Description:
(i) This is a synopsis for high power amplifiers prepared in accordance with the format in FAR Subpart 5.207, as supplemented with additional information included in this notice.
(ii) The Government hereby submits a notice of intent to award a sole source firm fixed price, contract to Comtech Xicom for high power amplifiers (P/N 305-0267-010) for the 527th Space Aggressor Squadron. The High Power Amplifiers from Comtech are specifically designed to meet the 527th SAS’ Satellite Communications (SATCOM) mission requirements. The units are designed to meet all RF requirements in challenging X-band networks, including Wide-band Global Satellite (“WGS”) requirements and support for multi-carrier systems. Their high power amplifiers are compliant with MIL-STD-188-165A, and have an exclusive licensing agreement for Ku and KA-band high-power TWTA’s for a transportable satellite communications ground system.
This acquisition consists of three (3) high power amplifiers compliant with MIL-STD-188-165A, and a 60 day delivery timeline after date of award. See section “(V)” for the list of salient characteristics.
(iii) This synopsis document is in effect through Federal Acquisition Circular FAC 2020-06 Item I Effective 06 May 2020.
(iv) The North American Classification System (NAICS) Number is 334220 – Radio and Television Broadcasting and Wireless Communications
(v) The proposed acquisition consists of the following salient characteristics:
1. 100-260 VAC
2. 60 Hz Prime Power

(vi) Description of requirements for the items to be acquired:

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, non-personal services necessary to fulfill the Governments need for this requirement.
(vii) IAW FAR 5.207(c)(16)(ii), all responsible sources may submit a statement of capability to the points of contacts listed above. Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and would not hinder the mission objective.
(viii) The determination not to compete this proposed contract action is solely within the discretion of the Government. Information received will normally be considered for the purposes of determining whether to conduct a competitive procurement. The Government will not be responsible for any costs incurred by responding to this notice.
