PROCUREMENT SPECIFICATION
1. Summary
Research personnel at the National Aeronautics and Space Administration (NASA) Glenn Research Center (GRC) – known as the “Customer” within this document – require high pressure flow controllers to operate a regenerative fuel cell. The Customer requires four high pressure flow controllers in total: two (2)for oxygen use (Brooks Instrument LLC Part No. SLA5850S1BAF412A4) and two (2)for hydrogen (Brooks Instrument LLC Part No. SLA5850S1BAD412A4). This procurement specification covers requirements for the flow controllers and deliverables from the supplier – known as the “Vendor” within this document.
The items shall be delivered to the NASA GRC.
2. Pressure Transducer Requirements
3.1 All flow controllers shall have the following features:
3.1.1 Power supply voltage: 24 Vdc
3.1.2 Analog Outputs: 0 – 5 Vdc and 4 – 20 mA
3.1.3 RS-485 communication through 15 pin D type connector or similar
3.1.4 Body material: 316L Stainless Steel
3.1.5 Fluidic Port type: ¼ in compression or VCR
3.1.6 Normally closed operation
3.1.7 Oxygen cleaning to ASTM G93, CGA-4.1, or similar
3.1.8 Approval for Class I, Div. 2, Group B environments
3.1.9 Flow rate ranges
3.1.9.1 Hydrogen: 0 – 5 SLPM (Part No. SLA5850S1BAD412A4)
3.1.9.2 Oxygen: 0 – > 3 SLPM (Part No. SLA5850S1BAF412A4)
3.1.10 Viton soft goods preferred
3.1.11 Operating pressure range: 0 – 2700 psig
3.1.11.1 Nominal inlet pressure: 1650 psig
3.1.12 Fluidic temperature range: 0 – 60 °C
4. Deliverables
4.1. The vendor shall include in their proposal:
4.1.1. Cost and delivery time.
4.1.2. Any options/approaches which the vendor feels that the Government should consider accelerating the delivery schedule, which can include proposed deviations from this specification.
4.1.3. Any options which the vendor feels that the Government should consider, along with accompanying rationale, that will allow the Government to perform a thorough Value to the Government assessment as outlined in §2.
4.1.4. Any exceptions taken to anything within this specification, and proposed alternatives and accompanying rationale that will allow the Government to perform a thorough Value to the Government assessment as outlined in §2.
