SUBJECT: REQUEST FOR QUOTE (RFQ) FOR FA2517-21-Q-0013 TFBS Shields

REQUEST FOR QUOTATION:

i. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes only the solicitation; a quote is being requested and written solicitation will not be used.

ii. Department of Defense, United States Space Force at Peterson AFB, Colorado Springs, CO, is requesting a quote for TFBS Shields and components, a commercial item, in accordance with (IAW) specifications identified in this Request for Quote (RFQ). Only a written quote will be accepted in response to this RFQ; no oral offers will be accepted.

iii. This Request for Quote (RFQ), FA2517-21-Q-0013, is TFBS shields with the delivery date of 60 days after contract award.

iv. The solicitation document and incorporated provisions and clauses are those in effect through Federal

Acquisition Circular 2021-03, dated 16 February 2021.

v. This requirement will be Brand Name for other than full and open competition. The anticipated award will be a firm- fixed-price contract, which an award will be made to the offeror whose quote is technically acceptable and lowest price. A single award will be made as a result of evaluation of quotes received. Prior to making an award the contracting officer will make a price fair and reasonable determination IAW FAR 13.106-3. The NAICS code for this requirement is 334310, audio and video equipment manufacturing. The size standard is 750 employees.

a Acceptable is defined as the quote meets all of the requirements on attachment 1, in terms of part number, quantity and description.

b Unacceptable is defined as the quote does not meet all of the requirement in attachment 1 in terms of part number, quantity and description.

vi. As detailed in the table below, this requirement includes the TFBS Shields include: 6’x7’x7’ Shields enclosures, 3.5’x5’x7’ Shields enclosures, Environmental control systems and Maxwell two talker system.

vii. The Government intends to award a Firm Fixed Price (FFP) Purchase Order (PO). Items shall be delivered FOB Destination to Peterson Air Force Base, Colorado Springs, CO 80914.

viii. Only a warranted Contracting Officer (CO) can obligate Government funds through a fully executed contract action. It is strongly suggested that no Offeror/Contractor incur any costs associated with the

RFQ until a fully executed contract is signed by the CO and distributed to the awardee.

Brand Name Requirement

The US Space Command Communications Team requires TFBS Shields and its components. No substitutions for these items will be accepted, as previously stated in the above paragraph v., provide a quote and rationale why the product meets the need identified herein.

ix. The provision at FAR 52.212-1, Instructions to Offerors – Commercial Items (Mar 2020), applies to this acquisition and the addendum to FAR 52.212-1 is as follows:

a. Please provide a Firm Fixed-Price Quote including name, address, point of contact information, CAGE code, DUNS number and small business category.

b. The offeror shall specify the associated CLIN for each item included in the quote.

c. Please provide a 30-calendar day acceptance period for your quote.

d. Terms and content of your quote. Quotes must be based on the terms of this RFQ. The

Government may reject any quote that is not based on these terms in every respect. Quotes must contain all of the information described below.

e. Responsibility Determination: Information obtained from sources, included but not limited to the

System for Award Management (SAM) and Past Performance Information Retrieval System

(PPIRS) may be used as part of the responsibility determination made IAW FAR 9.104-1.

f. Offerors shall submit no more than five-pages. Quotes should include:

i. A detailed description of the quoted items as outlined in Attachment 1.

ii. The solicitation number, quote number, business name, address, DUNS, CAGE code, acknowledgment of all solicitation amendments (if applicable), and terms of any express warranty.

ii. Offers shall be submitted via email to both points of contact listed in paragraph xvi.

Hard copies of quotes will not be accepted. Soft copy formats are limited to

Microsoft Excel, PDF, or Microsoft Word.

g. All communications with the requiring activity concerning this solicitation shall cease until the award is announced. During this period, interaction is only allowed with the Contracting

Officer.

h. AWARD PROCESS: The Government will first rank the Offerors from lowest to highest total price. The two lowest priced quotes will then be evaluated for Technical Acceptability on acceptable/unacceptable basis. If the two lowest priced quotes are deemed technically acceptable the evaluation will stop and award will be made to the lowest offeror. If the lowest priced quote is deemed technically unacceptable, no further consideration will be given to that offeror and the next lowest priced quote will then be evaluated. The Government will continue this evaluation process until two technically acceptable quotes are received. Offerors whose quote is determined technically unacceptable will not be eligible for award.

x. Offerors are advised to include a completed copy of the following provisions/representations:

xiii. Provisions and Clauses. The following provisions and clauses also apply to this acquisition. Please reference the Federal Acquisition Regulation at https://www.acquisition.gov.

a. AFFARS 5352.201-9101 OMBUDSMAN (Jun 2016)

i. An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern.

The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of Quotes, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.

ii. Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the Contracting Officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).

iii. If resolution cannot be made by the Contracting Officer, the interested party may contact the ombudsman, AFICC/OL-SPC, Director or Deputy Director of

iv. The ombudsman has no authority to render a decision that binds the agency.

v. Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the

Contracting Officer.
