Pre-solicitation Synopsis Advanced Operator Training Program H92239-21-Q-0015

The US Army Special Operations Command (USASOC), 1st Special Forces Group (1st SFG A) is seeking to identify sources capable of providing an Advanced Operator Training Program (AOTP). The Contractor shall provide all personnel, equipment, supplies, tools, materials, supervision, and other items and non-personal services necessary to perform an AOTP at Joint Base Lewis-McChord (JBLM).

The contractor will provide Subject Matter Expert/Experts (SMEs) to advise, assist, manage and instruct the AOTP program composed of but not limited to; Advanced Low Visibility Shooters Courses (ALVSC), Special Forces Advanced Urban Combat (SFAUC) Courses, Special Operations Combative Program (SOCP) Courses, Sustainment Training, self-defense/escalation of force techniques and competitive training/esprit de corps events ranging in size from small team (approximately 12 personnel) to Group level (approximately 1,200 personnel). This contractor will provide 1st SFG (A) with the ability to support the full spectrum of the Advanced Operator Training.

The vendor shall provide Advanced Operator Training to include SOCP, ALVSC, SFAUC, Sustainment training and self-defense/escalation of force training. The testing modality in regard to this training is in accordance with (IAW) H2H Combat Manual dated 2011, and Combatives, TC 3.25-150, FEB 2017.

The Request for Quotes (RFQ) shall be as a Small Business Set-Aside under NAICS 611699, All Other Miscellaneous Schools and Instruction, size standard $12,000,000.00 and will result in one firm fixed price award. The RFQ shall be issued using FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. The solicitation number for this requirement is H92239-21-Q-0015. USASOC intends to award on a competitive basis.

Interested vendors shall be registered in System for Award Management (SAM) database prior to contract award. Information regarding this registration can be found at http://www.sam.gov .

Offerors will be required to complete the Representations and Certifications in SAM in response to this requirement.

Offerors are responsible for routinely checking this website for any possible solicitation amendments that may be issued. No individual notification of any amendment will be provided.

The estimated release date for the solicitation is 17 May 2021. The date for receipt of proposals has not been determined but will be provided at the time of solicitation release.
