CONSTRUCTION SURVEYING AND STAKING 014100 - 1

SECTION 014100 – CONSTRUCTION SURVEYING AND STAKING

1.1 SUMMARY

A. This work consists of performing surveying, staking, calculating, and recording data for the control of work. See FAR Clause 52.236-17 Layout of Work.

B. The Contractor shall provide technically qualified survey personnel experienced in construction survey and staking. Survey personnel shall be capable of performing the work in a timely and accurate manner.

C. The Government reserves the right to conduct independent survey work for quality assurance purposes.

D. One benchmark point will be made available by the Government to the Contractor prior to the start of construction. Reformatting and additional calculations may be required by the Contractor for the convenient use of the Government-furnished data. Provide immediate notification of apparent errors in the initial staking or in the Government-furnished data.

1.2 SUBMITTALS

A. Include staking activities in the construction schedule. Include the dates and sequence of each staking activity.

B. Submit as-staked data and corrections made to the Government-furnished survey data.

1.3 MEASUREMENT AND PAYMENT

A. Work under this section will be considered incidental to Pay Items 2 – General Requirements.

It shall not be measured nor paid separately.

1.4 RESPONSIBILITIES

A. The Contractor is responsible for all survey work and construction staking associated with this project.

PART 2 - PRODUCTS (Not applicable)

PART 3 - EXECUTION

3.1 GENERAL REQUIREMENTS

CONSTRUCTION SURVEYING AND STAKING 014100 - 2

A. The Contractor shall provide a survey crew supervisor on the project whenever surveying and staking is in progress.

B. The Contractor shall furnish survey instruments and supporting equipment capable of achieving the specified tolerances.

C. The Contractor shall furnish acceptable tools and supplies of the type and quality suitable for project survey work. Furnish stakes and hubs of sufficient length to provide a solid set in the ground with sufficient surface area above ground for necessary legible and durable markings.

D. Record survey and measurement field data in an approved format. Submit as-staked data and corrections made to the Government-furnished survey data. Field data and supporting documentation become the property of the Government upon completion of the work.

E. Discuss and coordinate the following with the CO/COR before surveying or staking:

1. Surveying and staking methods;

2. Stake marking;

3. Grade control for courses of material;

4. Referencing;

5. Structure control;

6. Field staking data;

7. Localization of the GPS systems to the Government-established control points; and

8. Other procedures and controls necessary for the work.

F. Preserve initial reference and control points. Notify the CO/COR of missing control points and/or apparent errors in control points at least 10 calendar days before beginning construction.

The Government will reestablish control points missing before the beginning of construction.

G. Acceptance of the construction staking does not relieve the Contractor of responsibility for correcting errors discovered during the work and for bearing additional costs associated with the error.

H. Maintain legibility of stake markings for the duration of the project or until notified in writing the stakes are no longer needed. Replace stakes if necessary, to ensure markings are maintained.

I. Remove and dispose of flagging, paint, lath, stakes, and other staking material after the project is complete.

3.2 SURVEY AND STAKING REQUIREMENTS

A. Perform survey, staking, recording of data, and calculations as necessary to construct the project from the initial layout to final completion. Survey and set stakes to the tolerances in Table - B.1.

Reset stakes, refine 3D data, or both as many times as necessary to construct the work.

1. Control Points. Relocate initial horizontal and vertical control points in conflict with construction to areas that will not be disturbed by construction operations. Furnish the coordinates, elevations, and supporting documentation for the relocated points before the initial points are disturbed. Set durable monuments for survey control that uniquely identify the points.

CONSTRUCTION SURVEYING AND STAKING 014100 - 3

2. Centerline of utility establishment. Establish or reestablish centerline at utility alignments and structures as necessary to construct the work. Reestablish the centerline when construction survey and staking work does not meet the tolerances.

3. Original ground topographic verification. Use an approved method to regenerate utility profile data in areas where theoretical and actual ground elevations do not meet a tolerance of plus or minus 0.5 feet. Retake existing ground and feature shots as necessary to verify existing ground topography to mapping. Submit profile or 3D data in electronic and printed format for approval.

4. Clearing Limits. Set clearing limits in accordance with the site layout drawings on both sides of utility centerline, around structures based on structure depth and safe OSHA trenching slopes and at the toe of slope for fills. Any deviation from the planned clearing limits must be reviewed and approved by the CO/COR prior to any tree removal.

5. Grade-finishing stakes. Set grade-finishing stakes for grade elevations and horizontal alignment, on centerline and on each edge at road, parking and sidewalk locations. Set stakes at the top of subgrade and the top of each aggregate course. Reset grade finishing stakes as many times as necessary to construct the subgrade and each aggregate course.

Set grade-finishing stakes in the bottom of ditches or drainage swales to be restored.

6. Miscellaneous survey and staking. Survey and stake other work (such as utilities, and excavation limits for structures) to the proper location and required tolerances. Propose staking increments for approval by the CO/COR when not specified.
