About this file

This document is a Louisiana Preference form for state and local contract opportunities, specifically designed to provide a procurement preference for products produced, manufactured, or assembled within Louisiana. The form outlines the conditions under which Louisiana-based products can receive a purchasing preference, including a potential 10% price differential advantage and specific workforce requirements. Bidders must have a minimum of 50% Louisiana residents in their workforce to qualify for the preference.

The preference applies to materials, supplies, products, provisions, and equipment that meet certain criteria: the cost cannot exceed comparable out-of-state items by more than 10%, the vendor must agree to sell at the lowest bid price, and in cases of multiple Louisiana-based bidders, the lowest bidder can match the price. The document provides detailed definitions of terms like "assembled," "manufactured," "processed," and "produced" to clarify the scope of the preference. Bidders must complete the form entirely before the bid opening, marking whether they claim the Louisiana preference and providing specific details about their Louisiana workforce and production locations.
