MYRTLE BEACH (MYR) RTU REPLACEMENT
Myrtle Beach ATCT (MYR) Base Building RTU-1 and 2 Replacement
Statement of Work
Provide all labor, tools, equipment, materials, clean up, and supervision required for replacing two (2) roof-top air conditioning units (RTUs), serving the tower base building; to include but not limited to: providing and installing two (2) 2-ton mini-splits for Equipment Room; providing and installing one (1) new 2-ton ducted mini-split for TRACON; demolition of old 20-ton RTUs and providing and installing new 17.5-ton units in place on existing adapter curbs; re-establishing new control interface with existing BARD MC-3000 controller; new electrical power feeds with NEMA-4 disconnects; associated roofing repair and restoration as needed; selective salvage and re-installation of the existing lightning protection; providing and installing new transient voltage surge suppression systems.
The location of the project is at the Air Traffic Control Tower (ATCT) base building, on the Myrtle Beach International Airport; 1100 Jetport Rd; Myrtle Beach, SC 295771
The system is 2N redundancy which will require the use of a stand-by, temporary air conditioning system, to provide critical cooling and ventilation during construction.
To minimize the impact on building operations and occupants, the work will be done in three (3) phases:
Phase 1 Construct mini-splits for Equipment Room and TRACON
Phase 2 Replacement of RTU-1
Phase 3 Replacement of RTU-2
Note: Facility has already obtained a temporary air conditioner for emergency use. They will augment it with electrical power (either a temporary circuit or portable generator), duct distribution and building connections, and testing. The emergency air conditioner is Government Furnished Equipment and Owner Operated.
Contractor bid pricing shall match the break down as follows:
Base Bid Phase 1 Construct mini-splits Provide and install new mini-split air conditioning units to augment cooling only of the Equipment Room and TRACON. Work in the Equipment Room shall only occur during normal business hours and with SSC Technicians available. Work in the TRACON shall only occur during non-business hours. Ancillary systems and work shall include, but not limited to:
1. Installation of new electrical power supplies, to include but transient voltage surge protection, in accordance with FAA Standards FAA STD 019f Chg 3.
2. Hangers, supports, auxiliary condensate overflow pan and conspicuous drain for all three mini-splits.
3. Wall cores, sleeves, line-set covers, and weather proofing for through-wall penetrations between indoor and outdoor mini-split units.
4. Condensate disposal to outdoors
5. Concrete equipment pads for outdoor mini-split units and electrical disconnect rack.
6. Ducted supply air distribution of indoor mini-split for TRACON, including duct insulation.
7. Satisfactory commissioning of all three mini-splits, to include start-up, check-out, operational testing and Owner training prior to allowing work to begin on RTUs.
Phase 2 Replacement of RTU-1
Selectively demolish one (1) each, existing, roof-top air conditioning unit (RTU-1), and replace with new of same make and model, but having 17.5-ton capacity, to include factory options for better efficiency and corrosion protection. This is a direct replacement that must match existing curb adapter with only modest connection alterations to prevent disturbing the current roof. Ancillary systems and work shall include, but not limited to:
8. Recovery of refrigerant and disposing of existing unit off site in accordance with Federal, State, and Local codes, regulations, and authorities having jurisdiction.
9. Prep and painting of existing adapter curb.
10. Protection and repair of surrounding roofing surfaces, with addition of new roof traffic pads placed for access of new RTU.
11. Modification of existing supply and return trunk duct interfaces and new unit downflow inlet and outlet openings, to include re-using existing flex duct connections and new gasketing.
12. Handling and delivery of two (2) new RTUs, to include provisions for temporary storage on site.
13. Provision and use of a telescopic boom crane with operator and riggers, to include ancillary devices for the safe removal of one (1) existing RTU; and lifting and setting of one (1) new RTU in place, in accordance with OSHA standards and FAA permit requirements.
14. Electrical power modifications and additions to re-circuit one (1) new RTU to existing 208/3/60 power supply.
15. Selectively salvage and re-install with new RTU the existing lightning and new transient voltage surge protection in accordance with FAA Standards FAA STD 019f Chg 3.
16. Satisfactory commissioning of RTU-1, to include start-up, check-out, operational testing and Owner training prior to allowing work to begin on second RTU.
Phase 3 Replacement of RTU-2 Repeat items 1-9 above except for handling delivery of RTU-2 that was already covered by Phase 1.
No Add Alternates General
1. All phases of project shall include respective turn-over of new systems for beneficial use, to include commissioning, provision of O&M documents and training of local Facility Management prior to start of warranty periods.
2. All work shall comply with current codes and standards in effect, and operational requests of local Facility Management. Contractor shall comply with all local, state and federal permitting and code compliance in effect and known prior to beginning work.
3. All electrical work shall meet FAA requirements including using copper wire, bolt-in breakers, and other requirements.
4. Filing FAA Form 7460-1, Notice of Proposed Construction or Alteration, if a crane or other construction equipment is used during the AC Unit replacement project. A NOTAM will need to be issued during removal and replacement of the AC units.
5. Patch and seal roof upon removal of existing air conditioning equipment and placement of new. Contractor shall coordinate with the roof warranty holder to determine allowances so as not void roof warranty.
6. Contractor shall properly ground the new units to the existing lightning protection system as per the latest edition of the NEC and FAA STD 019f.
7. Installed equipment shall meet all current seismic and wind load requirements.
8. Construction duration and working hours must be coordinated with building air traffic operations, and allow for adverse weather, holidays, and routine interruptions. Allowable working hours shall be Monday through Friday, normal business hours, and allowance for weekends with prior approval.
9. Upon completion of work, the contractor shall notify the FAA Contracting Officer’s Representative (COR) so that the entire system, including the newly supplied equipment and the reconnected existing equipment, can be inspected for completion and functionality. Upon acceptance the contractor shall submit a warranty for the project as a whole of not less than one (1) year. The warranty shall be a no dollar limit guarantee.
Code requirements and permits
Perform all work in accordance with applicable state and local statutes, ordinances, codes in force during time of construction period, and any regulations of governmental authorities having jurisdiction. Obtain and pay for all permits and inspections. The current issues of mandated Codes and Standards are listed on drawing MYR-E-1600494-G002.
