About this file

This document includes a statement of work and federal contract opportunity notice for the procurement of submarine ventilation hatch houses. The Defense Logistics Agency at the Portsmouth Naval Shipyard requires a total of six hatch houses, with the first three needing delivery by May 23, 2022 to support work on the USS Montpelier. The hatch houses must accommodate external crane lifts and include interior lighting, outlets, and the ability to supply and exhaust air. They must also include cooling coils to provide temperature control for ambient air between 30-90 degrees Fahrenheit using inlet water from 45-120 degrees. Interested parties are requested to provide company and manufacturing information along with statements of capability by December 20, 2021 for market research purposes, with no solicitation currently open.

Statement of Work

MONTPELIER (SSN-765)

1. Background/Introduction

The HPS design and fabrication of the Ventilation Hatch Houses were developed when a need was recognized for a temporary submarine hatch ventilation enclosure (TSHVE). The TSHVE system is designed to accommodate both Los Angeles class and Virginia class submarines. TSHVE is the system that NNSY currently utilizes, however with the new requirement we would like to add the following: The new TSHVE should contain cooling coil(s) that can provide a 20 degree F temperature drop assuming of ambient inlet air of 90 degrees F (10000 CFM) and inlet chill water temperature of 45 degrees (20-25GPM). Same cooling coil should be compatible with water up to 120 degree F, sized to provide a 30 degree temperature rise assuming an ambient air temperature of 30 degrees F (10000 CFM) and inlet water temperature of 90 degrees F (20-25 GPM). TSHVE should have associated plumbing to support cooling coils (Inlet/Outlet/Condensate Drains). Inlet and outlet piping should terminate with 1.5” MNPT connections, condensate drains should terminate through ¾ GHT connections.. Plumbing should be corrosion resistant and suitable for salt water environments. These can be used both pier side and in dry-dock.

2. Scope of Work:

The shipyard is looking to get a total of 6 Hatch Houses manufactured. The first 3 need to be finished by May 23, 2022 as they will be temporarily installed on the Montpelier availability.

The Hatch Houses accommodates external crane lifts, while the interior is outfitted with multiple single phase electrical outlets and bright industrial lighting to facilitate work within the hatch area. Utilities can be supplied to the submarine’s interior through various side wall openings, while the hatch area maintains a precisely determined static pressure. The Hatch houses are also able to supply clean air and/or exhausting stale air.

3. Objective:

To procure Hatch Houses in time for the Montpelier project.

4. Contractor Responsibilities:

The contractor shall ensure the Hatch Houses get delivered to NNSY for needed availability.

5. NNSY Responsibilities:

The Government shall ensure the Hatch Houses have been received successfully and be in contact with the contractor should any changes be made.

6. Delivery Terms/Shipping/Transportation:

Shipping shall be included in price of material.

7. Government Furnished Property:

There is no Government property being transferred/shipped to vendor.

8. Security Requirements:

There is currently no security clearance required for South Gate.

9. Place of Performance/ Delivery Location:

The Hatch Houses shall be delivered to South Gate and a Point of Contact will be provided at time of award.

10. Period of Performance (PoP) Completion Date/Delivery Date:

The first 3 hatch houses shall be delivered no later than May 23, 2022.

11. Technical POC:

TPOC will be provided at time of award.

12. Invoice Certifier:
