8. A description of the market survey conducted and the results or a statement of the reasons a market survey was not conducted.

None
11. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before any subsequent acquisition for the supplies or services required.
The required Oracle equipment and services are an expansion to an already established IT system. The expansion is required to increase the system’s efficiency as changes in Mexican law substantially increased the amount of data stored and processed.
INL will continue to follow market developments to determine if competition is feasible in the future. Future requirements will be analyzed in advance for hardware, software, and data formats to ensure that additional sources, if available, are identified and considered.
