TROOPS TO TEACHERS PROGRAM

BROAD AGENCY ANNOUNCEMENT (BAA)

Part I

I. INTRODUCTION

This publication constitutes a Broad Agency Announcement (BAA) as contemplated in Department of Defense Grants and Agreements regulations (DoDGARS) 22.315, which allows the Defense Activity for Non-Traditional Education Support (DANTES) to enter competitively into a grant or cooperative agreement with State Governments. No additional information regarding this announcement will be issued.

DANTES in conjunction with Defense Human Resources Activity (DHRA) will not issue paper copies of this announcement. DANTES reserves the right to fund all, some or none of the proposals received under this BAA. DANTES provides no funding for direct reimbursement of proposal development costs. Technical and budget proposals (or any other material) submitted in response to this BAA will not be returned.

It is the policy of the DHRA and the DANTES to treat Applications and proposal submissions as sensitive competitive information and to disclose their contents only for the purposes of evaluation.

III. RESPONSE DATES

This announcement will remain open for (MINIMUM OF SIXTY (60) days from the date of issue of this BAA or until it is replaced by a successor, whichever occurs first. Submission of proposals is accepted at any time during this period. IV. BACKGROUND

Congress enacted the Troops to Teachers (TTT) Program in 1993 to assist eligible current and former members of the armed forces to transition into second careers as teachers. Within the Department of Defense (DoD), the Office of the Deputy Assistant Secretary of Defense for Readiness, Force Education, is responsible for program policy, funding and oversight. The TTT National Office, located within the Defense Activity for Non-Traditional Education Support (DANTES), is responsible for day-to-day operations and management of the program. Authorizing statute in 10 USC 1154(h) (2) (A), permits the Secretary of Defense to make grants to states or consortia of such states in order to support efforts of recruiting eligible current and former members of the armed forces for participation in the TTT Program and facilitating the employment of participants as elementary school teachers, secondary school teachers, and career or technical teachers. PART II

I. FUNDING OPPORTUNITY DESCRIPTION

The purpose of this opportunity is for one or more, consortia of such States, to receive grant funding to develop and implement a replicable model for attracting and assisting eligible members and former members of the armed forces to obtain employment as teachers. This Grant will be issued under the authority of 10 U.S.C. § 1154 as implemented by 32 C.F.R. § 21.420 (b) and (c). There is no intent to acquire goods or services to benefit DANTES or DoD. The DANTES RFP is expected to significantly contribute in supporting TTT’s mission; Efforts may encompass projects to address the following goals:

· Attract and increase the number of eligible current and former members of the armed forces participating in the TTT Program;

· Reduce barriers that prevent veterans from meeting teacher certifications requirements for transitioning into teaching careers;

· Implement educational models to award academic credit for prior career experience and/or other relevant military training;

· Provide individualized counseling to assist TTT participants with meeting the educationaland certification requirements to transition into a teaching career;
·Support state and local education agencies with hiring motivated, experienced anddedicated eligible members and former members of the armed forces; thereby, increasingthe number of veterans employed as teachers;

· Address geographic areas with critical teacher shortages, especially in high-need schools (as defined in subsection (a) of such section 1154), in particular the shortage of science, mathematics, special education, foreign language, or career or technical teachers; and in elementary schools or secondary schools, or as career or technical teachers.

II. AWARD INFORMATION

The intention of this Broad Agency Announcement (BAA) is for the receipt of proposals related to the Troops to Teachers Program for the purpose of recruiting eligible current and former members of the armed forces for participation in the TTT Program and facilitating the employment of participants as elementary school teachers, secondary school teachers, and career or technical teachers.

Total amount of funding available for grants resulting from this Broad Agency Announcement is $5,000,000.00.

The minimum amount for awards recommended under this BAA is $100,000.00.

The maximum amount for awards recommended under this BAA is $400,000.00.

The Government reserves the right to select for discussions all, some, one, or none of the proposals received in response to this Funding Opportunity. The Government anticipates making award without discussions, therefore, Applications (and supporting documentation) shall be their best. However, the Government reserves the right to conduct discussions if it is determined by the Grants Officer to be necessary.

The Government reserves the right to accept Applications (and supporting documentation) in their entirety or to select only portions of Applications for award. In the event that the Government desires to award only portions of a proposal, discussions may be opened with that Applicant.

The Government reserves the right to request additional documentation once the Applicant has been recommended for award.

The Government reserves the right to remove proposers from award consideration should the parties fail to reach agreement on award terms within a reasonable time or the proposer fails to provide requested additional information in a timely manner.

III. ELIGIBILITY INFORMATION

A. Types of entities that may apply. State Education Agency (SEA)

B. Cost Sharing. Cost sharing is not required and will not be considered.

IV. APPLICATION AND SUBMISSION INFORMATION

A. Applications

Due Date and Time. Applications are due no later than 5:00PM (EDT) 26 January, 2018. However, Applications will be considered as they are received prior to the established final deadline.

Questions. The due date for questions is 12:00 PM (EDT) 26 November, 2017. Additional questions regarding this BAA will NOT be accepted after that date.

Submissions. Applicants shall use the Grants.gov website at: http://www.grants.gov/

PROPOSAL SENT BY MAIL, FAX, OR E-MAIL WILL NOT BE CONSIDERED.

All attachments to Applications submitted through Grants.gov must be in Adobe Portable Document Format (pdf file). After upload of proposals to Grants.gov, the Applicant will receive an e-mail indicating that the Application has been submitted and that Grants.gov will take up to two days to validate the proposal.

Grants.gov may reject the proposal during the validation process. Therefore, applicants who have registered with Grants.gov are urged to submit their proposals electronically at least three days before the date and time proposals are due so that any validation errors can be corrected and re-submitted to Grants.gov.

Applications, to include correction of validation error submissions, received after the closing date and time will be considered to be LATE will be ineligible for award consideration.

B. Content and Format of Proposal

Applications (and supporting documentation) submitted under this BAA shall be unclassified.

All proposal submissions receive protection from unauthorized disclosure. Upon receipt, all Applications (and supporting documentation) are safeguarded from unauthorized disclosure throughout the review and selection process.

Applicants are expected to mark each page of their submission that contains “proprietary information”.

Applications containing proprietary information must have the cover page and each page containing such information clearly marked. Proprietary Information must not be included in the schedule and milestones or the statement of work.

It is DHRA policy to treat all Applications (and supporting documentation) as proprietary information and to disclose the contents only for the sole purpose of evaluation.

C. Instructions

a. Format and Content Instructions for Technical must follow:

i. Paper Size – 8.5 x 11 inch paper

ii. Margins – 1 inch

iii. Spacing – single or double-spaced

iv. Font – Times New Roman, 12 point

v. Number of Pages: See below

b. The Technical Proposal. Limit to no more than 25 pages, including cover page, table of contents, project abstract, and statement of work, indexes, foldouts, photographs, and appendices. The appendices include at least two short documents, a work plan and a quad chart.

c. Bios, CVs, and Resumes. Attach together as one Adobe PDF document and upload to grants.gov with application package. They do not count toward the total page count of the technical proposal. Each bio, CV or resume should be no more than three (3) pages in length.

D. Technical Proposal Guidelines

1. Cover page include the words “TECHNICAL PROPOSAL” at the top and include the following:

i. Title Troops to Teachers

ii. Identify the state or consortia of states

iii. Complete list of subcontractors or sub-grantees, if applicable and known at time of application

iv. Technical contact (name, title, address, phone, fax, email address)

v. Administrative/business contact (name, address, title, phone/fax, email address)

vi. Proposed duration of effort in the format: “# months from time of award”

2. Table of Contents. Listing of the section numbers and corresponding heading titles within the proposal, including corresponding page numbers.

3.Project Abstract. Distributed to provide information to the public and Congress.Therefore it should be succinct, self-explanatory and well organized so that reviewers can
understand the proposed project without reference to other parts of the application. Donot include personal identifying information in the abstract. The project abstract shouldbe concise, single-spaced abstract (not to exceed one (1) page) using standard 8.5" by 11"paper with 1” margins (top, bottom, left and right) with Times New Roman font, 12point. In addition to the format instructions the abstract should include the following:

i. Brief overview of the proposed project and innovation statement,

ii. Goals and objectives of the proposed project,

iii. Description of the team structure and composition of the proposed project,

iv. Description of proposed site and demographics of the population targeted,

v. Statement of project start date (must be supported by Work Plan),

vi. Statement of funding preference (if applicable).

4. Project Schedule and Milestones. Table summarizing the schedule of reporting activities and milestones. We recommend a quarterly “quarter 1,” “quarter 2” format, as opposed to naming specific monthly dates.

5. Reports. Sample reports that are typically provided under grant-funded efforts (do not include software, prototypes, hardware as deliverables):

i. Technical and financial progress reports, quarterly,

ii. Presentation materials,

iii. Technical and financial reports, final.

6. Introduction. A brief description of the project consistent with the stated purpose of the TTT grant program. The applicant should provide a brief overview of the proposed project and its innovation as well as the expected outcomes.

7. Data Assessment. Describe and document the needs of the community in which the TTT grant program will be located. Applicants should also include a description of the targeted population, identified needs, as well as known challenges and barriers faced by veterans in obtaining teacher certification and employment. In addition, applicants must describe the critical teacher shortages, especially in high-need schools (as defined in subsection (a) of such section 1154), in particular the shortage of science, mathematics, special education, foreign language, or career or technical teachers; and in elementary schools or secondary schools, or as career or technical teachers. Supporting data relevant to the target population should be provided whenever possible to document the need for the grant.

8. Management Approach. Describe the overall approach to the management of this effort, including brief discussions of the total organization; responsibilities of the various personnel; subcontractor or sub-recipient relationships to the project and their function (if any); Government interfaces; and planning, scheduling and oversight practices. Identify which personnel and sub-contractors/sub-recipients (if any) will be involved. Include a description of the facilities that are required for the proposed effort with a description of any Government-furnished equipment (GFE), hardware, software or information required, by version and/or configuration.

9. Technical Approach. Clearly discuss how the program will (1) support veteran recruitment into the TTT program, (2) assist veterans with pursuing professional teaching careers, (3) address the challenges and barriers faced by veterans in obtaining teacher certification, (4) increase employment opportunities for veterans as teachers, and (5) address geographic areas with critical teacher shortages, in particular the shortage of science, mathematics, special education, foreign language, or career or technical teachers; and in elementary schools or secondary schools, or as career or technical teachers. In this section provide information including, but not limited to:

i. Include clearly stated goals with specific, measurable, time-framed objectives for each goal,

ii. Describe the proposed project strategies,

iii. Specify methods or processes that will be explored to award academic credit for prior military acquired training or experience,

iv. Describe the proposed strategies to address geographic areas with critical teacher shortages, especially in high-need schools (as defined in subsection (a) of such section 1154), in particular the shortage of science, mathematics, special education, foreign language, or career or technical teachers; and in elementary schools or secondary schools, or as career or technical teachers.

v. Demonstrates a clear strategy for collaborating with state and local education agencies with hiring officials, education institutions, veteran- centered services, the local military communities and community organizations,

vi. Provide evidence supporting the proposed methodologies, including literature, prior experience, and historical data.

10. Work Plan. Provide a comprehensive work plan that includes the potential for sustainment of the project. Work plan should include, but not limited to the following:

i. Describe the project structure, approach, and expected outcomes

ii. Describe the activities, methods, techniques, or steps that will be used to achieve each of the objectives proposed in the project proposal – each activity must support the proposed project outcomes,

iii. Describe how the activities are defined by the project objectives and will achieve the desired measurable outcomes,

iv. Indicate specific activities and project personnel responsible for completing the activities,

v. Describe the role of any new or established partnerships with educational institutions that will serve in a sub-recipient capacity to accomplish the project goals throughout the project period.

vi. Provide a graphical summary (i.e., table illustration) of the activities/strategies to include:

a) Overall objectives for the year,

b) Specific sub-objectives in measurable terms,

c) Activities to achieve objectives,

d) Staff responsible for facilitating the project goals and activities,

e) Time-frame for implementation of activities.

