BACKGROUND
EHS International, Inc. (EHSI), a hazardous material consulting firm, under contract to the General Services Administration (GSA) was tasked by GSA to conduct a hazardous materials inspection with confirmation sampling in accessible areas at the US National
Archives and Records Administration Federal Building located at 654 W 3 rd
Avenue in
Anchorage, Alaska.
EXECUTIVE SUMMARY OF FINDINGS
The following suspect materials were assumed to be asbestos containing or sampled and identified as either asbestos-containing materials (ACM) or non-ACM in the subject areas of the building:

*This material was reported as non-ACM in the previous report cited in the Reinspection
Findings section of this report.
1’x1’ acoustical ceiling tile (ACT) with ACM brown mastic was noted in the previous
2008 EHSI inspection report as being present throughout the office area of the Archives
Building. During the 2013 inspection, this material was not found in the Archives area, except for the stairwell ceiling, which is at the first floor level and considered part of the
Historic Federal Building.
DAMAGED MATERIAL
No damage of friable asbestos containing material was noted at the time of this inspection
INSPECTION
EHSI accomplished an asbestos materials inspection of the subject building on June 13 th
2013. The intent of the inspection is to specifically identify, quantify, determine the current condition, assign homogenous sample area numbers (HSA#) and develop an engineer’s cost estimate for removal/disposal of ACM.
EHSI was tasked to use applicable Federal, State, and local guidelines in the accomplishment of its inspection. EHSI was further tasked to provide a written report for the areas reinspected including identification of all suspect materials and a determination of whether suspect material was ACM.
A spreadsheet listing all of the inspection data is included in Appendix A.
INSPECTION FINDINGS
Asbestos-Containing Materials
1. Asbestos Reinspection Survey Report, Old Anchorage Federal Building, EHSI, December 2008.
A portion of the building (south office area) was included in the previous Old Anchorage
Federal Building survey report completed by EHSI in 2008. The north warehouse area was not included in that report.
Renovation history of this building was obtained by interviewing the building manager.
In 1991 a retrofit is reported to have occurred to the original (southern) portion of this building which included the addition of the warehouse/records storage area. A glass walled office was installed in the north section of the southern office area around 2010.
Though no abatement is reported to have taken place since 2006, remnant black mastic was noted throughout the southern office area beneath the carpet with 12” black vinyl composite tile and black mastic noted in the janitor closet. It is likely this same 12” tile was once present throughout this area.
Twenty-four (24) bulk samples of suspect ACM were collected as part of this inspection
.Two of these samples were split for quality assurance analysis.. Summaries of asbestos sampling information including sample number, sample location, material description, and analytical results are included in Table 1 below.

ACM identified in this survey should not be disturbed unless handled by personnel who are properly trained and certified in asbestos work. Any survey, regardless of how extensive, can miss concealed materials. Demolition and/or renovation activities by contractors may expose concealed suspect ACM. Contingency plans should include stopping work on identification of concealed suspect ACM, evacuation of the area, and sampling by a certified AHERA inspector. Concealed suspect material may include, but is not limited to:
non-fiberglass pipe insulation; spray-applied coatings; cementitious board; asphalt or paper vapor barriers and mastics.
LIMITATIONS
This inspection was limited to the chemicals and materials identified herein. No effort was made to identify hazardous materials in soil, water, or air, other than those listed herein. Limited destructive inspection (e.g., cutting holes in floors, walls, and ceilings) of the building materials to identify, sample, quantify and determine the condition of concealed suspect building materials was not accomplished for this inspection. Any inspection, regardless of how extensive, can miss concealed materials. Contractors should be aware of the potential that demolition activities may expose concealed suspect
ACM and should have preplanned contingencies for handling these materials when discovered during demolition work. Any concealed, suspect ACM material that was not sampled or that was assumed to be ACM by this inspection report when encountered must be assumed to be ACM and treated as such until sampled by a certified AHERA
Building Inspector and analyzed by a certified laboratory.

The recommendations and conclusions contained in this report represent the professional opinions of EHSI. These opinions are derived in accordance with Federal, State and local environmental and health and safety laws and regulations. This inspection was accomplished in accordance with applicable Federal, State, and local regulations and industry standards in effect at the time. Other than this, no other warranty is implied or intended.

SAMPLING METHODOLOGY
Asbestos-Containing Materials
The EHSI field inspectors were asbestos Building Inspectors, certified under the requirements of the United States Environmental Protection Agency (EPA) Asbestos Hazard Emergency Response Act (AHERA) regulation 40 CFR 763, Subpart E. Sampling was consistent with the requirements of AHERA, as well as meeting the requirements of State and local regulatory agencies. Samples were collected and analytical data obtained for suspect ACM identified in the facility. The number of bulk samples collected and their locations were based on the AHERA regulation and the guidelines provided by the EPA Document 560/5-85-030a, October 1985, Asbestos in Buildings: Simplified Sampling Scheme For Friable Surfacing Materials. Once collected, bulk samples were sealed to eliminate the possibility of contamination. “Chain-of-custody” tracking was followed to maintain sample integrity during handling and data reporting at EHSI and the analytical laboratory. As specified in 40 CFR Chapter 1 (1-1-87 edition) Part 763, Subpart F, Appendix A, each sample was analyzed using polarized light microscopy (PLM) / dispersion staining techniques, in accordance with U.S. EPA Method 600/R-93/116.
Samples were analyzed for asbestos content by Seattle Asbestos Test, Bellevue, Washington, a National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. Only materials containing more than 1% total asbestos were classified as “asbestos-containing” based on EPA, State, and local regulations.
A representative number of original samples were split to create Quality Assurance samples. Split samples were taken from the same location and they were sent to separate laboratories. QA samples were submitted to NVL Laboratories in Seattle, Washington, another NVLAP laboratory. Copies of both laboratories; NVLAP certifications are included in Appendix E.
