GARRISON TRANSFORMER REPAIRS

PART 1 GENERAL
1.1 BACKGROUND
The purpose of this project is to perform miscellaneous repairs on four transformers at Garrison Power Plant, North Dakota. Generator step-up transformers #5 and #2 are located on the draft tube deck at elevation 1703.0, and autotransformer KV33A and the station service transformer are located in the switchyard southeast of the powerhouse.
-Generator Step-up #5: Generator 5; Hyundai, single three-phase, 128,000 kVA, 13.2 - 115 kV, connected delta/wye grounded with a conservator tank.
-Autotransformer: Hyundai single three-phase, 200,000 kVA, 230/115/13.8 kV, with a conservator tank.
-Station Service: Virginia Transformer Corp., single three-phase, 12,000/16,000 kVA, 115 - 13.8 kV, connected wye/delta with a conservator tank.
-Generator Step-up #2: Generator 2; Hyundai, single three-phase, 128,000 kVA, 13.2 - 230 kV, connected delta/wye grounded with a conservator tank.
GSU #5's main tank contains 7,331 gallons of oil, with an additional 410 gallons contained in the conservator bladder. Autotransformer KV33A's main tank and conservator contain a combined 15,300 gallons of oil, with 1,560 gallons contained in the conservator bladder. Station service transformer main tank and conservator contain a combined 4,860 gallons of oil, with 660 gallons contained in the conservator bladder.
GSU #2's main tank contains 8,361 gallons of oil, with an additional 410 gallons contained in the conservator bladder.
1.2 SCOPE OF WORK
This is a non-personal services contract to provide transformer core ground bushing replacement and miscellaneous testing and leak repairs on four transformers at Garrison Hydroelectric power plant, North Dakota.
1.2.1 GSU #5
GSU #5 is leaking oil from the core and core clamp grounding bushings located on the top of the transformer. The following work is required for
GSU #5:
1) Perform pre-work and post-work electrical testing.
2) Perform pre-work and post-work insulating oil testing.
3) Drain transformer oil down to the level required to complete repairs only, and store for refilling.

4) Furnish and install core and core clamp ground bushings. (Quantity of 2 bushings installed.)
5) Replace gaskets on all bushings and all covers that are removed during work on the transformer with new gasket material as specified.
6) Test and refill the insulating oil.
7) All work must be performed during one continuous transformer outage.
8) Work on GSU #5 may be performed concurrently with work on the Station Service Transformer.
1.2.2 Autotransformer
The Autotransformer is leaking oil from one thermowell temperature sensor located on the top of the transformer. The following work is required for the Autotransformer:
1) Perform pre-work and post-work insulating oil testing.
2) Drain transformer oil down to the level required to complete repairs only, and store for refilling.
3) Replace gaskets on the leaking temperature sensor with government furnished gasket material and bolts, and replace gaskets on all covers that are removed during work on the transformer with new gasket material as specified. .
4) Test and refill the insulating oil.
5) All work must be performed during one continuous transformer outage.
67) The outage for work on the Autotransformer shall not overlap with the outages for GSU #5, GSU #2, or the Station Service transformer.
1.2.3 Station Service Transformer
The Station Service transformer is leaking oil from the conservator tank valve assembly. The following work is required for the Station Service transformer:
1) Perform pre-work and post-work insulating oil testing.
2) Drain transformer oil down to the level required to complete repairs only, and store for refilling.
3) Make repairs as necessary to fix the oil leak.
4) Replace gaskets on all covers that are removed during work on the transformer with new gasket material as specified.
5) Test and refill the insulating oil.
6) All work must be performed during one continuous transformer outage.
7) Work on the Station Service Transformer may be performed

1.2.4 GSU #2
The tap changer on GSU #2 is currently stuck and cannot be moved out of the #3 position due to a failed worm gear. The following work is required for
GSU #2:
1) Perform pre-work and post-work insulating oil testing.
2) Drain oil from the transformer and/or tap changer down to the level required to complete repairs only, and store for refilling.
3) Furnish a new worm gear unit from Hyundai, and install according to manufacturer's installation procedures.
4) Replace gaskets on all covers that are removed during work on the transformer with new gasket material as specified.
5) Test and refill the insulating oil.
6) Work on GSU #2 may occur concurrently with work on the Station Service Transformer.

