Electrical & HVAC Improvements, And Miscellaneous Repairs

At

STV VOR

Stonewall, Texas

The following specifications and advisements constitute the working portion of the contract between the Contractor and the Federal Aviation Administration, an Agency of the Federal Government. The Contracting Officer (CO) assigned to this contract shall be the only individual with authority to speak for and contractually bind the FAA. All communications, authorizations, approvals, changes, modifications, etc. involving this contract shall be with and through the CO. Any action not approved by the CO shall not bind the FAA.

Contracting Officers Technical Representative (COTR). - The Contracting Officer (CO) may assign a COTR to oversee the work on the project and act as a technical point of contact. A letter dating the COTR's responsibilities and authority will be issued when a COTR is assigned.

PURPOSE:

The purpose of this Scope of Work is to address electrical upgrades at the STV VOR site. Contractor must provide bid-options for Electrical & HVAC Upgrade, Lightning Protection Grounding and Bonding and Miscellaneous work as shown on the drawings.

The project consists of the removal of the existing vinyl fencing/gates and installation of new 3-rail vinyl fencing (approx. 400’) and a 16’ double leaf vinyl gate at the Stonewall, TX VOR facility, located as shown on the attached fence layout sketch. The new fence shall be installed per the attached fencing layout sketch. Potential bidders are encouraged to visit the site and site visits shall be coordinated thru the Contracting Officer at least 48 hours in advance. No water or restroom available at the site.

All work includes, but is not limited to (Electrical & HVAC Upgrade, Lightning Protection Grounding and Bonding and Miscellaneous Work):

1) The Local SSC technician shall perform a Ground Reference Check prior to and after construction (three before and three after). In the event the Ground Reference Check is not performed, a flight check shall be required.

2) Contractor must shorten, extend, or remove any wire-way and conduit in order to install new equipment and conductors. In addition, Contractor must demolish any unused conduits. Except those conduits that run thru the floor. Empty conduits running underground must be cut to floor level and appropriately capped off.

3) Replace existing Main Distribution Panel with 225A rated Square-D type NQ442L2C or approved equal. Provide replacement breakers in accordance with panel schedule indicated on the drawing E003. Provide updated panel schedule and new feeder(s) one-line diagram after construction complete. Pull new wiring for all feeders and branch circuits. Size conductors and conduits in accordance with NFPA 70. Switch leg colors shall be off colors (ie. pink, purple, etc.).

4) Replace existing sub Panel B with 100A rated Square-D type NQ430L1C or approved equal.

Provide replacement breakers in accordance with panel schedule indicated on the drawing E003.

Provide updated panel schedule and new feeder(s) one-line diagram after construction complete.

Pull new wiring for all feeders and branch circuits. Size conductors and conduits in accordance with NFPA 70. Switch leg colors shall be off colors (ie. pink, purple, etc.).

5) Replace existing sub Panel C with 100A rated Square-D type NQ430L1C or approved equal.

6) Provide a new 400A Rated 200A Class R Fused Square-D Heavy Duty Disconnect Switch H365R or approved equal for the service disconnect switch. Utilize fully rated 200A conductors & RK5 fuses. Install an SPD with Rayvoss type 120-3Y-A1-4-03-A-H or approved equal adjacent to a 100A Rated 100A Class R Fused Square-D Heavy Duty Disconnect Switch H363N or approved equal. Utilize fully rated 100A conductors & RK5 fuses. Utilize “T” configuration to connect new SPD with new Disconnect Switch. Main Distribution Panel A and Service Disconnect Switch is located in the Engine-Generator Room.

7) Provide new SPD with Rayvoss type 120-3Y-A1-4-03-A-H or approved equal. Provide the new “Panel A” with a 100A 3 pole circuit breaker. Main Distribution Panel A and Service Disconnect Switch is located in the Engine-Generator Room. Panel schedule and one-line diagram indicated on drawing E003.

8) Provide new SPD with Rayvoss type 120-3Y-A1-4-03-A-H or approved equal. Provide the new “Panel B” with a 100A 3 pole circuit breaker. Utilize “T” configuration to connect new SPD with new Panel B 100A 3 pole circuit breaker. Panel B is located in the Equipment Room. Panel schedule and one-line diagram indicated on drawing E003.

