The 21st Contracting Squadron at Peterson AFB, 21 CONS/PKB, is the contracting activity for subject requirement. The Contracting Officer is TSgt Justin W. Bowers (719-556-3049).

This is a justification to use Brand Name Restriction. As a result, the Government intends to award a new Firm Fixed price purchase order for the shield enclosure air frame TFBS system. The requirement for the US Space Command (USSPACECOM) will support their mobile communication system.

The shield enclosure air frame TFBS system are specialized equipment needed for mission in support of the USSPACECOM Commander and Deputy Commander. USSPACECOM Commanders Communication team requires a Mil Spec SCIF system that can be used in all locations to conduct classified computing. This shielded enclosure needs to weigh less than 30lbs to reduce the number of individuals needed to transport the tent, and be able to fit 1-2 people (with a 6ft table) inside when fully setup. The tent must be shielded allowing processing up to TS/SCI computing/voice/video when fully closed. At a minimum to meet these requirements the tent should be dual layered fabric with a system to run communications lines into the tent without disclosing/leaking any classified. The tent must also having internal lighting, a pump to inflate the enclosure and have standard manufacturer warranty of 1 year in order to provide protection that will continue to meet security needs and to sustain the tent frequently traveling at no additional cost to the Government. Lastly, the tent must also be able to be transported by government and commercial aircraft with a Mil Spec travel case.

Estimated total cost for the TFBS Shield system and component is and Fiscal Year 21 Operations and Maintenance (O&M) 3400 funds will be used for the acquisition. Delivery schedule is 60 days after receipt of order.

This Brand Name justification is an accordance with 41 U.S.C. 1901 and FAR Subpart 13.5 for actions over the simplified Acquisition threshold.

InTech Defense is the sole manufacture of the shield enclosure air frame TFBS system and components.

However, InTech Defense only has one authorized distributor, Intelligent Devices. The TFBS system will protect sensitive conversations and inside signal from eavesdropping. The USSPACECOM currently uses the TFBS system in all mission communication setup. Integrating a different brand/model of shield or components would not be compatible with the current TFBS Shield system and would require additional funding to replacement of the entire system being used. In addition, the TFBS system is the only system that exceeds Mil Spec Standards and is travel system for protection of classified and sensitive discussions or recovery of speech even with modern forensics software. The TFBS system is also the only lite weight travel solution that can quickly be deployed and airline checkable.

A sources sought was posted on GSA and NASA SEWP and obtained no responses. The manufacturer and the only authorized distributor were capable of providing this requirement through the open market. Due to this fact the best course of action is to solicit unrestricted via Beta SAM to maximize competition.

A sources sought was posted on NASA SEWP and GSA on 19 November 2020 with a close out of 26 November 2020. There were no responses to the sources sought. Intech Defense, the manufacturer of the equipment was contacted to find additional distributors and stated that only one authorized large business distributor was available. It was also stated by the manufacturer that neither the manufacturer nor distributor were capable of providing the requirement via a GSA Schedule or NASA SEWP.

The Previous contract, FA2517-19-P-A038, was reviewed and yielded similar market research results. There is only one distributor capable of providing the TFBS shield enclosures. The previous requirement was solicited as a small business set aside via FedBizOpps. However, Both Intech Defense and Intelligence Devices were both small businesses at the time of the aforementioned solicitation. Intelligent Devices was bought by another company (HEICO) and has since converted to a large business this year (2021).

The manufacturer, Intech Defense and the authorized distributor, Intelligent Devices, are the only two vendors that expressed interest in this requirement.

USSPACECOM has reviewed alternative shield systems; however, the current mobile communication system has the shield enclosure air frame TFBS system already integrated and finding a replacement would require additional cost to remove the TFBS shields and adopt the new shield system in the communication system.

Additionally, none has the mobile capability that the TFBS system offers. USSPACECOM will continue reviewing the market for communication shield system that will meet their requirement.
