach for the development and presentation of proposal data. These instructions are designed to ensure the submission of necessary information to provide for the understanding and comprehensive evaluation of proposals.
c. AWARD BASED ON INITIAL OFFERS.
Pursuant to clause 52.215-1 (included by reference), the Government intends to evaluate proposals and award a contract without discussions with offerors (except clarifications as described in FAR 15.306(a). Therefore, the offeror’s initial proposal should contain the offeror’s best terms from a price and technical qualifications standpoint. The VA reserves the right to conduct discussions if the Contracting Officer later determines such discussions to be necessary.
Offerors shall submit a single package to the address shown in Block 8 of the Standard Form 1442. The package shall include both the original signed paper hard copies and a separate compact disc (CD) containing copies of the originally signed paper hard copies.
The package shall include:
(a) Two Parts: Part 1 – Technical and Part 2 - Price Proposal
(b) A compact disc (CD) which includes Part 1 and Part 2

2. DOCUMENTS TO SUBMIT.
The original documents to be included in the envelope identified above consist of:

In accordance with solicitation provision 52.228-1, Bid Guarantee, failure to furnish a bid guarantee, in the proper form and amount, by the deadline established for submitting offers, may be cause for rejection of the offer. Bid guarantee shall be 20% percent of the bid price or $3,000,000.00 whichever is less. |
c. DOCUMENTATION OF TECHNICAL ACCEPTABILITY. Proposals received in response to this solicitation will be evaluated in accordance with procedures outlined in Federal Acquisition Regulations (FAR) Part 15.101-2 for the Lowest Price Technically Acceptable (LPTA) Offer.

This is not prohibited, but the supporting documentation must demonstrate that the submitted projects absolutely do comply with the specific minimal requirements, identified below, for each separate evaluation factor.

To be evaluated as Relevant Past Performance, the construction contracts submitted by offerors must involve:
1. Has performed as a General/Prime contractor at a hospital or medical facility which operates 24 hours per day, a project with similar scope and a value equal to, or greater than $1,000,000.00;
2. Work that was 100% completed within a time period of no more than FIVE (5) years prior to the date of submitting this proposal. If the contract/work is incomplete, or was completed more than five years prior to the date of submitting this proposal, it will not be deemed relevant and not considered.
3. Work completed with the same General/Prime contractor management team and Sub-contractors or In-house Staff.
4. Relevant past performance must have been satisfactory or better.
5. For each of the submitted Relevant Past Performance contracts, provide the following information:
(a) The name of the construction contract, and the contract ID number;
| (b) | The name of the contracting agency or organization the contract was awarded by; |
| (c) | The date of the construction contract award and the contract award amount in dollars; |
(d) The date of the construction contract completion, and the final contract amount, in dollars;
(e) The originally scheduled date of completion, reasons for delay(s) / extension(s).

Factor 1 SPECIAL NOTE 1 for Offerors That May Lack Past Performance Information: In accordance with FAR Part 15.305(a) (2), in the case of an offeror that is without a record of relevant past performance, or for whom information on past performance is not available, the offeror may not be evaluated favorably or unfavorably on past performance. Such offerors may submit relevant past performance information regarding: predecessor companies; key personnel who have relevant experience; or subcontractors that will be performing major or critical aspects of this requirement; provided that such information is relevant to the construction in this solicitation.
Factor 1 SPECIAL: NOTE 2 for Offerors that have Past Performance: Offerors may provide information on problems encountered on the identified contracts and the offeror’s corrective actions. The government also reserves the right to consider past performance information from all available sources, in addition to any information submitted by offerors.
FACTOR 2: TECHNICAL CONSTRUCTION EXPERIENCE.
To be Technically Acceptable, offerors must provide evidence that they have the technical qualifications and experience needed to meet the technical performance requirements of this project. Offerors must submit no less than TWO (2) examples of their successful technical construction experience with projects that involved technical requirements similar to the requirements of this project. The construction project submitted must involve:
A. Work as a prime or subcontractor under the same NAICS code as this solicitation, which is 238220, Plumbing, heating, and air-conditioning contractors, Boiler Installation; in an active operating medical center. (Note: If submitting as a Prime/Sub teaming arrangement under FAR 9.601(2), the designated prime must meet this specific requirement for the teaming arrangement to be deemed acceptable. Subcontractor experience will not be considered.)
B. Work of a dollar magnitude equal to, or greater than $1,000,000.00. If offering subcontracted work as proof of technical construction experience, offerors must submit evidence that supports the magnitude of the work they performed as a subcontractor. (Note: If submitting as a Prime/Sub teaming arrangement under FAR 9.601(2), the designated prime must meet this specific requirement for the teaming arrangement to be deemed acceptable).
FACTOR 2: TECHNICAL CONSTRUCTION EXPERIENCE.

