About this file

This document is a U.S. Preference form related to procurement regulations, specifically R.S. 39:1604.7, which provides guidelines for purchasing products manufactured in the United States. The form allows bidders to claim a five percent price preference for U.S.-manufactured goods, provided they meet specific conditions such as equal quality, pricing within five percent of the lowest bid, and certification of U.S. manufacturing origin.

The preference policy enables procurement officers to prioritize U.S.-manufactured materials, supplies, products, and equipment when all conditions are met. Key requirements include that the U.S.-made items must not exceed the cost of foreign-made alternatives by more than five percent, the vendor must agree to sell at the lowest bid price, and the vendor must certify that the items are manufactured in the United States. Bidders must complete the entire form prior to bid opening to be considered for the preference, with specific sections requiring details on line items, manufacturing locations, and a certification signature.
