National Park Service
Request for Quotations – Supply Deliver and Install Emergency Propane Fired Generator
Project is to replace emergency backup generator to restore power to park facilities during service outages. During emergencies, extreme weather and periodic utility maintenance projects, the park’s generator provides power supply to the Visitor Center’s electrical system, HVAC system and domestic water supply pump. With a reliable generator, park staff can provide essential visitor services and an occasional refuge during power outage events. The parks existing Generac generator will reach the manufacturer’s suggested replacement date in 2023. See below for photos of existing equipment, switch and service tag. Successful quoter will supply, deliver and install a new equivalent propane fired back up generator.
This document includes a manufacturer and model number that meets the government’s requirements along with a list of salient characteristics that must be present in any generator offered as an equivalent product; see FAR clause 52.211-6 BRAND NAME OR EQUAL (AUG 1999). NPS will accept quotes for equivalent generators. The government intends to make a best value award using simplified acquisition procedures based in order of priority on price, salient characteristics, and suitability for our intended use.

Propane Fired Emergency Generator - Generac QT06030AVSN or Equivalent
Quantity of 1 Each
Salient Characteristics: Offered generator must meet, at a minimum, the following salient characteristics.
• Rated KW – 60
• Rated KVA – 60
• Phase – 1
• Rated Voltage – 120 / 240
• Rated Amps – 250
• Propane Fired
• Able to meet equal or greater power demand than current equipment
Installation Requirements: Offered generator shall be installed according to the following requirements:
• Installed according to all applicable regulations
• Installed at least 5 feet from any window or door
• Installed on top of a pre-cast concrete pad supported by a compacted gravel bed
• Generator shall be secured to the pad
• All electrical connections made by licensed and qualified individual(s)
• All other connections made by qualified individuals holding applicable licenses.
• Prove by successful test the function of transfer switch
• Prove by successful test the function of the generator
Include the following information in your quote:
1) Price. The quoter shall fill out the price schedule on the “Forms to Return with Quote.” A price evaluation will be performed to determine reasonableness of the proposed price. In the event one quote is received, the quoter may need to provide further details of a price breakdown to determine price reasonableness.

2) Delivery and Installation Schedule (number of days after receipt of order expected to deliver and install generator);
3) Product / Model / Specifications and Features (cut sheet);
4) Technical Approach (brief description of methods and techniques used to meet all requirements)
5) Experience. Quoter shall provide at least two (2), but not more than three (3) relevant experiences in the past 6 years that clearly demonstrate a relevant similarity to this project. NOTE: if the quoter will be subcontracting the service, the experience must be provided from both the quoter’s experience and subcontractor’s experience. You may provide this information on the “Forms to Return” attached. Provide the following:
1. Customer name/business name, location, plans delivered and period of performance date(s).
2. Project relevance: Provide a description of how the project is relevant to this requirement.
4. Current primary point of contact for your customer: At a minimum, provide a name, relationship to the service, agency/firm, phone number and email address and total price of the project.
BE SURE TO NOTE WHO THE EXPERIENCE REFERS TO. IF YOU ARE PROVIDING THE SUBCONTRACTOR’S
EXPERIENCE, NOTE THE SUBCONTRACTOR’S NAME FOR THAT PARTICULAR EXPERIENCE. IF THS
INFORMATION IS NOT CLEAR, THE EXPERIENCE WILL BE LISTED AS UNACCEPTABLE.
6) Past Performance. Past Performance is the measure of degree to which a contractor has satisfied its customers in the past. The NPS will evaluate past performance based on contracting references provided by the quoter and/or subcontractor as required in the Experience evaluation factor. The Government’s knowledge of Quoter’s past performance, and/or subcontractor’s references may be obtained from any other source. The following inquiries will be made to the quoter’s and/or its subcontractor’s customer:
Demonstrated ability to stay on schedule and successfully meet the delivery date.
Business relations skills – capable, reasonable, committed to customer satisfaction and cooperative behavior and communication during the delivery/performance period.
Project Past Performance will be rated as Acceptable or Unacceptable:
Acceptable: Project performance clearly demonstrates acceptable performance from quoter’s/subcontractor’s submitted experience.
Unacceptable: Project performance does not demonstrate acceptable performance from the quoter’s/subcontractor’s submitted experience.
If no relevant experience is provided, the past performance factor will be rated as “Neutral.”
If one of the references listed in the Experience evaluation factor provides a negative past performance on the project that is listed, the evaluation factor for past performance may be rated as “Unacceptable.”
Quoter may include any additional documents it deems necessary for NPS to fully evaluate the quoted generator and installation plan.