2. Work of a dollar magnitude equal to, or greater than $1,000,000.00. If offering subcontracted work as proof of technical construction experience, offerors must submit evidence that supports the magnitude of the work they performed as a subcontractor.
3. Work where the offeror self-performed at least TWENTY FIVE percent (25%) of the cost of the project labor performed on site, using the offeror's own employees. If offering subcontracted work as proof of technical construction experience, offerors must submit evidence that at least TWENTY FIVE percent (25%) of the cost of the subcontracted project labor performed on site was from the offeror's own employees;
4. Work that was of a similar nature to the scope of work for this project. This is defined as work performed at an active and occupied Hospital or round the clock Medical Facility. If an offeror chooses to submit experience that was not conducted at Patient Care Area of a Hospital or Medical Facility, they must explain how the nature and complexity of the work conducted involved technical construction requirements equivalent to that described in the Plans & Specifications of this solicitation.
5. For each of the submitted Technical Construction Experience projects, provide the following information:
| (a) | The name and location of the pre-cast parking structure project; |
| (b) | The performance period, including the starting and completion dates; |
| (c) | The total cost of the project in dollars. |
| (d) | The percentage of total labor self-performed by the offeror's employees. |
| (e) | A brief description of the construction project scope of work, which explains how the project involved work as a prime contractor under NAICS Code 238220 involving construction work that was technically similar to the project under to this Solicitation. |
FACTOR 3. TECHNICAL QUALIFICATIONS OF PROPOSED KEY STAFFING.

Offerors must submit a detailed resume of each key individual. To be technically acceptable this information will be evaluated to determine if they have the appropriate technical training and or previous construction experience to meet the technical requirements of a project of this type to include the qualifications noted below. No one individual can perform more than two of the staffing positions below:
1. Project Manager – Must have a minimum of 5 years of experience as a project manager, must be trained, and must provide a minimum of 3 projects with similar scope of this project. Provide the name of the construction contract, and the contract ID number; The name of the contracting agency or organization the contract was awarded by; The date of the construction contract award and the contract award amount in dollars; The date of the construction contract completion, the date the contract was originally scheduled to be completed, and the final contract amount, in dollars; A brief description of the construction contract scope of work; Identification of at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address.
2. Quality Control Manager –Provide a minimum of 3 projects with similar scope of this project that they have acted as the QC manager. Provide the name of the construction contract, and the contract ID number; The name of the contracting agency or organization the contract was awarded by; and The date of the construction contract award. A brief description of the construction contract scope of work and the QC program that was implemented.; Identify at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address.
3. Safety Officer – Must provide a list of safety training completed to include at a minimum; life safety, excavation safety, Boiler safety, scaffold safety, OSHA 30, fall protection training, rigging safety with a minimum of 5 years of experience as a safety officer. Provide a minimum of 3 projects with similar scope of this project where they have worked as a safety officer. Provide the name of the construction contract, and the contract ID number; The name of the contracting agency or organization the contract was awarded by; Provide a brief description of the construction contract scope of work and how the safety program was implemented; Identify at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email.
4. Site Superintendent/Foreman/Lead Mechanic – Must have minimum of 5 years-experience, as a site Superintendent/Foreman/Lead Mechanic, must be trained and certified at the Mechanic level for the work to be performed, and must have OSHA 30 training. Provide at least 3 projects as a site superintendent with similar scope of this project. Provide the name of the construction contract, and the contract ID number; The name of the contracting agency or organization the contract was awarded by; The date of the construction contract award and the contract award amount in dollars; The date of the construction contract completion, and the final contract amount, in dollars; A brief description of the construction contract scope of work; and Identification of at least one point-of-contact at the organization that awarded the submitted contract, including: the name of the point-of-contact; their current mailing address; phone number; and email address (if applicable).
Special Note: During the period of performance of the Contract, the Contractor shall make NO substitutions of the Staffing unless the substitution is necessitated by illness, death, or termination of employment. The contractor shall notify the contracting officer, in writing within five (5) calendar days after the occurrence of any of these events. Any replacement of Staffing shall have equal or better qualifications subject to the approval by the contracting officer.
Special Note: During the period of performance of the Contract, the Contractor shall make NO substitutions of the above Staffing unless the substitution is necessitated by illness, death, request by VA or termination of employment. The contractor shall notify the contracting officer, in writing within five (5) calendar days after the occurrence of any of these events. Any replacement of this Key Staffing shall have equal or better qualifications subject to the approval by the contracting officer.
FACTOR 4: PROVIDE CONTRACTOR SAFETY PLAN
Offerors must provide a construction safety plan:
Offerors must provide a Safety Plan.
1. The contractor's Safety Plan shall be evaluated for their compliance with local/State/Federal rules and regulations, ASME A17, and the company's consideration of safety of its employees and the public. The contractor's Safety Plan at the minimum shall address their safety policy, commitment to safety, detailed disciplinary action to be taken with respect to employees violating safety requirements, personnel safety responsibilities, personnel safety training, personal protective equipment, accident / incident reporting procedure and investigations, emergency procedures guidelines.
2. The contractor’s Safety Plan shall address their plan for completing all contract work on and around an active hospital without impacting patient care and completing all work in accordance with all construction documents and all local/State/Federal rules and regulations, and ASME A17.
3. Project Construction Plan: Project work is located in the Boiler room of building 4 at KC VA Medical Center. Provide the approach of how you will plan to replace hall fixtures and wiring keeping in mind the ongoing and continuing operation of the medical center and the requirement to have 3 boilers operational at all times. The plan should include but not limited to the following:

FACTOR 5: PRIME CONTRACTOR QUALITY CONTROL PLAN
Offerors must provide a Quality Control Program document.
| 1. | The contractor's Quality Management Program will be evaluated for its processes, practices, and procedures, to ensure the project’s quality requirement are met or exceeded. The program will incorporate a Quality Control plan. |
| 2. | The contractor’s Quality Control Plan shall address and provide samples of the following factors: |
| a. | Adequacy and implementation of Contractor’s Quality Control Plan |
| b. | Contractor’s ability to maintain quality control and accuracy of QC documentation |
| c. | Implementation of Quality Control process |
| d. | Quality of workmanship |
| e. | Work is in accordance with the plans and specifications |
| f. | Contractor’s ability to maintain and follow construction schedules |
| g. | Contractor’s ability to manage subcontractors work and schedules. |
| d. | PRICE PROPOSAL. |
| Price is to be submitted in Block 17 of the Standard Form 1442. Offerors must provide a price for each bid item. In addition, offerors shall include a breakdown of material and labor costs, by specification division for each bid item. Overhead, profit and bond costs shall be added after a subtotal of materials and labor costs has been calculated see Appendix 1. |
Note: It is intended that award will be made on bid item 1; however, should bids exceed the funds available, award will be made on bid item 2-4.
3. BASIS OF AWARD.
VA will make the award based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-price factors. Note that offers that are not technically acceptable cannot be selected, regardless of price.
4. Special Contract Requirements
SUBSTITUTIONS OF SUBCONTRACTORS AND / OR KEY PERSONNEL
1. When an offeror submits its proposal in response to this Request for Proposals, and key personnel who are proposed to work on the project are required to be submitted, those personnel who are offered will be the same personnel who will actually perform on the project. If, during performance of the contract, it becomes necessary for the contractor to substitute personnel for one of those whose qualifications were the basis for evaluation of the offer and award of the contract, the contractor shall submit to the Contracting Officer the same information that was required in the initial proposal regarding the proposed substitute employee. The Contracting Officer shall have the right to review the qualifications of the proposed substitute employee and to approve or disapprove his or her qualifications. If the proposed substitute employee's qualifications are disapproved by the Contracting Officer, the contractor will propose another employee who does possess equivalent qualifications.
2. When an offeror submits its proposal in response to this Request for Proposals, and the name and experience of a specific subcontractor is a required evaluation factor, then that subcontractor who is offered will be the same subcontractor who will actually perform the specified work on the project. If, during performance of the contract, it becomes necessary for the contractor to substitute a subcontractor for one of those whose qualifications were the basis for evaluation of the offer and award of the contract, the contractor shall submit to the Contracting Officer the same information that was required in the initial proposal regarding the proposed substitute subcontractor. The Contracting Officer shall have the right to review the qualifications of the proposed substitute subcontractor and to approve or disapprove its qualifications. If the proposed substitute subcontractor's qualifications are disapproved by the Contracting Officer, the contractor will propose another subcontractor who does possess equivalent qualifications.
C5. SAFETY OR ENVIRONMENTAL VIOLATIONS AND EXPERIENCE MODIFICATION RATE
All Bidders/Offerors shall submit the following information pertaining to their past Safety and Environmental record see Appendix 2. The information shall contain, at a minimum, a certification that the bidder/offeror has no more than three (3) serious, or one (1) repeat or one (1) willful OSHA or any EPA violation(s) in the past three years.
All Bidders/Offerors shall submit information regarding their current Experience Modification Rate (EMR) equal to or less than 1.0. This information shall be obtained from the bidder’s/offeror’s insurance company and be furnished on the insurance carrier’s letterhead.
Self insured contractors or other contractors that cannot provide their EMR rating on insurance letterhead must obtain a rating from the National Council on Compensation Insurance, Inc. (NCCI) by completing/submitting form ERM-6 and providing the rating on letterhead from NCCI. Note: Self insured contractors or other contractors that cannot provide EMR rating on insurance letterhead from the states or territories of CA, DE, MI, NJ, ND, OH, PA, WA, WY, and PR shall obtain their EMR rating from their state run worker’s compensation insurance rating bureau.
A Determination of Responsibility will be accomplished for the apparent awardee prior to processing the award. The above information, along with other information obtained from Government systems, such as the OSHA and EPA online inspection history databases will be used to make the Determination of Responsibility. Failure to affirm being within the guidelines above or submit this information will result in a determination of “Non-Responsibility” for the bidder/offeror. NOTE: Any information received by the Government that would cause for a negative Determination of Responsibility will make the bidder/offeror ineligible for award, subject to a review of responsibility by SBA and potential issuance of a Certificate of Competency.
This requirement is applicable to all subcontracting tiers, and prospective prime contractors are responsible for determining the responsibility of their prospective subcontractors.

The Government contemplates award of a Firm-Fixed-Price contract resulting from this solicitation.

