Statement of Work Solid Waste Management
Background
The DOI, Bureau of Indian Affairs (BIA), Standing Rock Agency, Facilities Operations in Fort Yates, North Dakota provides operation and maintenance to all agency facilities. Solid waste disposal services are needed for agency buildings and offices.
General SOW Specifications
A. Scope: The scope of this statement of work (SOW) is to provide solid waste disposal services for BIA buildings and offices with collection frequency as described below and shall be guaranteed throughout period of performance (PoP). The contractor shall be available within 24 hours of call from the BIA Point of Contact (POC). The contractor shall provide all labor, equipment, supplies, materials, and incidentals, except as otherwise noted herein, necessary to provide services described in the SOW.
B. Objective: The objective is to ensure a safe and healthy working and living environment by providing solid waste disposal services.
C. Government Furnished Property: N/A
D. Supervision: The contractor shall provide competent supervision at all times when work is in progress. The contractor is responsible for assuring that all work accomplished, and materials used are in accordance with the specifications.
E. Applicable Publications, Laws, and Regulations: Solid waste disposal services shall be conducted in conformity with applicable regulations to provide satisfactory protection of property and the environment. Work accomplished under this SOW shall conform to the requirements of all applicable Federal, Tribal, State and Local laws and regulations pertaining to environmental protection and occupational safety and health.
F. Contractor-Owned Equipment: The cost of maintenance and repair of the contractor–owned vehicles shall be the sole responsibility of the contractor. The contractor shall furnish all containers and equipment needed to meet the requirements under this SOW.
G. Transportation: All solid waste shall be transported from the collection point to the landfill site in the type of vehicle so designed for solid waste transportation. Transportation equipment shall be in acceptable and safe condition.

1.2 Ordering Additional Services
Using the unit prices in the Price Schedule, the Contracting Officer (CO) may modify this contract to add or remove services as needed, such as the quantity of containers, GFQs, or roll off containers, and the frequency of pick-ups.
Section 2: Period of Performance (PoP)
The period of performance shall be 12 months, beginning the day after the award date, with four 6-month option periods to extend services up to an additional two years. The total duration of the contract shall not exceed 3 years.
Section 3: Inspection and Acceptance Criteria
Inspection for acceptance of all services will be performed by BIA Facilities Dept.
Section 4: Administrative Considerations
4.1 Correspondence
To promote timely and effective administration, correspondence shall be subject to the following procedures:
Technical correspondence where technical issues relate to compliance with the requirements herein shall be addressed to the Point of Contact (POC) with an information copy to the Contracting Officer (CO). All other correspondence, which propose or otherwise involve waivers, deviations, or modifications to the requirements, terms, or conditions of this SOW, shall be addressed to the CO with an information copy to the POC.
4.2 Non-payment for Unauthorized Work
No payments will be made for any unauthorized supplies or services or for any unauthorized changes to the work specified herein. This includes any services performed by the contractor of their own volition or at the request of an individual other than a duly appointed CO. Only a duly appointed CO is authorized to change the specifications, terms, and conditions under this effort.

Section 6: Contractor Interfaces
The contractor and subcontractors may be required, as part of the performance of this effort, to work with other contractors working for the Government. Such other contractors shall not direct this contractor or their subcontractors in any manner. Also, this contractor and their subcontractors shall not direct the work of other contractors in any manner.
