About this file

This document is a clarification addendum from LBYD Federal, LLC to the BLM regarding the Cedar Point Camp Host Site Improvements project (DO#16). The addendum provides details and specifications required for the construction of the project, including:

  1. Pump system requirements such as the necessary discharge head, operating pressure range of 30-50 PSI, and specifications for the pressure tank and pressure switch.
  2. Details on the required pump control panel, including a NEMA 3R enclosure, surge protective device, hand/off/auto operation, pressure switch on/off control, alarm indications, and pump temperature monitoring.
  3. Pump system sequence of operations, including hand mode, automatic mode based on pressure switch commands, and pump deactivation when temperature exceeds manufacturer limits.
  4. Optional additions to the control panel, such as a remote alarm notification system (Sensaphone 1400 or equivalent).

The related federal contract opportunity is Solicitation Number 140L2624R0003 for the CEDAR POINT CAMP HOST SITE IMPROVEMENT project, issued by the Department of the Interior Bureau of Land Management Idaho Region.

RE: Cedar Point Camp Host Site Improvements (DO#16) Clarification Addendum

Dear Mr. Ellestad:

On behalf of the LBYD Federal, LLC (LBYD), I am providing this letter to address items within our design that needed clarification for construction. Please use this addendum information in conjunction with plans and specifications previously provided in order to construct the proposed project.

1. Spec 331113 Paragraph 2.5.D.2. We need to know the discharge head to establish the pump characteristics & ensure the pressure meets DEQ standards at the point of use.

a. This comment ties into the next few.

System shall operate between 30 and 50 PSI. Pump requires sufficient head to apply 50 psi in the pump house.

2. P101 Note 10. There are no specs for the tank, at a minimum we need to know what pressure the contractor charges the pressure tank to.

Provide a 30/50 psi pressure tank. Bladder charge needs to be at 27-28 psi (2-3 psi below the low pressure set point).

3. P501 Detail 5. There is no spec for the pressure switch, at a minimum we need to know what the settings are.

Provide a 30/50 pressure switch compatible with controller logic stated below.

4. E201 Detail 1. Pressure Switch and Pump Controller. We need some basis of design or specs to control the pump. I believe the pump has a temp sensor in the windings, it would be nice to include that in the control panel with the starter. DEQ shows that we need a water level sensor (or means of measuring).

Contractor to provide and install fully integrated pump control panel. Panel to contain:

• NEMA 3R enclosure, minimum

• Surge protective device

• Hand / off / auto operation

• Pressure switch on / off operation

• Local alarm indication light on top of enclosure

• Audible alarm indication

• Alarm silence and test push buttons

• Provide pump temperature sensor if not integrated into the pump

• Elapsed time meters / runtime counters for pump

Pump system sequence of operations:

HOA switch: a hand-off-automatic selector switch shall be provided pump.

In hand mode selection, the pump will turn on to reach the systems high pressure set point if not in an alarm condition. In automatic mode, the pump will operate based on commands from the pressure switch.

Pressure switch on/off: the control panel will be designed for pressure switch operation. When pressure in the system drops below the pressure switch lower set point, the controller shall activate the pump. The pump shall remain active to increase the systems pressure. The controller shall disengage the pump when systems reaches the pressure switch upper set point.

Pump shall deactivate when pump temperature exceeds the manufacturer’s max rated temperature of the pump and shall send an alarm to the control panel.

Optional if remote alarm notifications are required or desired.

Additions to the control panel

• Provide sensaphone 1400 monitor or equivalent.

• Internal gfi receptacle outlet to power sensaphone monitor

Additional control sequencing:

Alarm operation: the control panel will send an alarm signal to the automatic dialer monitor (sensaphone 1400 monitor or equal). Automatic dialer shall accept alarm signals from control panel and for provide remote telemetry to government personnel.

Sincerely, LBYD Federal, LLC