9) Provide new SPD with Rayvoss type 120-3Y-A1-4-03-A-H or approved equal. Provide the new “Panel C” with a 100A 3 pole circuit breaker. Utilize “T” configuration to connect new SPD with new Panel C 100A 3 pole circuit breaker. Panel C is located in the Equipment Room. Panel schedule and one-line diagram indicated on drawing E003.

10) Replace two existing 1-phase A/C outdoor disconnect(s) switch with Square-D type H361R or approved equal. Utilize fully rated 30A RK5 fuses. Feeding breaker(s) shall be 30A type HACR.

Replace Liquid tight flex from disconnect to air conditioner. Any and all liquid tight flex being replaced must be steel core. Both disconnect switches shall be installed on the unistrut.

11) Replace two existing 3-ton HVAC system with new HVAC Split System. Goodman type AV PYC35B14 or approved equal with 1200CFM air handling units Goodman type GSX16A361 or approved equal with minimum seer rating of 16 and 7kW minimum heat capacity as indicate on the drawings. Provide all conduits and conductors as well as necessary penetrations to provide a functional system. One 3-ton HVAC unit shall be primary and the other 3-ton unit shall be for back up capacity.

12) Provide new maintenance receptacle Hubbell 20A, 125V, self-test GFCI receptacle, GTFW20GY or approved equal and Hubbell weatherproof stainless steel cover, HBLSS26WIS or approved equal. Maintenance receptacle shall be installed on the unistrut.

13) Provide new equipment rack with Unistrut Model P4100T 10PG for disconnect A/C and maintenance receptacle as indicated on STV-1801722-E004 detail 2.

14) Provide new bollard around HVAC equipment. Bollards should be limited to the greatest degree possible to provide protection against vehicular impact. Bottom of post must be no less than 12” below the regional frost line. Regional frost line data can be obtained from the United States Geological survey (USGS).

15) General guidance for branch wire size and type: Contractor shall use THWN #12 AWG for 20Amp Circuits (Phase, neutral, and ground). THWN #10 for 30Amp Circuits (Phase, neutral, and ground). THWN #6 for 50Amp Circuits (Phase, neutral, and ground). THWN #6AWG for 50Amp Circuits (Phase, neutral, and ground).

The Feeder Conductors and Conduit sizes, are indicated on drawing STV-1801722-E003.

16) Provide a Fall Protection Test. Verify results are no greater than 8 ohms. (< 8 ohms.)

17) Replace all fluorescent & incandescent lighting with LED type lighting on similarly housed fixtures as indicated on the plans. Contractor must verify the number of lights to be replaced.

New light fixtures must have a coefficient of utilization (CU) greater than 0.7 and ballast must have a total harmonic distortion (THD) less than 10%. Utilize Lithonia 2AVL4 and WPX LED or approved equal.

18) Replace ceiling tiles that are water stained, damage, and/or broken. Match existing ceiling tile color and pattern/design (as closely as possible if existing is no longer available).

19) Replace the existing exterior steel doors with new insulated steel doors. New doors shall be as manufactured by Curries Mtg. Inc. 707 Series, or approved equal. Face panels shall be 18 gauge or heavier. Rome and replace existing hinges. New hinges shall be loose-pin with set screws installed so that pins will be non-removable when door is closed and shall match the existing hinges in dimension/thickness. Hinge finish shall be stainless steel (BHMA 630) or chromium plated brass/bronze (BHMA 626). Existing lockset shall be re-used. Paint doors as specified previously.

20) Replace all switches and outlets. Switches shall be rated 120/277V at 20A. Receptacles shall be NEMA 5-15R or NEMA 5-20R in accordance with Federal Specification W-C-596. Replace all switch and outlet covers with new metallic covers.

