About this file
This document is a Louisiana Preference form for state and local procurement, specifically addressing Louisiana's statutory preference for products produced, manufactured, or assembled within the state. The preference policy allows procurement officers to purchase Louisiana-made materials, supplies, and equipment that are equal in quality to out-of-state alternatives, with key conditions including a maximum 10% cost premium and a requirement that the vendor's workforce comprise at least 50% Louisiana residents.
The preference application requires vendors to complete a detailed form indicating whether they are claiming the 10% preference, confirming their Louisiana workforce composition, specifying which line items the preference applies to, and identifying the specific Louisiana location where products are produced, manufactured, or assembled. The policy aims to support local economic development by providing a competitive advantage to Louisiana-based businesses in state procurement processes, with strict definitions of what constitutes "assembled," "manufactured," "processed," and "produced" within the state's borders.
