About this file
This is a Request for Qualifications (RFQ) issued by the City of St. Petersburg, Florida for tree trimming, pruning, and removal services. The solicitation seeks to qualify up to ten responsible vendors to provide tree services across three categories: City Facility Tree Services, Right-of-Way Tree Services, and Private Property Services, including emergency services during local states of emergency. The contract will have an initial three-year term with one optional two-year renewal, and services will be requested on an as-needed basis with the lowest qualified vendor awarded each project. The solicitation was released on February 7, 2025, with questions due by March 4, 2025, and responses due by March 18, 2025. The estimated annual expenditure is approximately $350,000, though this may vary.
The RFQ includes detailed qualifications requirements for vendors, including minimum business experience, certification needs, insurance requirements, and operational capabilities. Vendors must possess specific certifications like International Society of Arboriculture (ISA) certification and, for right-of-way services, additional state-specific credentials like FDOT prequalification and pesticide applicator licenses. The evaluation will be point-based, with 40% weight on experience, 30% on firm qualifications, 15% on references, and additional points for being a certified Small Business Enterprise (SBE), Minority Business Enterprise (MBE), or Women's Business Enterprise (WBE). The City anticipates recommending award to City Council on May 1, 2025, with an emphasis on environmentally preferable and health-promoting service approaches.