21) Trace, label, and correct any improper wiring within wire-ways and junction boxes. Labels must be shrink embossed. Panels must have updated panel schedules. ALL CIRCUITS must be traced and properly labeled in panel schedules and wire-ways. Improper wiring in wire-ways are defined as any neutral splicing, or branch circuits that must be dedicated and not branched. Such circuits will be defined by SSC technician on site. Any improper color coding of phase conductors must be corrected. Generic Arc Flash labels must be provided for panels and equipment. All new disconnects and panels must be labeled with engraved rigid plastic labels, white letters on a black face, and secured with a weather proof bond. Name plate labels must show the functional name of the equipment, voltage rating, number of phases, and other pertinent information. Ex – Main Service Disconnect / 3-Phase 208V / 200A Class R Fuses.

22) After electrical installation is complete, the Contractor must take current readings with a true RMS ammeter for the purpose of load balancing. These readings must be taken at the service entrance, at each feeder panel, at each branch panel, and at each separately derived source. The Contractor must redistribute single-phase loads where there is greater than a 20% difference between the readings in any two phases. The contractor must also be required to notify the COR of measured current readings taken before and after installation, and any phase conductor loaded above 80% of its rated overcurrent protection device.

23) Contractor must remove improper Grounding installations on the exterior/interior of the building.

Refer to FAA-STD-019F, FAA-C-1217H, & 2020 NFPA 70. Any conflict of standards, FAA standards take precedence. Contact COR & project engineer with questions.

24) Contractor must install EES around the perimeter of the building, down conductors, ground access well (one on each side of building), and EES around the soffit bonded to roof flashing and down conductors. See Reference Drawings for specifications. Contractor must bond all exterior metallic objects to EES per FAA-STD-19F, this includes outdoor above ground storage tank, etc.;

refer to sections 4.2.3.1, 4.3.8.3.2, and 4.4.4.2 and appropriate tables for conductor sizes, types, and fastener requirements.

25) Contractor must include in the install of the EES, No. 6 Bare Copper Halo at the edge of the facility’s roof, bonded to each monitor antenna and to each down conductor. Contractor must include seam jumpers No. 4/0 Bare Copper where the pie shaped roof panels are not directly tied to a down conductor with one-hole mechanical connectors.

26) Damage to existing facilities and equipment caused by the Contractor must be reported to the COR and/or SSC designee immediately. The Contractor is responsible for repairing, or having repaired all damage of the building or equipment at their expense. All repairs must be accomplished to the satisfaction of the COR of SSC designee.

27) Contractor must remove and properly dispose of any refuse in accordance with local environmental requirements and state certified sites.

28) Contractor must install Main Ground Plate with Multi Point Ground Plate and Single Point Ground plate in the Equipment Room. See reference drawing. Install Multi Point Ground Plate inside EG/Storage room and bond all wire-ways, boxes, and equipment per FAA-STD-019F.

29) Contractor must install a Single Point Ground plate and Multi Point ground plate above and near

FAA Equipment. Contractor must connect all metal raceways and electrical cabinets to the Multi Point ground system per FAA-STD-19F. See Reference Drawings. FAA responsible for establishing connection from SPGP to electronic equipment.

30) Contractor must install a Supplemental Ground Plate and Multi Point Ground Plate inside the

Generator and Electrical Room and bond all raceways and electrical cabinets to the MPGP per

FAA-STD-19F.

31) Main Ground and Supplemental Ground Plates to be bonded to EES with 500 MCM copper conductor per FAA-STD-19F.

32) All Main and Supplemental Ground Plates to be bonded together by 4/0 copper conductor green insulation with orange tracer.

33) Remove all loose/peeling paint and mold/mildew by washing entire wall surface (including doors/frames, hoods, etc.) with a pressure washer, 2500-psi and 15-degree spray tip and a bleach/water solution. Hold the tip 12 inches from the surface and work in a horizontal, back and forth, pattern. Following power washing, remove all remaining loose paint with a wire brush/wheel. Allow all surfaces a minimum of 24 hours to dry following pressure washing before painting. For exterior door frames, remove existing hinges, strike plate, weather stripping from interior side of door and scrape/wire brush frame to remove rust and loose/peeling paint. Paint frames with 1 primer coat of Sherwin Williams Kem Bond HS universal metal primer

B50NZ0003 Red Oxide or approved equal. Apply 2 top coats of Sherwin Williams DTM Paint or approved equal. Install new weather strip to match existing following painting. Paint exterior walls, hoods/louvers, and all other previously painted wall mounted conduits/supports/etc., with two coats of DTM Paint or approved equal. Any exposed metal shall be primed with a Sherwin Williams primer recommended by the manufacturer to work with the paint product. Match existing color scheme using take to separate alternation paint colors.