1.5 DELIVERY, STORAGE, AND HANDLING
Visually inspect devices and equipment when received and prior to acceptance from conveyance. Protect stored items from the environment in accordance with the manufacturer's published instructions. Replace damaged items. Transformers bushings shall be stored in accordance with the manufacturer's requirements.

PART 2 MATERIALS
2.1 MATERIALS AND EQUIPMENT
Provide materials and equipment which are the standard product of a manufacturer regularly engaged in the manufacture of the product and that essentially duplicate items that have been in satisfactory use for at least 2 years prior to bid opening.
a. Submit a complete itemized listing of materials and equipment proposed for incorporation into the work. Each entry shall include an item number, the quantity of items proposed, and the name of the manufacturer of each such item. Products shall conform to the following requirements. Items of the same classification shall be identical including equipment, assemblies, parts, and components.
b. Where materials or equipment are specified to conform to the standards of the Underwriters Laboratories, Inc., (UL) or to be constructed or tested, or both, in accordance with the standards of the American National Standards Institute (ANSI), the Institute of Electrical and Electronics Engineers (IEEE), or the National Electrical Manufacturers Association (NEMA), submit proof that the items provided under this section of the specifications conform to such requirements.
c. The label of, or listing by, UL will be acceptable evidence that the items conform thereto. Either a certification or a published catalog specification data statement, to the effect that the item is in accordance with the referenced ANSI or IEEE standard, will be acceptable evidence that the item conforms thereto. A similar certification or published catalog specification data statement to the effect that the item is in accordance with the referenced NEMA standard, by a company listed as a member company of NEMA, will be acceptable evidence that the item conforms thereto.
d. In lieu of such certification or published data, the Contractor may submit a certificate from a recognized testing agency equipped and competent to perform such services, stating that the items have been tested and that they conform to the requirements listed, including methods of testing of the specified agencies. Compliance with above-named requirements does not relieve the Contractor from compliance with any other requirements of the specifications.
2.2 GENERATOR STEP-UP TRANSFORMER GROUND BUSHING REPLACEMENT DATA
Contractor shall furnish, install, and test core ground and core clamp ground bushings for step-up transformer GSU #5.
The core and core clamp ground bushings are connected to the core and core clamp via a ground cable at the bottom of the bushings, and are connected to the transformer tank via a ground cable at the top of the bushings. The new ground bushings shall be reconnected to the existing ground cable inside the transformer tank by the Contractor. See appendix for detail drawings of the bushings.
Also of critical importance, but not listed below, are the bushing mounting flange configuration (bolt circle diameter and number of bolt holes) and the bushing length below the flange ("L" dimension). The Contractor shall submit detail drawings to demonstrate that these two items also match the existing bushings, in addition to the ratings listed below. If the bushing
SECTION 26 11 14.00 10 Page 6 mounting flange on the new bushings does not match the transformer, the Contractor shall provide adapter plates as required to fit the bushing flange to the transformer.
2.2.1 Existing Bushing Data
The existing nameplate data for the two ground bushings being replaced are as follows:

2.2.2 New Bushing Requirements
Replace the two (2) ground bushings with new bushings as specified below.
New ground bushings and associated gaskets shall be sourced directly from Hyundai, made for Hyundai GSU Transformer with serial #20082153TLC004-002 and TL #1650. New bushings shall meet or exceed the specifications of the existing bushings, and have the same internal dimensions as the existing bushings. All bushings shall meet the following requirements:
a. Bushings shall be of recent manufacture and shall be of a type and style currently manufactured by the bushing manufacturer.
b. Bushings shall be rated for outdoor service. All bushings which will be exposed to direct sunlight shall have UV resistant insulating sheds.
c. Bushings shall be manufactured so that there will be no stressing of any parts due to temperature changes, and adequate means shall be provided to accommodate conductor expansion.
d. Bushings shall seal oiltight on the transformer tank.
The ground bushings shall be air-to-oil solid bulk bushings of a low-corona design and shall be designed for vertical mounting. The bushing insulators shall be made of porcelain and shall be manufactured by the wet process, shall be homogeneous, free from laminations, cavities or other flaws affecting its mechanical strength or dielectric quality. The glazing of the porcelain parts shall be free from imperfections, such as blisters and burns, shall be well vitrified, tough and impervious to moisture. All ground bushings shall have dimensions compatible with the dimensions of the existing bushings such that the replacement bushings do not necessitate modifications to connections.
Ground bushings shall be rated, as a minimum, to the following:
a. Minimum insulation class, kV: 7.2
b. BIL rating, kV: 110
c. Minimum current rating, Amperes: 200
d. Thermal rating, degrees C temperature rise: 125
2.3 GENERATOR STEP-UP TRANSFORMER GROUND BUSHING SPARES
The Contractor shall furnish two (2) spare ground bushings. The spare ground bushings furnished shall be identical in every way to the new bushings installed under this contract. The spare bushings shall also be provided with containers, including waterproof covering, suitable for long term storage.

2.4 GSU #2 TAP CHANGER MATERIALS
All new materials required to repair the tap changer mechanism, to include the worm gear drive shall be sourced directly from Hyundai, and made for Hyundai GSU Transformer with serial #20092436TLD007-001 and TL #1786.
2.5 GASKETS
The Contractor shall furnish new transformer gaskets as defined herein for GSU #5, autotransformer KV33A, and the station service transformer.
Re-gasketing is required at the following locations:
a) Re-gasket at all new bushing installation locations.
b) Re-gasket at any covers that are opened by the Contractor.
c) Re-gasket at the temperature sensor location to repair the oil leak on the Autotransformer. Gasket and bolts will Government Furnished Equipment (GFE). There is only one temperature sensor that requires re-gasketing.
Gaskets between metal surfaces set in expansion-limiting grooves or held in position by retainers so arranged that all contact surfaces are metal-to-metal when tightened shall be made of nitrile NBR (Buna N). The gaskets shall have a Durometer rating of between 50 and 70 and shall be designed for compression by at least 25 percent of their original thickness. Do not use circular cross-section O-rings for gasket grooves of rectangular cross-section. Gaskets between metal surfaces that are not held in retainers or grooves shall be of a cork-neoprene blend.
Cork-neoprene blend gaskets shall meet the requirements of ASTM F104, classification F-229000, specifically designed for the use of sealing insulating oil in oil-filled power transformers.
The Contractor shall apply gasket lubricant such as Dow Corning Molykote 111 or approved equal to both metal surfaces during gasket installation.
Compound is used as an anti-stick agent and a sealant for transformer gaskets.
The Government reserves the right to hire an independent testing agency, at no additional cost to the Contractor, to verify the suitability of the new gasket materials for the intended application for this project. The Contractor shall submit gasket material samples of the new gaskets to the Government. The Contractor shall not install any of the new gasket materials until approval has been received from the Government, either because the materials passed testing from the independent testing agency or the Government waived the right for independent testing of the gasket materials.
2.6 TRANSFORMER OIL TESTING
The Contractor shall perform an oil analysis on the transformer oil as indicated below, thirty days prior to work. These tests shall follow all the latest applicable ASTM standards. Recent transformer oil test results are provided as an Appendix to this specification for Contractor information.
Electrical Tests:
- Dielectric breakdown voltage - ; ASTM D1816: 1.0mm and 2.0mm gap.
- Dissipation factor (power factor) - ASTM D924-99e1 (25 deg C).

