About this file

This document is a Statement of Work (SOW) for the procurement of Olympus DP75 digital microscope cameras, 0.63x lens camera adapters, and Olympus cellSens software to support toxicology and phytoplankton taxonomy research at the NOAA National Centers for Coastal Ocean Sciences (NCCOS) Hollings Marine Laboratory.

The SOW outlines two specific requirements - (A) for toxicology research and (B) for phytoplankton taxonomy research. For each, it details the required components, including the Olympus DP75 camera specifications, compatible microscopes, software, and warranty. The place of delivery is the NOAA Hollings Marine Laboratory in Charleston, SC.

The related federal contract opportunity is a Request for Quote (RFQ) for the same Olympus DP75 cameras and accessories. The RFQ is a 100% small business set-aside with a lowest price, technically acceptable evaluation. Quotes must be submitted electronically by 11:00 AM Eastern on September 2, 2024, and the anticipated award date is on or about September 30, 2024.

Statement of Work

Olympus DP75 digital microscope cameras, 0.63x lens camera adapters w/ C-mount thread, and cellSens Standard Version Software and Count and Measure Solution

A. BACKGROUND

The NOAA National Centers for Coastal Ocean Sciences (NCCOS) Hollings Marine Laboratory delivers ecosystem science solutions in stewardship of the nation’s ocean and coastal resources in direct support of National Ocean Service (NOS) priorities, offices, and customers to sustain thriving coastal communities and economies. In part; NCCOS supports this mission through the Ecotoxicology Branch; where researchers bring experience and core expertise in the fields of environmental toxicity testing, field-based approaches to environmental hazard assessment and environmental chemical analysis. The Ecotoxicology Branch currently performs critical environmental research that supports national and regional monitoring studies, as well as targeted hazard assessments that may impact communities and populations through the evaluation of hazardous chemicals and pollutants. In order to maintain these core competencies and continue to offer support to NOAA’s coastal goals, it is required that current, reliable and state of the art equipment be available within the Hollings Marine Laboratory (HML) and Ecotoxicology Branch. The purpose of this procurement is to provide the NCCOS with instrumentation that aids in the delivery of goods and services (reliable and reproducible data) through advanced analytical methods and measurement capabilities

B. SCOPE OF WORK

NCCOS has a requirement for the supply and delivery of upgrades to current microscope systems. The goal of this upgrade is to increase the quality of digital images that can be collected; increase the efficiency of processing collected images; and enhancing the data quality for information collected from the image analysis process. This requirement is broken down into to two separate requirements (Requirement A) and (Requirement B) which are consolidated into one statement of need.
