Statement of Work:
Contractor shall furnish all labor, materials, and supplies to perform the following work for U. S. Department of Agriculture, Agricultural Research Service, Coastal Plains Soil, Water, and Plant Research Center (CPSWPRC), 2611 West Lucas Street, Florence, SC 29501.
All work shall be completed in accordance with all local, state, and federal codes and regulations. All work shall also meet the requirements of the ARS Facilities and Design Standards (P&P 242.1). All work shall be accomplished in a professional manner and in accordance with good workmanship and acceptable practice.
Contractor is responsible for inspecting the site and for determining the exact dimensions of the project.
Contractor shall obtain at own expense all permits, licenses, and inspections required by all local, state, and federal authorities. Contractor shall submit written specifications for all materials and supplies to be used and included in the bid.
Contractor’s working hours shall be scheduled to coincide with the normal working hours (8am-5pm) at the site. Should it be necessary to schedule working hours other than normal working hours, contractor shall arrange for access to the work area with the Contracting Officer’s Representative (COR) at the site at least three days prior to the need.
Contractor shall notify and schedule utility outages at least 24 hours in advance.
During work, contractor shall maintain a safe work area around the site of repair and clearly mark danger areas with cones and safety tape. All unused and demolition materials shall be removed from the site by the contractor and shall not be placed in the owner’s disposal areas. The contractor will be responsible for replacing at their cost any property damaged at the site during the construction process.
Overview:
The contractor shall install a new HVAC unit, new duct system, retrofit the existing fume hood and all necessary controls, fans, motors, and ductwork. The contractor shall install a new ceiling and add insulation above the ceiling. The overall room dimensions are approximately 28’6” x 28’. The roof deck height is approximately 13’-9” and the drop ceiling height is 9’-6”.
Base Bid Work Items
1. Demolition:
Contractor shall remove the Heat pump, duct heater, duct system, control components and wiring. Contractor shall remove and terminate all unused piping and conduit associated with the old adjacent greenhouse that runs through the room. Contractor shall remove the existing ceiling tiles and grid system. Contractor shall remove the existing eyewash and shower fixtures, associated piping and terminate any connections to the water supply and drain lines. The existing lighting will remain. The contractor shall recover the refrigerant from the old units and dispose of it and old units in accordance with local, state, and federal laws and regulations.
Contractor shall repair any roof or wall penetrations left by equipment removal. Sealants shall be fire resistant per code. Contractor shall ensure that this room is properly sealed and isolated from adjacent spaces to meet the requirements of ASHRAE 90.1 and IECC Section 502 for building envelopes.
2. New HVAC and exhaust system:
Contractor shall furnish all tools, equipment, materials, and labor to design and install a new HVAC and variable rate exhaust system that shall include occupancy sensors, all new ductwork, electrical panels and breakers as necessary, wiring and conduit, controls, electrical disconnects for compressors and heat strips, thermostat, smoke detectors in ducts, motors, fans, and any other items necessary for proper operation.
The controls for the new HVAC and exhaust system shall work in conjunction with the existing fume hood and occupancy sensors to ensure proper air room exchanges at all times. Contractor shall install a new exhaust fan for makeup air if required for occupied periods. The new HVAC unit and exhaust system shall have a factory warranty of at least 5 years for parts and 5 years for the compressor.
The new HVAC unit shall use a low ozone-depleting refrigerant (410a). The new HVAC system shall at minimum be a 2 staged HVAC unit with a minimum 15 SEER Energy Star rating, emergency strip heat, and all ductwork, controls, and any dehumidifiers necessary to be capable of maintaining the following minimum environmental standards of operation for the conditions found in Florence, SC including environmental and existing laboratory equipment loads:
· Cooling: 72 ºF Dry Bulb and 50% RH
· Heating: 72 ºF Dry Bulb
· Single pass air/Modulated Hot Gas Reheat
· 8 air changes/hour occupied, 4 air exchanges/hour unoccupied
· Occupancy sensors to allow energy efficient operation of the unit
Additional design performance and safety requirements and can be found in section 5.4 and chapter 7 of the P&P 242.1.
The air supply ductwork and exhaust systems shall be placed to promote proper air flow through the lab to avoid mixing, short circuiting, and dead zones. The duct work shall be located above the drop ceiling. The supply air should be located so as not to influence the directional air flow of the hood. The supply air diffusers shall be designed to provide less than 50 fpm terminal throw velocity at 6 feet above the floor.
The contractor shall properly Test and Balance the new HVAC system including all supply and exhaust system to ensure compliance with design specifications.
The contractor shall hire an independent test organization to confirm that the fume hood passes both the ASHRAE 110 test and the face velocity requirements. Contractor shall provide proof of positive results from the test organization to owner.
3. Emergency Eyewash/Shower station:
The contractor shall install a new emergency eyewash/shower combination station at an owner specified location within the space. Contractor shall install a new thermostatic mixing valve for the eyewash/shower to meet the current ANSI Z385.1-2014 standard. Contractor shall also install a second thermostatic mixing valve for the emergency eyewash/shower unit in Bld3-Rm1 using the existing piping.
