RQ011: REMOVAL OF GOVERNMENT IDENTIFICATION FROM NON-ACCEPTED SUPPLIES

SPONGED, MOTHPROOFED, 59 IN. WIDTH, TYPE II, CLASS 1. STANDARD SAMPLE

IDENTIFIED AS PIECE/ROLL NO. 115 IS AVAILABLE AND RETAINED FOR SHADE,

FINISH, AND COLORFASTNESS.

SERVICES FOR COLD WATER SPONGING AND SEMI-DECATING OF: CLOTH, AF ACADEMY,

55/45 P/W, TROPICAL, BLUE, SHADE 540, 59" SPONGED

1. Purpose of the Servicing: The condition of the cloth to be serviced is the state in which it was presented to and accepted by the Government for the original producer, as fully finished and meeting the requirements of the applicable specification. It is the purpose of servicing of this cloth to remove all tensions and to stabilize ("set') the cloth in that state, so that it will drape freely in the tailoring of the end-item garment.

2. Wetting Out: The cloth shall be led into wetting-out tank full width and thoroughly wet out while in motion. The water shall be suitably son and clean. A wetting agent shall be used to assure thorough saturation of the cloth. Wet - out cloth shall not be left standing and shall be fully processed once it saturation of the cloth. Wet out cloth shall not be left standing and shall be fully processed once it is wet-out.

There shall be no water or mineral stains or drying marks or bars. The water temperature shall be uniform and selected to suit the fabric in question and to assure maximum cloth stability.

3. Drying: The cloth that has been wet out per paragraph 2 above shall be dried full width. The drying arrangement shall be such that the cloth is not held under tension either in length or width and can freely relax in all directions during the drying operations. The drying system used shall lend itself to temperature control and shall be properly ventilated lo assure uniform heat distribution. The system shall assure that the cloth emerges from it fully dried, free from stains, discolorations and mineral deposits. The cloth shall not touch metal objects or otherwise overheated surfaces and the cloth shall not be allowed to remain in the drying device during any machine stoppage.

Extreme care shall be taken to precluded any scorches of the cloth, or any over drying.

4. Conveyance: The cloth emerging from the dryer shall be loosely Oat-folded on the conveyance used to move the cloth to semi-decating. The cloth shall be given an opportunity to cool off without having excessive layers of cloth from other pieces bearing down on the cloth.

Care shall be taken that cloth is not exposed to any areas where dripping of water, oil, steam or other pollutants endangers its cleanness.

5. Semi-Decating: The sponged and dried cloth shall be "set" by steam treatment in a semi-decating device. The cloth shall be rolled, full width between a cloth "mantle" over a perforated metal cylinder. Care shall be taken to roll the cloth between the mantle, free from any wrinkles; selvages fully flattened and with only enough tension to preclude distortions, bias, bowing filling or other deficiencies. All due care shall be taken to avoid seam marks, and the mantle shall be free from any protrusions that might impress themselves on the cloth serviced. Steam shall be uniformly flown from the metal cylinder through the mantle onto the cloth to be serviced. Care shall be taken to assure that there shalt be no steam condensation onto the cloth, and that the serviced cloth shall be free from decating marks.

6. Put-Up and Measuring and Roll Marking: The cloth, which has been sponged and semi-decated shall be put on fiberboard tubes of a length at least equal to the width of the cloth. The cloth shall be rolled firmly but without tension. The cloth being put-up shall be measured by an accurate, recently calibrated device that is in direct contact with the cloth while running over a hard service. Each piece of cloth shall also be measured in the width, between selvages, at least at three points along its length. The lowest of these three measurements, rounded down to the nearest full inch shall be the sponged width for the respective roll. The sponge length and width shall then be entered at the space provided on the original piece ticket. If for any reason, the original piece ticket has become unavailable, a new piece ticket shall be securely attached. Item description, applicable National Stock Number (NSN), and contract data (copies from a piece ticket in the same batch) and piece number (which may be obtained from the indelible marking at the end of the roll), shall then be legibly marked on the new ticket.

8. Preparation for Delivery: 8.1Pres/Pack to ASTM-D-3951 Each roll shall be packed in a polyethylene bag as a minimum 8.2Marking: MIL-STD-2073- ID, dated DECEMBER 15, 1999.

9. Unusable Materials: Fabrics found by the contractor to be obviously unusable, when detected, shall be set aside and not include in the inventory list of sponged cloth. The unusable material shall be returned with each shipment of sponged cloth clearly marked "Defective Cloth – Unsponged."

Tabulation: For each lot serviced, tabulation shall accompany the shipping document (DD250) showing piece number, length and width of each roll serviced. DD250 shall show total yardage received, total yardage defective (if applicable), total yardage sponged. Payment shall be made on yardage received and sponged. Payment shall be made on yardage received and sponged. No payments shall be made for defective yardage, which is not sponged.

Plant Visits: The Government reserves the right to visit the contractor's plant at any time during working hours to observe performance of the contract and/or to examine the end product. In plant visits and observations shall be confined to:

a.Ascertaining that material furnished the contractor by the Government is properly stored and safeguarded from damage before, during and after the completion of the services hereunder.

b.Assuring, by actual observations, that the specified operations be performed.

12.Specification and Standards: MIL-DTL-21156, dated 24 JUN 2005.

13.Quality Assurance Provisions for Commercially Sponged Cloth:

b.The sponged and semi-decated cloth shall be inspected by the Government for sponging defects, semi-decating defects, markings, and width/length measurements.

c.Yard by Yard Examination - The yard-by-yard examination shall be as specified below. The sample size shall be in accordance with the following:

The following defect, when present shall be scored four points for each yard in which it occurs.

-Width less than specified

Except for the above defect, all defects shall be scored and assigned demerit points as follows:

-defects 3 inches or less in any dimension - one point -defects exceeding 3 inches to 6 inches in any dimension - two points -defects exceeding 6 inches to 9 inches in any dimension - three points -defects exceeding 9 inches in any dimension - four points d.The following conditions after sponging and semi-decating shall be scored as defects:

-unclean overall -ends of cloth unmarked -water or mineral stains -drying marks or bars -scorch marks permanent creases -incorrect label or marking

e. Total yardage in sample

- The lot shall be unacceptable if the total of the actual length of the rolls in the sample is less than the total of the lengths marked on the roll tickets.

f. Quality conformance inspection - The lot shall be unacceptable if the point count exceeds 2.5 points per 100 square yards when examined as specified in paragraphs b. and c. above.
