The United States General Services Administration (GSA) requires Design-Build renovation of the existing NARA Warehouse complex on-site at the Historic Federal Building (HFB). The vacant warehouse interior must be converted to a parking garage with minimal changes to the existing building shell and adjacent site. GSA wants to maximize parking spaces in the garage to include a mezzanine level parking area with separate entrance. Due to the close proximity of the surrounding historic structure, the project will be closely monitored for compliance with the Secretary of Interior's Standards for the Treatment of Historic Buildings found at www.nps.gov/history/hps/tps/standguide/.
The HFB is on the National Register of Historic Buildings. The NARA facility is not historic itself, but sits within the historic site. Neither building is LEED certified.
Work hours for this project are unrestricted. Normal HFB business hours are 7:00 AM to 4:30 PM weekdays, except Federal holidays. Contractor shall schedule the work in writing at least seven (7) calendar days in advance with the GSA Project Manager (PM).
Noise disruption is a major consideration for tenants within the building. Activities that produce excessive noise as determined by GSA Project Manager must be completed outside of normal business hours and around occasional U.S. Court courtroom activities.
Contractor parking and access to the loading dock at the HFB is limited and require written coordination with the GSA Project Manager at least 7 calendar days in advance.
1. All work shall comply with GSA’s PBS-P100-2016, Facility Standards for the Public
Buildings Service http://www.gsa.gov/portal/content/104821 and the latest version of GSA Region 10 Fire Alarm Design, Installation and Testing Policy.
2. Specific attention should be given to PBS P-100 Chapter One requirements including Laws, Regulations, Codes and Standards, and Key Sustainable Product requirements for carpet, interior paint, gyp board, ceiling tiles, and concrete.
3. Contractor shall provide all supplies, equipment, materials, services, and labor to perform the work.

Description
4. Contractor shall be responsible for obtaining all necessary local, state, and federal permits, licenses, and clearances.
5. Field Verification: All work dimensions, quantities, and locations shall be field verified by the contractor.
6. Contractor Use of Premises: The Contractor shall coordinate with the GSA
Project Manager (PM) to arrange a schedule for site access during construction.
Construction processes disruptive to normal facility operations shall be coordinated with the GSA PM in writing at least 7 calendar days in advance. The Contractor shall be authorized to use building restrooms.
7. Utilities: Contractor shall be authorized to use utilities during the course of this project. The contractor is responsible for making connections to the existing utility systems. Temporary electrical work shall meet the requirements of NFPA 70. When temporary connections are removed, the Contractor is responsible for restoring existing utility services to their original condition.
8. Utility Outages and Locates: No utility outages will be approved without the written consent and approval of the GSA PM. Requests for utility outages shall be coordinated in writing at least 7 calendar days in advance with the GSA PM.
9. Protection of Public: The building site will continue to be used by tenants. The contractor shall provide protection required by specification sections.
10. Housekeeping: The project site shall be kept in a neat, orderly, and safe condition at all times and all work areas shall be cleaned at the end of each work day. A final cleaning of the entire construction area will be required prior to final completion of the project. Final Cleaning to include (1) Removal of all tools, equipment, surplus material, and rubbish/debris; (2) Restore or refinish, to original condition, surfaces that are damaged due to the work of this contract; (3) Removal of grease, dirt, stains, foreign materials, and labels from finished surfaces; and (4) thoroughly clean any building interior space used for work coordination or temporary storage.
11. Disposal: Ensure all waste materials and debris is disposed at an Alaska
Department of Environmental Conservation (DEC) approved disposal site, in accordance with applicable environmental regulations, along with GSA’s sustainability and waste management requirements. Provide GSA PM with copy of all material manifests. All material(s) removed becomes the property of the Contractor.
12. Security Awareness: This project has several aspects that reflect Sensitive But
Unclassified (SBU) components. Contractor shall ensure that SBU guidelines are stringently followed in accordance with PBS Policy P3490.2.
Execute the Design-Build project as follows:
1. Preliminary Design: Submit schematic design drawings and concept narrative.

Design must follow PBS P-100 2016 baseline building standards with attention on Historic building requirements.
Develop design to integrate existing HVAC, plumbing, electrical, and fire life safety systems to the maximum extent possible. Existing shell should remain as-is with exception of new overhead and personnel openings. Existing perimeter fence and gates should remain as-is. Garage entry and exits must integrate with existing vehicle traffic flow. Material laydown, equipment staging, and entry/exit requirements for the secure site must be included in preliminary design.
Design must include installation of floor drainage with oil/water separation as required by local codes/PBS P-100 for connection to municipal storm water drain system, along with ventilation of vehicle exhaust emissions and carbon monoxide monitoring. Include expansion of west driveway width, along with garage door/vehicle gate operating interlocks, signage, and visual enhancements as necessary for safe and efficient traffic flow.
Basis of Design will be for a single level open garage with entrance at existing west driveway as shown on GSA Concept Drawing “Single-level Open”. Design for a minimum of eleven (11) vehicles. Include additional parking layout scenarios that maximize available parking spaces.
The design for the mezzanine-level parking area will include a separate entrance from the parking lot as shown on GSA Concept Drawing “Mezzanine Level”. This level must contain a minimum of four (4) parking spaces but should maximize available area. The mezzanine will be designed for use by U.S. Courts personnel and requires a separate entrance and foot travel path to an HFB entry than lower level garage.
Submit preliminary project management plan narrative and preliminary construction schedule. Plan must discuss access plan for personnel, equipment, demolition, and new equipment. Include narrative on safety, quality control, and communication.
Preliminary construction schedule will include major milestones and significant site coordination events.
Upon contract award, contractor must resubmit design as submitted with offer within ten (10) calendar days after Notice to Proceed, to confirm design selection.
2. Design Development: Contractor will submit each design phase for GSA Project Manager and Contracting Officer’s approval. Contractor receipt of approved comments will begin next phase. All approved comments and corrections will be included on next phase submission. 100% drawings showing all final corrections and comments must be submitted within fourteen (14) calendar days of 95% approval.
Upon NTP for Design, Contractor and Government will adhere to following design and review timeline:

Additional design attributes include:
Court vehicles and personnel must be under continuous CCTV coverage by on-site Court Security Officers. Duress system actuation capability must be included at each separate entry and exit section of foot travel path. CCTV and Duress system will be compatible with existing equipment located in Historic Federal Building (HFB). System will be included in design using Courts design Guide and USMS Pub 64 guidance. Electrical and mounting rough-in to be accomplished by D-B contractor. Security equipment to be furnished and installed by USMS contractor.
Garage access control must integrate with existing building access system using separate zone from existing building and parking lot access.
HFB site security must remain continuous through future construction period.
Minimum changes to existing HVAC and floor drain systems.
Ability to maintain maximum existing outside parking during future construction.
Maintain existing or create new designated Fire Engine marshalling lane.
3. Government Review: The Government may require up to thirty five (35) calendar days to complete a historical and technical review prior to providing comments on the 35% design. US Marshals must approve the security system design.
Government approval on 65% and 95% design may require up to fifteen (15) calendar days.
4. Construction: A separate NTP for Construction will be issued after approval of design and incorporation of Government Review comments. The Contractor shall provide labor, material, tools, transportation, supplies, supervision, and equipment necessary to complete renovation in accordance with approved design. Specialty subcontractors for mechanical, electrical, access control, fire alarm and fire sprinkler must be included in acceptance inspection of their respective work.
Prior to beginning construction work, and within 10 days after NTP for Construction is issued, the Contractor shall provide updated construction schedule. Schedule status updates will be provided to GSA bi-weekly until construction start. After construction start, D-B Contractor will host weekly progress meetings coordinated with GSA PM and CO for maximum stakeholder participation.
Section 7:
Submittals
5. Materials: All products shall consider the environment, both interior and exterior, and recycled or “green” technology shall be priority, per Presidential directives. All products shall be low or no emitting, volatile organic compounds (VOC), unless no other products are available for installations. If no other products are available, the Contractor shall provide a plan to mitigate short and long term exposure risks to building occupants, the Public and the environment. Upon approval of submittals, one set will be retained at the job site until the project is complete.
6. Substantial Completion: The contractor shall formally request a Substantial
Completion inspection fifteen (15) calendar days prior to the anticipated Substantial Completion date. The contractor shall submit with this request a punchlist identifying the remaining work to be performed and the dates these items shall be complete.
Contractor representative and GSA PM or designee will inspect all work completed as part of the project. Contractor shall submit a plan and schedule to the CO and PM for correcting any punchlist items identified during this inspection.
7. Final Inspection: Contractor will complete a final inspection with PM within five (5) calendar days after Substantial Completion and completion of all punchlist items.
8. Closeout Requirements: Final inspection and all closeout items must be completed prior to submitting the final invoice for payment. Submit “as-built” drawings and all O&M documentation. All construction debris, along with contractor tools, equipment, and materials shall be removed from the jobsite. Refuse and recycling records shall be provided as part of Closeout.
Submittals: Shop drawings, Manufacturer’s product data, product samples and MSDS data sheets must be submitted to the Project Manager and Contracting Officer in the form of submittals. Submittals verify design intent; however, approved submittals DO NOT automatically constitute a waiver to the contract document requirements. If a waiver or deviation from the contract document requirements is required the Contractor must submit a Request for Information (RFI) to the Contracting Officer. The Contracting Officer will determine if a waiver is permitted and respond to the RFI.
Submittals required for design phase of this contract are the following: All Submittals must be accompanied by a letter of transmittal.
1. Re-submittal of schematic design.
2. 35%, 65%, 95%, and 100% Design Drawings.
3. Shop drawings.
4. Technical specifications (Div 2 and up, as applicable) in CSI MasterFormat 2014 with 95% submittal.
5. Draft Schedule - proposed schedule showing project milestones to include
Government design reviews and approvals, and interim inspections.
6. Project Management Plan (PMP) - one (1) electronic copy of the PMP to the
Contracting Officer (CO) and the PM.
7. Quality Control Plan (QCP) - a viable, documented plan for self-monitoring of the project quality. GSA PM will perform random Quality Assurance inspections

Attachments throughout the duration of the project to assure compliance with the QCP.
8. Safety Plan - a specific safety plan including mitigation of risk to pedestrians, vehicle traffic, parking, and local neighborhood.
9. Environmental Protection Plan (may be in SWPPP format).