11. Monitoring and Evaluation Plan. The full application will provide a monitoring and evaluation plan with clear benchmarks and indicators that would permit tracking, evaluating, and reporting on progress and achievement of the results. It will also include, but not limited to, information on how baseline data will be collected and present a methodology for monitoring processes and progress toward meeting award goals and objectives.

The evaluation must, at a minimum, assess the success of the award-funded efforts and contribute to continuous quality improvement. The evaluation plan must include descriptions of the inputs (e.g., key evaluation staff and organizational support, collaborative partners, budget, and other resources); key processes; variables to be measured; expected outcomes of the funded activities; and a description of how all key evaluative measures will be reported.

12. Purposed Innovations. Describe how the project is innovative; for example: Novel ways to attract and recruit veterans into the TTT program,

i. How to address current challenges and shift current paradigms for assisting veterans pursuing professional teaching careers,

ii. Any novel theoretical concepts, approaches or methodologies or intervention(s) to be developed or used,

iii. Ways to improve existing practice, methodologies for assisting veterans with obtaining teacher certification,

iv. Identification and description of possible barriers to implementation, with appropriate collaborative strategies to address potential barriers,

v. Specify any new additions or modification that will be made to existing veteran academic support services,

vi. Specify any new additions or modifications to existing support services that will be leveraged to assist veterans with meeting teacher certification requirements,

vii. Specify strategies that will be implemented to assist veterans in obtaining employment as teachers,

viii. Novel ways to address geographic areas with critical teacher shortages, especially in high-need schools (as defined in subsection (a) of such section 1154), in particular the shortage of science, mathematics, special education, foreign language, or career or technical teachers; and in elementary schools or secondary schools, or as career or technical teachers.

E. BUDGET PROPOSAL

The applicant must use the forms package specified for this BAA at Grants.gov. A separate Adobe pdf document should be included in the application that provides appropriate justification and/or supporting documentation for each cost category proposed. All costs must be listed, justified and match the scope of the effort.

F. SUBMISSIONS OF GRANT PROPOSALS THROUGH GRANTS.GOV

For electronic submission of grant proposals, several one-time actions must be completed in order to submit an application through Grants.gov. These include obtaining a Dun and Bradstreet Data Universal Numbering System (DUNS) number, registering with the Central Contract Registration (CCR), registering with the credential provider, and registering with Grants.gov. Use the Grants.gov organization Registration Checklist at: http://www.grants.gov/applicants/register_your_organziation.jsp, which will provide guidance through the process. Designating an E-Business Point of Contact (EBiz POC) and obtaining a special password called “MPIN” are important steps in the CCR registration process.

Applicants who are not registered with CCR and Grant.gov should allow at least 21 days for completing these requirements. The process should be started as soon as possible. Any questions relating to the registration process, system requirement, how an application form works, or the submittal process must be directed to Grants.gov at 1-800-518-4726 or support@grants.gov.

IV. APPLICATION REVIEW INFORMATION

A. Evaluation Information

a. Evaluation Criteria

The DHRA Grants Officer will award grants (or cooperative agreements) based on a competitive selection of proposals that incorporates technical and budget cost criteria. The basis of the technical evaluation is 100 the criteria listed below in the descending order of importance.

Proposed costs will be evaluated to determine reasonableness and allowability in accordance with 2 CFR Part 225.

For consideration, the applicant must address the following nine criteria listed in descending order of importance:

1. Clearly discusses how the program will support veteran recruitment into the TTT program and technical approach is well-defined and articulated.

2. Clearly identifies how the program will assist veterans with pursuing professional teaching careers.

3. Addresses the challenges and barriers faced by veterans in obtaining teacher certification and ways to increase employment opportunities.

4. Addresses geographic areas with critical teacher shortages, in particular the shortage of science, mathematics, special education, foreign language, or career or technical teachers; and in elementary schools or secondary schools, or as career or technical teachers.

5. Includes clearly stated goals with specific, measurable, time-framed objectives for each goal and describes the proposed project strategies.

6. Includes specific methods or processes that will be explored to award academic credit for prior military acquired training or experience.