4. Ceiling system:
Contractor shall install a new drop ceiling at approximately the same height as the existing ceiling. The new ceiling shall consist of a 2’ x 2’ gasketed grid with tiles equivalent to USG #3260 gypsum vinyl-faced tiles. The existing lighting and supply registers may be reused in the new ceiling grid.
Inspections and Completion:
1. Upon completion of the project, contractor shall ensure proper performance and shall demonstrate the required performance to the COR and/or other owner representatives.
2. Contractor shall remove all excess materials, debris, and equipment from the site.
3. Upon completion of all project requirements and inspections, the COR shall approve payment.
Site Visit:
Bidders are encouraged to visit the site and be escorted by a government representative to confirm locations, dimensions, and conditions of the project before a bid is submitted. The site visit shall be for the purpose of observing firsthand any conditions relevant to the completion of this project. No consideration will be given to claims based on lack of knowledge of existing conditions, except where contract documents make definite provisions for adjustment in cost or extension due to existing conditions not readily foreseeable.
Contractor must be registered in System for Award Management, (SAM), prior to submitting a bid. Registration can be obtained through: https://www.sam.gov/
Utilization of Bio-Based Products:
As required by the Farm Security and Rural Investment Act of 2002 and the Energy Policy Act of 2005 (7 U.S.C. 8102(c) (3)), the Offeror certifies, by signing this offer, that bio-based products (within categories of products listed by the United States Department of Agriculture in 7 CFR part 3201, subpart B) to be used or delivered in the performance of the contract, other than bio-based products that are not purchased by the Offeror as a direct result of this contract, will comply with the applicable specifications or other contractual requirements.
The contractor shall utilize products and material based from bio-based materials as applicable, (e.g. bio-based greases; bio-based hydraulic fluids, bio-based absorbents), to the maximum extent possible without jeopardizing the intended end use of detracting from the overall quality delivered to the end user. All supplies and materials shall be of a type and quality that conform to the applicable Federal Specifications and Standards. All supplies and materials to be used in the performance of work described herein are subject to the approval of the Contracting Officer Representative (COR). Products can be found at:

Recycling:
Contractor shall make best effort to recycle any construction debris created during the contract.
Safety:
The contractor will submit a Site-Specific Safety Plan (SSSP)/Accident Prevention Plan (APP) in industry recognizable format to the Contracting Officer within 14 days of contract award for Government review and approval. The plan shall be approved prior to beginning any construction activities.
Detailed Bid:
Contractor shall provide a detailed bid, itemized by project, which includes all materials, labor, and equipment in order to fully and successfully complete the Statement of Work described in this document.
Contractor Responsibility:
1. Contractor will verify all dimensions and existing site conditions prior to beginning work.
2. Contractor shall keep work area clean on a daily basis and take measures to control debris while work is being performed.
3. Contractor is required to manage the project and consult with the Government prior to beginning all work phases and to work in a manner that minimizes the impact of the work on Government operations, research, and functions.
4. Contractor will provide daily reports of work performed to the COR.
5. Contractor shall remove and dispose of all construction related materials from all work areas on a daily basis and remove these waste materials from the site on a weekly basis.
6. All work must be performed in such a manner as to not adversely affect daily operations of the facility, its workers, and the onsite facility operations.
7. Contractor must have a superintendent on the job at all times when working on this project.
8. Contactor will provide their own restroom facility.
Material / Submittals:
The material for the entire work shall be as specified above. Submittals on all material, including shop drawings and specifications, used on this project shall be submitted to the Contracting Officer as noted in this document.
Installation Procedure:
Contractor will verify all dimensions and site conditions prior to beginning work. Contractor will schedule the work within working hours as listed below. Contractor is required to provide labor, specified material, equipment, and other tools required to perform the job fully and completely. No Government equipment will be available for use by the contractor. The contractor shall be responsible for protecting his work at all times and ensuring the safety of his crew and ARS employees. Upon completion of the project, the contractor shall remove from the premises all accumulated materials and rubbish caused by the project. Premises shall be left in a clean, orderly, and acceptable condition.
Damage to Property:
Any damage to the Government buildings, utilities, etc. caused as the result of the contractor’s activities shall be repaired or replaced to the satisfaction of the Government at contractor’s own expense.
Inspection and Acceptance:
A government representative shall inspect and approve the work performed on this project. The Contractor shall schedule inspection a minimum of 10 days in advance, in writing, to the Contracting Officer.
Project Schedule:
The completion of this project shall not exceed 90 days from date of notice to proceed. A request for time extension must be submitted to the Contracting Officer in writing. Each request must include specific and detailed reasons in support of the schedule alteration.
Work Hours:
Contractor work hours shall be Monday through Friday, eight (8) A.M. to five (5) P.M. with the exception of Government holidays.
Site Access During Covid-19 Recovery:
Contractor shall follow all Covid federal and local protocols at the site.