34) Remove and dispose of existing wood fencing rails, posts, gates and any post foundations as necessary to allow for the installation of the new fence. The new fence shall be installed along the existing layout as shown on the attached sketch.

35) Install white vinyl three-rail ranch type fencing as manufactured by Gardner Fence Systems, Inc.

or equal. Posts shall be 5” x 5” with a wall thickness of 0.150”. Installation shall be to a depth of 36” below grade in 12” diameter holes backfilled with a combination of rock, concrete, and soil per the manufacturer’s recommendations with the top 4” being of either gravel over vegetation control fabric, or soil to match the existing plot. End posts and gate posts shall be filled with concrete and reinforced with rebar per the manufacturers recommendations. All posts shall have PVC molded post caps. Rails shall be 1.5”x5.5” with a wall thickness of 0.09” and shall be ribbed for additional strength. Fence shall have a life-time Non-Prorated Limited Warranty against manufacturing defects in workmanship and materials that result in corroding, blistering, peeling, flaking, rusting and abnormal weathering and discoloration.

36) Install one 16’ (double 8’ leaf) vinyl gate with a latch capable of being located with a padlock, and with a plunge rod latch for each leaf per the attached detail to hold the gate in the open position.

37) Remove and dispose of excess excavation soil and resurface disturbed areas with additional rock/soil as necessary to return gravel plot to match original condition.

38) Remove and dispose, off site, of all trash, debris, soil and old fencing leaving the site as it was previous to the start of work.

39) At completion of the job and before leaving the site, Contractor shall supply the FAA with the current warranty and contact information, including names, phone numbers and emails of contact personnel in an event of warranty related repairs in the future.

40) The Contractor must locate all cables, piping, and utilities in the work area. Hand digging must start five feet on each side of marked utilities. Cabling or piping must be located by hydro trenching method. Coordinate with the local FAA personnel and also Contact the Texas DIG

(811) or 800-272-3020 before start of work/excavation to get the site cabling/utilities marked.

Utilities must be located at minimum five days in advance of trenching.

BIDDER INFORMATION:

It is recommended that all potential bidders perform a field inspection of the site prior to bid submission to inform themselves of the specific working conditions applicable at the site and to ascertain the correct types/amounts of work to be performed. 7 | P a g e performance of this scope of work. It is the contractor’s responsibility to familiarize themselves with FAA- STD-019F and FAA-C-1217H; these documents can be provided upon request. If the bidder chooses not to visit the site, they will nevertheless be charged with knowledge of conditions, which a reasonable inspection would have disclosed. Work defined in this scope must not exceed 15 working days. The coordinates of the STV VOR in LAT/LON decimal degrees are 30.20676, -98.70576. The dimensions of the building facility are 37x37x10 feet. A site visit for prospective bidders will be scheduled by the Contracting Officer (CO) prior to the bid due date. Request for inspections shall be made to Travis Hundl, FAA SSC Manager at

(512) 569-2261 and Kevin Johnston FAA SSC Technician (512) 484-5195.

GENERAL CONTRACT REQUIREMENTS:

1. Contractor must coordinate STV VOR shutdown with SSC in order to complete work. Shutdowns longer than 8 hours must be coordinated at least 45 days in advance of project start. Normal work hours are 7:00 am to 3:30 pm Monday through Friday. It is required that any work be done with extreme care, and that all work be done in a manner that does not interfere with FAA operations, or the duties of the AT Controllers, Airways Facilities or Administrative personnel of the FAA. Any late night work may require that the following day be an off day for work.

2. The Contracting Officer (CO) assigned to this contract shall be the only individual with authority to speak for and contractually bind the Federal Aviation Administration (FAA). All communications, authorizations, approvals, changes, modifications, etc., involving this contract, must be with and through the CO. Any action not approved by the CO must not bind the FAA.