7. Describes the proposed strategies to address geographic areas with critical teacher shortages, especially in high-need schools and those with critical teacher shortages, in particular the shortage of science, mathematics, special education, foreign language, or career or technical teachers; and in elementary schools or secondary schools, or as career or technical teachers.

8. Demonstrates a clear strategy for collaborating with state and local education agencies with hiring officials, education institutions, veteran-centered services, local military communities and community organizations.

9. Provides evidence supporting the proposed methodologies, including literature, prior experience, and historical data.

All proposals will be evaluated against the criteria listed above using the following descriptive ratings:

1. Outstanding

2. Good

3. Acceptable

4. Marginal

5. Unacceptable

Only those proposals ranked in the first three categories may be considered for award recommendation; those proposals ranked in the latter two are ineligible for award recommendations.

b. Technical Evaluation Board (TEB)

Evaluation of Applications will be conducted by Department of Defense (DoD) employees. The panel of DoD employees MAY consider additional information from other Federal Government employees and/or non-Government Subject Matter Experts (SME), who are strictly bound by appropriate non-disclosure requirements, as a part of the selection process.

Award recommendations will be made to Applicants whose proposals are determined to be most advantageous to the Government, all factors considered, including the potential contributions of the proposed work to the DHRA COMPONENT’S overall program and the availability of funding.

V. POST-AWARD ADMINISTRATION INFORMATION

A. CCR REGISTRATION CCR-

Successful Applicants not already registered in the Central Contractor Registry (CCR) will be required to register in CCR prior to award of any grant, or cooperative agreement. Information on CCR registration is available at https://www.bpn.gov/ccr/default.aspx.

B. CERTIFICATION OF LOBBYING ACTIVITIES

Grant awards greater than $100,000 require a certification of compliance with a National policy mandate concerning lobbying.

Grant applicants shall provide this certification by electronic submission of the applicable form in the BAA forms package on Grants.gov.

C. WIDE AREA WORK FLOW (WAWF)

Award Recipient(s) shall use Wide Area Work Flow – Receipt and Acceptance (WAWF-RA) system when submitting requests for payment under this Agreement. The Recipient shall (i) ensure an Electronic Business Point of Contact is designated in the Central Contractor Registration (CCR) database at http://www.ccr.gov and (ii) register to use WAWF-RA at https://wawf.eb.mil, within ten (10) days after award of the Grant or Cooperative Agreement.

D. SELECTION NOTIFICATION

Prospective Applicants that have been recommended for award will receive a pre-award notice via e-mail from the DHRA, Grants Officer.

The Government may initiate discussions if the proposal has been selected for immediate funding.

E. POST AWARD REPORTING REQUIREMENTS

Progress reports. In accordance with 32 CFR Part 21 Subpart C 32.51; Recipient(s) shall submit annual performance reports, although the Government reserves the right to require quarterly or semi-annual reports.

Annual reports shall be due ninety (90) days after the grant year, quarterly or semi-annual reports shall be due thirty (30) days after the reporting period.

The final performance reports will be due ninety (90) days after the expiration or termination of award support.

Financial Reports. As specified in 32 Part 21 Subpart C 32.52, financial reports will be required no more frequently than quarterly. The due dates for submission are thirty (30) days after the reporting period. Further, financial reports are to be submitted on SF425.

A final financial report will be due ninety (90) days after the expiration or termination of award support.

VIII. OTHER INFORMATION

A. PROJECT MEETINGS AND REVIEWS

Individual program reviews between the FVAP sponsor and the performer may be held as necessary. Program status reviews may also be held to provide a forum for reviews of the latest results from experiments and any other incremental progress towards the major demonstrations.

For budget purposes, applicants should assume that all of these meetings would be at or near DANTES offices, Pensacola Florida. Interim meetings are likely; such meeting could be accomplished via video telephone conferences, telephone conferences, or via web-based collaboration tools.

Please note that only the Grants Officer can bind the Government. Further, any pre-award notice indicating that an Application was successful neither obligates the Government to make an award nor commits the Government to reimburse any pre-award costs incurred in anticipation of an award.

