UNIVERSAL FORENSIC EXTRACTION DEVICES (UFED)
STATEMENT OF WORK
1.0 Background
The US Department of State (DoS) through the Bureau of International Narcotics and Law Enforcement (INL) assists host nations for the renovation and rehabilitation of the Rule of Law components in Guatemala.
The INL office located at the US Embassy-Guatemala is assisting the Government of Guatemala in the development of various components of the Police, and Justice Systems.
Guatemala law enforcement institutions in conjunction with DEA, FBI and ICE vetted units have identified the need to continue updating on forensic equipment and tools to extract data from different mobile devices.
2.0 Scope
INL Guatemala has a requirement for:

2.2 UFED – Software maintenance support for new equipment
Pricing options should include software maintenance/warranty for 1 year plus 2 additional years.
Coverage should include software up-dates, cable up-dates and live tech support in Spanish (on-line/phone).
2.3 UFED – Renewal and upgrade for existing equipment and licenses
INL Guatemala has supported in the past the purchase of the current equipment/licenses that will require upgrade as follows:

2.4 UFED – Software maintenance support for existing equipment and licenses:
2.4.1 In addition to the upgrade, which includes software maintenance for one year, software maintenance for 2 additional years will also be required for the following licenses:

2.5 Training
Provide on- site training as follows:
1. Cellebrite 5 Day Mobile Device Examiner Course. Bundle CCLO/CCPA - Slots: 30
Designed for the intermediate and advanced investigator/digital forensic examiner. This course is a combination of the Cellebrite Certified Logical Operator (CCLO) and the Cellebrite Certified Physical Analyst (CCPA), which provides participants with an intense exposure to Cellebrite UFED, Physical Analyzer Software and all of the core competencies associated with examination of mobile devices using Cellebrite’s Tools and methodology.
2. Cellebrite 3 Day Advanced Smartphone Analysis – CASA- Slots: 21
This is an advanced-level course that provides students with in depth look into the challenges presented by iOS, Android and Windows Mobile devices. This hands-on class focuses on forensic recovery of application data in SQlite databases, defeating passcodes and unlocking iOS devices, Android and Windows Mobile artifact recovery using Cellebrite Physical Analyzer and a variety of forensic investigative methods to get the information needed.
3. Extraction & Decoding Course – CJED - Slots: 7
This is an advanced level course where participants learn about the JTAG process, methodologies, purpose and origins as well as understand the equipment and accessories necessary for successful JTAG extractions.
Instructors will help attendees to not only develop, but also to hone fundamental soldering skills, gain practical knowledge with hands-on practice as well as share best practices and legal considerations for processing JTAG extractions. Additionally, participants will learn how to fully leverage the Physical Analyzer in order to properly decode JTAG extractions.
4. Cellebrite Certified Mobile Examiner – CCME - Slots: 7
At the successful conclusion of the core curriculum students will have the opportunity to enter an extensive capstone certification process known as Cellebrite Certified Mobile examiner (CCME). This capstone examination will test student’s knowledge in all of the domains offered in Cellebrite’s forensic core curriculum. It will consist of a knowledge test followed by a practical examination in which a mobile device examiner will be asked to extract data, recover certain pieces of evidence and answer questions about the evidence, demonstrating proficiency with Cellebrite’s tools and methodology at a level that signifies competency as a cellebrite Certified Mobile Examiner.
Training shall be provided in Spanish and in Guatemala City.
Vendor shall Notify INL of the need for any training equipment necessary for the successful delivery of the training module.
Training materials shall be provided in Spanish.
Training and software maintenance shall be coordinated with the Contracting Officer’s Representative (COR). The COR will be designated at the time of contract award.
Courses 1 and 2 can be delivered in consecutive weeks. Courses 3 and 4 shall be delivered 2-3 months after completion of courses 1 and 2.
3.0 Delivery
The UFED equipment shall be delivered no more than 60-90 days after the receipt of the award by the Contracting Officer.
Vendor shall consolidate the entire shipment to prevent loss and misdirection. Partial shipments are not allowed.

Each box, carton, and package shall be marked as follows:

Process Export License The items being acquired will be donated to the government of the ultimate destination Guatemala.
The contractor shall ensure that all items are prepared for safe shipment and include all necessary export approvals, licenses, and paperwork. Purchase order price includes delivery to the above-mentioned address and compliance with all applicable export/ITAR licensing requirements. If an export license is required, the items shall not be shipped until necessary export licenses are approved.
4.0 Inspection and Acceptance Criteria
The shipping and receiving personnel at the each location will inspect items to verify the correct type of item is received in good working condition. The contractor is required to replace any defective items at no additional cost to the Government.
