About this file
This document is a U.S. Preference Note for a state procurement opportunity, specifically addressing Louisiana's statutory requirements (R.S. 39:1604.7) for purchasing products manufactured in the United States. The document outlines a procurement preference mechanism that allows vendors to claim a five percent price advantage for products manufactured domestically, provided they meet specific conditions including cost equivalency, price matching, and certification of U.S. manufacturing origin.
The preference policy enables procurement officers to prioritize U.S.-manufactured products that are equal in quality to international alternatives, with key stipulations including: (1) domestic products can cost up to 5% more than international alternatives, (2) vendors must agree to sell at the lowest bid price, and (3) vendors must certify the U.S. manufacturing origin of their products. Vendors claiming this preference must complete the document before bid opening, specify the line items for preference, and provide the specific U.S. location where products are produced, manufactured, or assembled. The document serves as a formal mechanism to encourage and facilitate procurement of domestically manufactured goods within the state's purchasing framework.