DEFENSE HUMAN RESOURCES ACTIVITY (DHRA)

INFORMATION AND INSTRUCTIONS TO FEDERAL ASSISTANCE APPLICANTS

Non-Construction Grants The Department of Defense (DoD) Grant and Agreement Regulations are published at Chapter I, Subchapter B, Title 32 of the Code of Federal Regulations (CFR). These regulations provide the uniform policies and procedures for the award and administration of grants, cooperative agreements and other assistance instruments negotiated and awarded by the Defense Human Resources Activity (DHRA).

These regulations can be viewed on the internet as follows:

The Applicant must provide the following documentation prior to initiation of discussions regarding the terms and conditions of the proposed award. The Application forms identified below are available on the Grants .Gov apply website under Funding Opportunity Number H98210-BAA-FY-000X at: www.apply.grants.gov .

1. Application for Federal Assistance (Standard Form (SF) 424). The SF424 incorporates pertinent identification information of the Applicant. The SF424 will be incorporated as an attachment to the award instrument.

2. Budget Information – Non-Construction Programs (Standard Form (SF) 424A). This form provides for a macro-level of the proposed budget for the initial proposed term of the award and subsequent funding periods. Additional supporting data should be included to detail specific proposed expenditures for (a) the acquisition of significant equipment, (b) identification of subcontractors, (c) travel, (d) and other significant cost categories. The SF424A will be incorporated as an attachment to the award instrument.

3. Assurances – Non-Construction Programs (Standard Form (SF) 424B). This form provides for the Applicant’s duly authorized representative to certify that the Applicant will comply with all applicable Federal statutes and regulations.

4. Concept Plan. This is a narrative of the proposal detailing the effort contemplated under the award. The Applicant should detail the proposed technical effort, curriculum vitae of the principal investigator(s) (if applicable), and a general description of proposed subcontracts, travel, acquisition and use of supplies and equipment. The Concept Plan will be incorporated by reference in the award document.

5. Revised Concept Plan. This is a revised narrative of the proposal detailing the effort contemplated, when the recommendations for award include reduction of technical scope and/or budget.

The Applicant must complete the following actions prior to conclusion of discussions regarding the terms and conditions of the proposed award.

1. Data Universal Numbering System (DUNS) Number. If the Applicant does not have a DUNS number, it should contact Dun and Bradstreet to obtain one at no charge. Applicants within the United States may call 1-800-333-0505. The Applicant may obtain more information regarding the DUNS number, including locations of local Dun and Bradstreet Information Services offices for Applicants located outside the United States, from the Internet home page at http://www.customerservice@dnb.com/. The Applicant must have a DUNS number prior to initiating registration in the Central Contractor Registration (CCR) database (see below). If the Applicant already has a DUNS number, the DHRA Grants Officer should be advised as soon as possible.

2. Central Contractor Registration (CCR). It is the policy of the Department of Defense and the defense Human Resources Activity (DHRA) that Recipients of Federal Assistance awards be registered in the Central Contractor Registration (CCR) database as a condition of award. Registration will facilitate DoD Grant and Agreement Regulations requirements for Electronic Funds Transfer (EFT). If the Applicant is already registered in the CCR, the DHRA Grants Officer should be advised of the Applicant’s DUNS and CAGE Codes as soon as possible. The CCR registration process can be accomplished via the Internet at: http://www.ccr.gov/.

3. Most Recent Single Audit Report. If checked, the proposed Applicant should submit one (1) copy (or electronic link to) of its most recent Single Audit Act Report of Findings.

4. Indirect Cost Rate Agreement. If checked, the Applicant should submit one (1) copy of its most recent Predetermined Indirect Cost Rate Agreement (negotiated with the Federal Government Agency having cognizance over the Applicant (i.e., Department of Health and Human Services, Office of Naval Research, etc.).

5. Procurement Procedures. If applicable, the Applicant should submit one (1) copy of the Applicant’s organizational procedures for the award for subcontracting support of the contemplated effort.

6. Commercial and Government Entity (CAGE) Code. If the Applicant does not have a CAGE code, one will be assigned as part of the CCR registration process. If the Applicant’s CAGE code is known, the Applicant should provide it to the DHRA Grants Officer as soon as possible.
