SWHARC15Q0030 – APPENDIX A
REQUIRED PRODUCTS AND SERVICES
1. GENERAL
The Contractor shall assemble, integrate, test, and deliver one (1) Cargo X-Ray Screening System. The Contractor shall provide all equipment, technical support, warranty, training, transportation, documentation and all miscellaneous requirements necessary to accomplish the efforts described in this document.
There is a need for the Government of Mexico (GoM) to expand the non-intrusive inspection (NII) capabilities to secure Mexico's borders, points of entry/exit, and conduct tactical and surprise operations at check points, in order to target narcotics, illegal weapons, precursors, bulk cash, illegal aliens, contraband, and prevent terrorist breaches while minimizing the general public discomfort or disruption to legal trade.
Mexico's growing crisis with the illicit drug and weapons trade, and overall transnational crime with associated growing violence, has made it a high priority for the U.S. and Mexico to equip Mexican law enforcement institutions with the best technology, equipment and training in Border Security, specifically NII equipment, in order to curb these criminal acts in the quickest time possible.
2. PROJECT BACKGROUND
The U.S. Government, through the International Narcotics and Law Enforcement Section (INL) in U.S. Embassy in Mexico City, is committed to assist the GoM in curtailing the increasing violence by providing the required equipment, technology, and training to the Mexican law enforcement institutions through the Merida Initiative. As a result of NII equipment donation and training, the Mexican law enforcement institutions continue to make progress and success in abating the increasing violence and dismantling of criminal organizations.
3. OBJECTIVES
The Cargo X-Ray Screening System will enhance the NII capabilities as part of the Strategic Plans of the GoM. This system will be used by Secretariat of National Defense (SEDENA) to support the operation of the customs checkpoint in Querobabi, Sonora.
The required system is designed for the inspection of large-scale consolidated and palletized goods, with tunnel dimensions to allow fast screening. The Contractor shall provide the required hardware, software, training, maintenance, warranty and shipping in accordance with the specifications, requirements and timeframe as stipulated herein.
4. SCOPE
The Contractor shall supply and install one (1) Cargo X-Ray Screening System. The system shall be equipped to ensure optimum operation regardless of the climate and external or internal conditions. The Contractor shall also provide two (2) years of extended warranty. The Contractor shall provide operator and imagery/scanning training for twenty (20) GoM participants in Querobabi, Sonora.
The Contractor shall comply with all applicable International and U.S. and Mexican Health and Safety Regulations.

6. PERIOD OF PERFORMANCE
Equipment Delivery – No later than 120 calendar days after receipt of award.
Installation – No later than 30 days after arrival of equipment to Querobabi, Sonora.
Training – Training must be completed no later than 15 days after completion of equipment installation.
2-Year Extended Warranty and Maintenance – The warranty period shall commence immediately upon installation of the equipment in Querobabi, Sonora and shall remain in effect for at least 2 years thereafter.
7. DELIVERABLES
The USG shall have up to five (5) business days, unless specifically denoted below or extended by notification, to review each deliverable product and provide oral and written comments. The Contractor shall review and incorporate comments or implement directed changes, after discussion or clarification with the designated CO/COR, and, if necessary, submit a final version of the deliverable no later than five (5) business days thereafter.

8. SPECIFIC REQUIREMENTS
8.1. X-Ray Inspection System
The equipment supplied shall comply with all applicable International and U.S. and Mexican Health and Safety Regulations.
The Cargo X-Ray Screening System shall be suitable for screening bulky, medium, and large sized items cargo screening. The system shall be compact medium energy (300 KV), X-Ray cargo inspection system with tunnel dimensions of 1800 mm width and 1800 mm height. With high-powered scanning, convenient operator controls and real-time image manipulation, operators have the comprehensive information and tools needed to quickly identify explosives, weapons, drugs and misrepresented goods. Additional features include threat image projection
(TIP).
The system shall be equipped with two generators thus beaming in two directions (Dual View).
This particular screening mode facilitates reliable inspections in one process while shortening inspection times and increasing the effectiveness of the procedure.
The system shall comply with published international health and safety standards including the U.S. Code of Federal Regulations, Title 21, Section 1020.40 for Devices and Radiation Health Standards for Cabinet X-Ray Devices (21-CFR 1020.40) and/or any European equivalent standard and specifications.
Safety stops: Unit must be equipped with a minimum of three (3) emergency stop buttons. One located on each side of the tunnel and a third integrated into the control panel.
Radiation Dose Per Inspection: Between 0.5 mrem and 0.2 mrem
Leakage radiation: Below 5 uSv/h (0.5mR/h permitted by the Federal Standard)
Film safety: Guaranteed up to ISO 1600 (33 DIN)
Radiation Sign : System shall include a Radiation Sign in Spanish
Lead Curtain: System shall has installed a lead curtain in the Entry and Exit of the tunnel
ISO: System shall be manufactured in an ISO 9001:2000 Certified Facility
8.2. Software
The Contractor shall provide the necessary software to allow an operator to perform scanning and analysis through a variety of tools to point out suspicious looking cargo. Among other tools, the application shall be capable of differentiating between material densities with use of color palette. The software application shall operate in the local in-country language (Spanish) and must be licensed to SEDENA.
8.3. Technical Manuals
8.3.1 System User's Manual
A System User’s Manual is required for each unit developed or produced under this contract.
The System User’s Manual shall contain a description of the device and its operation. System limitations, safety information, and other important information shall be highlighted. The System User’s Manual shall contain a detailed explanation of every task required during the operation of the system. Any operator-level maintenance task shall be fully explained in the System User’s Manual. This manual shall be provided in Spanish.