3. The Contractor must provide all plant, labor, equipment, supplies, materials, and transportation to perform all the facets of this operation and required work necessary for the proper completion of the work. The Contractor must do or supervise the work of all trades included in the work of this contract, in a time and manner so as to avoid any hindrance to work progress of other trades. All work must be performed to the complete satisfaction of the Contracting Officer and/or their designated representative.

4. The Contractor must maintain the site in a clean condition at all times. Prior to the end of the allotted time the Contractor shall vacuum work areas, including access into the building. At no time will the Contractor be allowed to discard packaging material and loose debris on the premises. All rubbish must be immediately containerized and disposed in accordance with all local, state, and federal law.

5. The Contractor must provide temporary sanitary service (i.e. Port-o-let) for duration of project. The

Contractor shall be responsible for service of temporary sanitary service and must remove service upon completion of project.

6. The Contractor is responsible to make all field measurements. Check all dimensions at the job site for components requiring fit to surrounding conditions.

7. The Contractor must comply with OSHA Standards 29 CFR 1910 (Occupational Safety and Health

Standards) and 29 CFR 1926 (Safety and Health Regulations for Construction). Contractor to comply with FAA Standards FAA-C-019F and FAA-C-1217G. These documents will be provided by the CO to the Contractor on request. The Contractor must keep all work areas clear of slipping and tripping hazards.

8. The Contractor must not store materials on the premises unless the FAA has given written permission.

9. The Contractor must submit a work schedule to the Contracting Officer for approval prior to beginning work. The work schedule must show when the first power cutover and second power cutover will need to occur. Sufficient detail and notice of at least 45 days in advance shall be provided to the FAA so that preparations can be made for all shutdowns that will be for more than 8 hours.

Notice of at least 72 hours must be provided to the FAA for any outages less than 8 hours. All shutdowns have to be scheduled and acceptance of a shutdown may be contingent on weather conditions at the time of the requested shutdown. The Contractor must keep the Contracting officer advised of any changes in the schedule

10. The Contractor must attend a preconstruction meeting arranged by the FAA.

11. The Contractor must conduct a daily safety meeting with the Contractors onsite personnel and with the onsite FAA Contracting Officers Representative (COR).

12. The Contractor must conduct a daily pre-work and post-work activity meeting with the onsite FAA

COR.

13. The Contractor must provide a daily written report to the onsite FAA COR. The report must include accomplishments for the day, project delays, project impacts, revised schedules, FAA action items, safety meeting minutes, etc.

14. The Contractor must coordinate with the onsite FAA COR for acceptable daily construction hours.

The Contractor may experience work delays due to FAA operational requirements.

15. The Contractor must notify the onsite FAA COR of any potential impacts to the operation of the STV

VOR facility.

16. The Contractor must provide to the FAA 3 hard copies and 1 soft copy of any

Work-plan, Report, As-Built, Red-Line, or Operation and Maintenance (O&M) manual produced from this contract.

17. The Contractor must participate in a Contractor Acceptance Inspection (CAI)/Joint Acceptance

Inspection (JAI) with the FAA following completion of the project. Conduct CAI/JAI at same time.

18. The FAA reserves the right to stop the work, without any prior warning if the FAA deems an emergency condition exists.

19. The STV VOR is an operational facility. Any and all work performed within this contract shall be executed in a manner that prevents disruption to any air traffic operation. * THE CONTRACTOR MUST NOT DE-ENERGIZE FAA EQUIPMENT. * The Contractor must coordinate any planned FAA equipment shutdowns with the onsite FAA COR.

20. The Contractor must submit a construction schedule with all cutovers to FAA for review.

21. Construction materials and equipment selected must be submitted to the CO for technical review.

Reference Drawings:

See attached Reference Drawing included in the package. Reference for typical methods and FAA requirements for FAA VOR facilities. Reference Drawings are not site specific IFC; they are intended to provide pictorial representation of approximate work to be done. Acceptible grounding materials listed in reference drawings. Submittals must include grounding materials to be used. Submit all RFI thru CO.