- Dissipation factor (power factor) - ASTM D924-99e1 (100 deg C).
Chemical Tests:
- Water in insulation liquids - ASTM D1533-B.
Upon completion of the project, the Contractor shall once again perform all the tests listed above and submit the results within 60 days. After transformer oil filling, take samples of the transformer insulating oil and send to an independent laboratory for analysis. Submit a post-filling transformer oil test report for approval. Take oil samples from the transformers per the requirements of ASTM D923, and include the identity of the samples and results of analyses in the post-filling transformer oil test report.
2.7 TRANSFORMER OIL REMOVAL AND STORAGE
2.7.1 General
Drain the transformer insulating oil from the transformer to the level needed to complete leak repairs into a storage tank designed for the storage of transformer oil. Oil handling operations, and oil containment provisions for any pumping equipment used for transfer of the oil from the transformer to the storage tank, and for the storage tank, shall meet the requirements of paragraph Oil Containment (below).
2.7.2 Insulating Oil Storage Containers
The insulating oil storage containers shall be sized to contain the oil being drained from the transformer. Submit the insulating oil storage container catalog data for approval. Prior to usage, submit an insulating oil storage container inspection and certification report for approval that includes the following:
a. Container catalog data, including manufacturer's name, container construction, and storage volume.
b. Certification of passing a 3 psi air pressure leak test performed within the 30 calendar days of submittal.
c. Certification that the tank interior was cleaned utilizing a caustic wash, or similar process that does not react with the tank lining, to remove all impurities.
d. Certification that the tank has been inspected, including the interior for cleanliness, and is suitable for use in storage of transformer insulating oil. No impurities shall be present in the storage tank prior to the introduction of insulating oil.
2.7.3 Oil Containment
Provide one-piece spill containment berms sized to completely surround the equipment for all oil-handling operations. The berms shall be manufactured from a reinforced geomembrane of a minimum 30 mil thickness, chemically resistant to transformer oil, with supported collapsible walls. During the oil handling operations, all hose joints located outside of the spill containment berms shall have interlocking connections, be wrapped with an absorbent material, with 5-gallon buckets located beneath the joint to help avoid oil spills. Submit an Oil Spill Plan and provide the necessary equipment to contain an oil spill.

2.8 TRANSFORMER REASSEMBLY
Oil handling and filtration equipment for filling the transformer shall be Contractor furnished. No Government provided power source will be available to the Contractor for this equipment. Filter the oil through a 0.5 micron filter prior to returning to the transformer in order to remove any foreign contaminants. The Contractor shall follow industry practice and procedures of the transformer manufacturer's O&M manuals, which can be provided upon award. The Contractor shall submit their Transformer Reassembly Plan for approval.
2.9 APPENDIX - FOR INFORMATION ONLY DRAWINGS AND TRANSFORMER OIL TEST DATA
Drawings are provided to the Contractor by the Government as For Information Only (FIO) Drawings as an Appendix to this specification. These FIO drawings do not indicate the work to be performed. The Government will not be held responsible for errors in the FIO drawings or in site conditions which vary from the information provided in this Appendix. It is the Contractor’s responsibility to field check and field verify all equipment.
Recent transformer oil test results are provided as an Appendix to this specification for Contractor information.
2.10 MISCELLANEOUS
2.10.1 Liquid Dielectrics
Any make up oil needed during filling operations will be the responsibility of the contractor. Liquid dielectrics for transformers shall be non-polychlorinated biphenyl (PCB) mineral-oil or less-flammable liquid as specified. Nonflammable fluids shall not be used. Tetrachloroethylene (perchloroethylene) and 1, 2, 4 Trichlorobenzene (TCB) fluid shall not be used. Liquid dielectrics in retrofitted equipment shall be certified by the manufacturer as having less than 50 parts-per-million (ppm) PCB content. In lieu of the manufacturer's certification, the Contractor may submit a test sample of the dielectric in accordance with ASTM D923 and have tests performed in accordance with ASTM D4059 at a testing facility approved by the Contracting Officer. Equipment with test results indicating PCB level exceeding 50 ppm shall be replaced.
2.10.2 Hardware
The Contractor shall replace existing bushing flange bolt sets including washer and nuts on all bushings replaced under this contract both GF/CI and CF/CI bushings. The Contractor shall provide standard manufacturer's bushing bolt sets with the manufacturer's recommended torque settings for each type of bolt replaced. All bolts shall be torqued to the manufacture's recommended torque settings. Submit product data for the proposed bushing flange bolt sets, along with manufacturer's recommended torque settings.
Ferrous metal threaded items shall be hot-dip galvanized in accordance with

