A. Introduction
At the USDA Grain and Animal Health Research Center (CGAHR) 1515 College Avenue, Manhattan KS, 66502. The Units Research we are doing at the CGAHR center has changed and these laboratories are no longer setup for the required needs of our research.
B. Background
The Units program requirements are redirected. The Units Scientist are changing the types of research they study which is changing the laboratories space and requirements.

C. Scope
a. This project is to redesign labs to change the uses and space available in laboratories 156A, 156B, 177A, 177 and 175 this will meet the needs of the Units changing research
D. Applicable Documents
Figure # 1 a is a floor plan of building #543000B0001 showing the lab’s 156 A, and 156 B room alterations.
Figure # 2 is a floor plan of building # 543000B0001 showing lab’s 177, 177A and 175 room alterations.
2. Work Requirements
A. Technical Requirements
Phase 1 Laboratory 156 A&B
1. The door alterations to room 156 A.
a. The contractor shall demo the existing double doors from the north wall of Lab 156
b. The contractor shall install 2 each 86” X 36” 16 gage industrial steel double doors with airtight seals
c. The contractor shall install closers to each door.
d. The contractor shall install inside panic bars for exit only
e. The contractor shall remove and retain all usable hardware from existing doors
f. The contractor shall remove and cleanup all old doors, door jams and debris at the end of each day.
g. The contractor shall ensure the room is secured at the end of each day
h. The contractor shall ensure that the double doors will fully open and close completely with an airtight seal.
2. The casework alterations to room 156 A.
a. The contractor shall cut the existing countertop at 7’3 from the west wall.
b. The contractor shall remove and retain as much usable countertop as possible from the west wall
c. The contractor shall remove and retain all usable exposed upper- and lower-casework that has been exposed after the old countertop was removed. 9 lower cabinets and 3 upper cabinets.
d. The contractor shall patch and paint any damages to the walls due to removal of cabinetry or door replacements.
e. The contractor Shall remove the desk and countertop in Lab southwest corner of 156 B to allow room for facility to move the rearing rack from the back room of 156 B.
f. The contractor shall replace desk and countertop in southwest corner of 156 B after rearing rack has been removed from back room 156 B. (See Figure 1)
3. Electrical alterations to room 156 A.
a. The contractor shall remove the IT Communication ports J08 and J09 from the south wall.
b. The contractor shall relocate the 4 plex electrical receptacle from panel 016 breaker 31 from the south to the west at 8” above the floor and approximately 4’ from the south wall.
c. The contractor shall install 2 each new secondary backup 2 plex receptacles from electrical
Panel box SPBD into the west wall approximately 8” from the south wall.
d. The contractor shall install one 2 plex electrical receptacle to the existing circuit panel 16 breaker 31 to the upper southwest wall for the installation of an electrical Air curtain which facilities will install over the new door for 156 B breakers TBD.
4. Door alteration into room 156 B.
a. The contractor shall demo existing wall 3’ from the west wall and install an 84” X 36” industrial seamless door Jam.
b. The contractor shall install an 84” X 36” X 1 ¾ “16 Gage steel half glass industrial door with a
45-minute fire rating, window size approximately 19”X 25”.
c. The contractor shall install an opener/closer.
d. The contractor shall install airtight door seals.
e. The contractor shall usable hardware removed from the previously used double doors.
f. The contractor shall remove and cleanup all old construction material and debris at the end of each day.
g. The contractor shall ensure that the room is secured at the end of each day.
5. Adding the addition of vacuum and C02 lines
Vacuum
a. The contractor shall tap into main buildings vacuum system in west core-way.
b. The contractor shall install a tee and one shutoff valve reducing to ¼” run copper tubing up the wall and across the core-way run the tubing down the through the wall into lab 156A at 48” height in the northeast corner above the countertop of lab 156A.
c. The contractor shall install a shutoff valve and a ¼” tee run a ¼” blue polyethylene tubing along the northeast wall with 3 tees and shutoffs at 3 workstation locations. (See in figure 1)
d. The contractor shall run another ¼" blue polyethylene tubing along the back east wall to the south wall.
e. The contractor shall install a shutoff valve in the southeast corner of the countertop.
C02
f. The contractor shall install a C02 monitoring system, backer board, and double C02 bottle rack assembly in the core-way , the west wall behind the east wall of Lab 156A (See figure 1)
g. The contractor shall run the polyethylene tubing through the wall and into Lab 156A at 48” height in the northeast corner above the countertop of lab 156A.
i. The contractor shall install a shutoff valve a tee and run grey polyethylene tubing along the northeast wall with 3 tees, shutoff valves, and regulators at the 3 workstation locations. (Seen in figure 1)
j. The contractor shall run another greenish grey polyethylene tubing along the back wall to the south wall
k. The contractor shall install a shutoff valve in the southeast corner of the countertop.
Phase 2 Laboratory 177 & 177B
1. Laboratory 177 disconnecting Cage washer
a. The contractor shall disconnect the cage washers exhaust vent and cap and seal off the duct work
b. The contractor shall disconnect the electrical connections from the cage washer and core-way C panel box PH2 breaker 1,3,5, pull wiring from electrical panel.
c. The contractor shall patch the wall and replace any missing or damaged tiling.
d. The contractor shall patch and repaint the hole from the exhaust in the ceiling.
e. The Contractor shall disconnect two water lines at the shutoff valves behind the cage washer.
f. The contractor shall disconnect the rigid copper line at the double sink and cap off the line
2. Laboratory 177 add electrical outlets
a. The contractor shall install a duplex electrical receptacle to south door for an air curtain installation using Panel box 1 circuit breaker 5. All electrical conduit, and outlet boxes will be run externally on the wall.
b. The contractor shall install a duplex electrical receptacle to the north wall for a benchtop autoclave using panel box PB2 circuit breaker #5
Phase 3. Laboratory 175.
a. The contractor shall add an additional duplex electrical receptacle for air curtain on east door using panel box 2 breaker 1.
b. The contractor shall the install lower casework recovered from lab 156A.
c. The contractor shall leave one center cabinet out to make room for a Knee hole workspace under the countertop. (See figure 2.)
d. The contractor shall install the upper casework removed from lab 156A. above the lower casework. (See figure 2)
e. The contractor shall install a new light grey countertop on the lower casework.
B. Deliverables
a. Before and after pictures will be taken to determine that the replacement of doors and casework meets acceptable standards for the Government. Costs are expected to remain within budget.
b. A final report will be prepared by the contractor and presented to the CO. with a description of each picture used to describe any deficiencies and ensure that all repairs have been properly completed.
c. The location monitor and contractor will inspect the operation of the replacement doors from fully open to closed positions to ensure no binding, popping, or dragging occurs. The contractor and POC will inspect the replacement doors to ensure they seal when shut completely ensuring all seals are installed properly and making full contact with the doors tops, and sides, and a good contact is made all the way across the threshold to maintain an airtight seal.
d. The location monitor and the contractor will inspect for proper fitment, and function of all casework and countertops.
3. Supporting Information
A. Required skills and resources
a. Contractor skills
1. The contractor shall have skilled commercial dry wall installers
2. The contractor shall have skilled commercial door installers
3. The contractor shall have skilled commercial electricians
4. The contractor shall have skilled commercial carpenters
5. The contractor shall have skilled commercial cabinet installers
6. The contractor shall have skilled commercial plumbers
b. Contractor Resources
1. The contractor shall provide all materials, tools, and equipment needed to complete this project
2. The contractor shall obtain all necessary permits to perform this work
3. All excess material, dirt, and debris shall be disposed of by the contractor.
4. Contractor shall provide all workers with necessary safety training and proper protective safety equipment (PPE): i.e., gloves, glasses, goggles, respirators, boots, hard hats, and safety straps.
c. Government resources
1. The Government will provide Storage areas
2. The Government will provide domestic Water
3.The Government will provide gas and electricity
4. The Government shall provide restrooms
B. Risks Assessment
a. Flying object debris: 10% highly likely.
1. Mitigating with Safety glasses, and face shields 5% low risk.
b. Electric shock: 7% moderately high.
1. Mitigating factor lock out tag out devices installed 5% low risk.
c. Heavy lifting: 7%
d. Mitigating with the Use two-wheel dollies, carts, and appropriate lifting devices 5% low risks
C. Security
All contractors will report to the front office and will be screened for illness and citizenship or current work visa. They will be issued a contractor’s identification card once proper credentials have validated.
D. Place of Performance
The location the work will begin at the USDA Center for Grain and Animal Health Research, (CGAHR) 1515 College Avenue, Manhattan KS., 66502
E. Period of Performance
These repairs will be completed no later than 30 days after contract is awarded.
F. Special Considerations
This work should be completed when temperatures are above freezing.