2.3 52.222-5 CONSTRUCTION WAGE RATE REQUIREMENTS—SECONDARY SITE OF THE WORK (MAY 2014) (a)(1) The offeror shall notify the Government if the offeror intends to perform work at any secondary site of the work, as defined in paragraph (a)(1)(ii) of the FAR clause at 52.222-6, Construction Wage Rate Requirements, of this solicitation.
(2) If the offeror is unsure if a planned work site satisfies the criteria for a secondary site of the work, the offeror shall request a determination from the Contracting Officer.
(b)(1) If the wage determination provided by the Government for work at the primary site of the work is not applicable to the secondary site of the work, the offeror shall request a wage determination from the Contracting Officer.
(2) The due date for receipt of offers will not be extended as a result of an offeror's request for a wage determination for a secondary site of the work.

2.4 52.222-23 NOTICE OF REQUIREMENT FOR AFFIRMATIVE ACTION TO ENSURE EQUAL EMPLOYMENT OPPORTUNITY FOR CONSTRUCTION (FEB 1999)
(a) The offeror's attention is called to the Equal Opportunity clause and the Affirmative Action Compliance Requirements for Construction clause of this solicitation.
(b) The goals for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows:

(c) The Contractor's compliance with Executive Order 11246, as amended, and the regulations in 41 CFR 60-4 shall be based on (1) its implementation of the Equal Opportunity clause, (2) specific affirmative action obligations required by the clause entitled "Affirmative Action Compliance Requirements for Construction," and (3) its efforts to meet the goals. The hours of minority and female employment and training must be substantially uniform throughout the length of the contract, and in each trade. The Contractor shall make a good faith effort to employ minorities and women evenly on each of its projects. The transfer of minority or female employees or trainees from Contractor to Contractor, or from project to project, for the sole purpose of meeting the Contractor's goals shall be a violation of the contract, Executive Order 11246, as amended, and the regulations in 41 CFR 60-4. (d) The Contractor shall provide written notification to the Deputy Assistant Secretary for Federal Contract Compliance, U.S. Department of Labor, within 10 working days following award of any construction subcontract in excess of $10,000 at any tier for construction work under the contract resulting from this solicitation. The notification shall list the—
(1) Name, address, and telephone number of the subcontractor;
(2) Employer's identification number of the subcontractor;
(3) Estimated dollar amount of the subcontract;
(4) Estimated starting and completion dates of the subcontract; and
(5) Geographical area in which the subcontract is to be performed.

2.5 52.225-10 NOTICE OF BUY AMERICAN REQUIREMENT—CONSTRUCTION MATERIALS (MAY 2014)
(a) Definitions. "Commercially available off-the-shelf (COTS) item," "construction material," "domestic construction material," and "foreign construction material," as used in this provision, are defined in the clause of this solicitation entitled "Buy American—Construction Materials" (Federal Acquisition Regulation (FAR) clause 52.225-9).
(b) Requests for determinations of inapplicability. An offeror requesting a determination regarding the inapplicability of the Buy American statute should submit the request to the Contracting Officer in time to allow a determination before submission of offers. The offeror shall include the information and applicable supporting data required by paragraphs (c) and (d) of the clause at FAR 52.225-9 in the request. If an offeror has not requested a determination regarding the inapplicability of the Buy American statute before submitting its offer, or has not received a response to a previous request, the offeror shall include the information and supporting data in the offer.
(c) Evaluation of offers.
(1) The Government will evaluate an offer requesting exception to the requirements of the Buy American statute, based on claimed unreasonable cost of domestic construction material, by adding to the offered price the appropriate percentage of the cost of such foreign construction material, as specified in paragraph (b)(3)(i) of the clause at FAR 52.225-9.
(2) If evaluation results in a tie between an offeror that requested the substitution of foreign construction material based on unreasonable cost and an offeror that did not request an exception, the Contracting Officer will award to the offeror that did not request an exception based on unreasonable cost.
(d) Alternate offers.
(1) When an offer includes foreign solicitation in paragraph (b)(2) of the clause at FAR 52.225-9, the offeror also may submit an alternate offer based on use of equivalent domestic construction material.