ASTM A153/A153M and miscellaneous non-threaded items shall comply with
ASTM A123/A123M.
Zinc-coated hardware must comply with IEEE C135.1 and IEEE C135.2. Steel hardware must comply with ASTM A575 and ASTM A576. Install washers under bolt heads and nuts as required. The diameter of holes in washers must be the correct standard size for the bolt on which a washer is used. Washers for use under heads of carriage-bolts must be of the proper size to fit over square shanks of bolts. Provide locknuts on threaded hardware connections. Locknuts must be M-F style and not palnut style. Use eye bolts, bolt eyes, eyenuts, strain-load plates, lag screws, clamps, fasteners, hooks, shims, and clevises wherever required to support and to protect equipment, brackets, wires, and insulators.
2.10.3 Preparation of Bolted Electrical Connections for Power Circuits
2.10.3.1 Conductor Bolted Connections
Inspect surface contamination, specifically surface oxide, on all conductors prior to making bolted connections. Thoroughly clean aluminum connections by use of an emery cloth, or other approved means, prior to making connections. In addition to cleaning, cover the surface with an oxide-inhibiting joint compound to exclude moisture. Include the joint compound in the product data submittals. Use Burndy Penetrox "A", or approved equal.
PART 3 EXECUTION
3.1 EXAMINATION
After becoming familiar with details of the work, verify dimensions in the field, and notify the Contracting Officer of any discrepancy before performing any work.
3.2 GENERAL INSTALLATION REQUIREMENTS
Install and energize equipment and devices in accordance with the manufacturer's published instructions. Submit installation procedures for transformer bushings and transformer gaskets. Procedures shall include diagrams, instructions, and precautions required to install, adjust, calibrate, and test the devices and equipment.
3.2.1 Conformance to Codes
The installation shall comply with the requirements and recommendations of NFPA 70 and IEEE C2.
3.3 EQUIPMENT INSTALLATION
3.3.1 Equipment Finishes
Equipment shall be carefully installed so as not to scratch finishes.
After installation, finished surfaces shall be inspected and scratches touched up with a finish provided by the manufacturer especially for this purpose.