8.3.2 Operator’s Checklist
A laminated Operators Checklist shall be provided on a single sheet, listing each step in the procedure required: (1) for operating the system and (2) for preparing an operational system for short or long-term storage. The checklist shall only list the sequential steps. Each step shall be described in detail in the System User’s Manual and each step shall reference a System User’s Manual page number. The checklist shall be attached to the system near the operator’s station.
This Operator’s Checklist shall be provided in Spanish.
8.3.3 Maintenance Manual
Corrective and Preventive Maintenance actions and procedures shall be documented in a Maintenance Manual. The Maintenance Manual shall contain a description of the device and its operation. System limitations, safety information, and other important information shall be highlighted. This manual shall be provided in Spanish.
Contractor shall identify all hazardous materials in all maintenance tasks in the Maintenance Manual. The list shall include the material description, quantity of the material, disposal instructions, exposure risks, symptoms and treatments.

8.4. Installation
The Cargo X-Ray Screening System shall be delivered in Brownsville, TX. The US Embassy in Mexico City will be responsible to ship the equipment to Querobabi, Sonora. Contractor shall install the equipment at SEDENA’s facilities in Querobabi, Sonora.

8.5. Training
On-site training is required for the system and related items produced under this contract. The Training shall consist of procedures for installation, setup, image viewer software, operating and maintaining the systems developed or produced as appropriate. The Contractor shall provide on-site training to twenty (20) GoM operators at SEDENA’s facilities in Querobabi, Sonora. This training shall not take more than forty (40) hours.
Contractor shall coordinate all training at least six (6) weeks in advance with RomeroV@state.gov. The contractor shall conduct training in Spanish.
The contractor shall provide the following training documentation:
Training Plan – Submitted electronically to RomeroV@state.gov no later than 30 days after receipt of delivery order.

Training Materials – One copy must be submitted electronically to RomeroV@state.gov in conjunction with the Training Plan. A hard copy shall be provided to each student during training.
Training Report – Submitted electronically to RomeroV@state.gov no later than 15 days after completion of training. The report shall include date(s) of training, student full names, GOM agency affiliation, and student evaluations of instructor(s) and instruction materials.
8.6. Warranty and Preventive Maintenance
The contractor shall provide on-site warranty for a period of at least two (2) years after equipment installation. Warranties shall include parts, labor, consumables, travel, shipping and transportation required to maintain operational availability and designed performance.
Warranties shall include technical support and a replacement provision for units found to exhibit persistent systemic failures. All services must be provided in Spanish in Mexico.
The Contractor shall perform, at no additional cost to the Government and for the duration of the warranty period, all OEM required and recommended preventative maintenance for the systems supplied. Contractor shall provide all required labor and parts.
During the warranty and maintenance period, the Contractor shall maintain a log of all warranty and maintenance actions. The log shall include the description of operational activities prior to a failure with a description of the failure, shut down causes, corrective actions taken, serial number of the item repaired, hour meter reading. The report shall be provided to the COR/GTM once every ninety (90) calendar days.
8.7. Testing
The Contractor shall perform the tests necessary to ensure that the system meets the performance requirements detailed in this Appendix. The Contractor shall follow ANSI N42.46-2008 (American National Standard for Determination of the Imaging Performance of X-Ray and Gamma-Ray Systems for Cargo and Vehicle Security Screening) for the testing and evaluation of image quality. The Contractor shall provide the test articles as defined in ANSI N42.46-2008 to affect this level of testing.
The Contractor shall conduct a Site Operational Acceptance Test (SOAT) in Querobabi, Sonora.
The SOAT shall include an inventory and physical inspection of the system, system component operations and tests of the total integrated system against appendix requirements, and submission of a Radiation Survey/Leak Test Report.
8.8. Project Closeout
The Contractor shall provide complete documentation for all hardware and software delivered under this contract to include, but not limited to: original equipment manufacturer documentation, warranty, guarantee, software installation manual, post-installation support information, and contact information. The Contractor shall conduct a close out briefing with the COR and GTM at the conclusion of this contract. At this close out meeting, the Contractor shall present a closeout report.