3.4 REQUIREMENTS FOR PERFORMANCE OF WORK
3.4.1 General
Meet the following requirements:
a. Erect a waterproof weather cover over the transformer to prevent any falling objects from entering the tank.
b. Prior to the removal of any covers, thoroughly clean and vacuum the top of the transformer to minimize the possibility of contaminants entering the tank.
c. Monitor the temperature and relative humidity around the transformer during the performance of work. Do not open the transformer tank if the measured relative humidity is greater than 60 percent, or if there are signs of external condensation on the tank surfaces.
d. Follow the requirements of paragraph Tools and Parts Control anytime a manhole, handhole, or other opening to the tank is open.
e. Any time the transformer tank internals are exposed to the atmosphere, continuously purge the tank with dry air utilizing a dry-air compressor delivering moisture-free air at a maximum dew point of -40 degrees Fahrenheit.
f. At the end of each working day, re-seal and pressurize the tank with 2.5 psi of dry-air using a dry-air cylinder.
3.4.2 Tools and Parts Control and Accountability
Purpose
A tool and parts control and accountability program is necessary to ensure that foreign objects are not left within the transformer tank during work. The Contractor shall be responsible for overall control of tools, parts and personnel.
Tools and Parts Control
Develop a tools and parts control checklist and use it to log all tools and parts taken into the transformer tank and any personal items that must remain with Contractor personnel to assure nothing has inadvertently been left inside. When a manhole on the tank cover is open, maintain a tools and parts control checklist of all items carried to the top of the transformer. When a cover on the side of the tank is open maintain a tools and parts control checklist of all items in the area around the opening. All tools that enter the tank shall be tied with cotton roving to the person performing the work. At the end of each shift, and prior to resealing the transformer tank, account for and identify all tools and parts on the checklist. To maintain control of the tools entering the transformer tank, all personal transportable tools shall be checked out of a controlled space, such as a tool bin, and checked back during each shift. The Contractor's Quality Control manager shall be responsible during each shift to assure that inventoried tools for each craftsperson are accounted and signed for, and logged on the tools and parts control checklist. To control parts entering the transformer tank, the Quality Control manager shall
SECTION 26 11 14.00 10 Page 12 inventory and issue the parts during each shift. At the end of each shift, a count will be made of the installed parts to ensure that the quantity checked out matches what was installed. A copy of the tools and parts control checklist shall be turned in to the COR at the end of each shift for work being performed, or when the transformer tank is open. Any discrepancies in tools or parts shall be brought to the attention of the COR.
3.5 DISPOSAL OF REMOVED BUSHINGS
After the existing transformer core ground bushings and hardware are removed they shall become the property of the Contractor, and properly disposed of by the Contractor at no additional cost to the Government.
3.6 FIELD TESTING AND INSPECTIONS
3.6.1 General
a. Submit a detailed description of the Contractor's proposed procedures for onsite tests submitted 30 days prior to testing the installed system. No field test will be performed until the test plan is approved. The test plan shall consist of complete field test procedures including tests to be performed, test equipment required, and tolerance limits.
b. Field testing shall be performed in the presence of the Contracting Officer Representative. Notify the Contracting Officer Representative 10 days prior to conducting tests. Furnish all materials, labor, and equipment necessary to conduct field tests. Perform all tests and inspections recommended by the manufacturer unless specifically waived by the Contracting Officer Representative. Maintain a written record of all tests which includes date, test performed, personnel involved, devices tested, serial number and name of test equipment, and test results.
c. All field tests will be signed and dated by the Contractor. Submit 1 elctronic copy of the information described below.
(1) A list of all equipment used, with calibration certifications.
(2) A copy of all measurements taken.
(3) The dates of testing.
(4) The equipment and values verified.
(5) The condition specified for the test.
(6) The test results, signed and dated.
(7) A description of all adjustments made.
(8) Final position of controls, and device settings.
3.6.2 Safety
Provide and use safety devices such as rubber gloves, protective barriers, and danger signs to protect and warn personnel in the test vicinity.
Replace any devices or equipment which are damaged due to improper test

3.6.3 GSU #5 Electrical Testing
Perform the following pre-work and post-work electrical testing on GSU #5:
-Core and core clamp insulation resistance testing (IEEE C57.152, para.
7.2.6).
3.7 INSTALLATION SUPERVISOR
3.7.1 Installation Supervisor
The Installation Supervisor shall be regularly employed by the Contractor to supervise the installation of the equipment, assist in the performance of the onsite tests, initial operation, and instruct personnel as to the operational and maintenance features of the equipment. The Installation Supervisor shall have a minimum of five (5) years experience and completed a minimum of five (5) projects regasketing transformers, and reprocessing transformer oil. Submit a list of the Installation Supervisor Qualifications for approval BEFORE any work begins on the project. Submit a detailed description of the Contractor's proposed procedures for onsite tests.
3.7.2 Pre-Energization Services
Prior to energization, inspect all work to ensure there are no transformer oil leaks and all terminations are adequate. All testing shall be done prior to transformer energization. The equipment shall be inspected to insure that installation is in compliance with the recommendations of the manufacturer. Components shall be inspected for damage during installation or shipment.
3.8 ACCEPTANCE
Final acceptance will not be given until all defects in installation material or operation have been corrected, and there are no leaks present after 48 hours of operation. Demonstrate that the GSU #2 tap changer can be operated to all five tap positions..
