STATEMENT OF WORK
Mobile Fire Safety Trailer
Buckley Space Force Base, Colorado Buckley Fire Department
01 May 2020
1.0 Introduction and Overview
This requirement is to purchase one (1) Mobile Fire Safety/Life Education Trailer. Fire safety for civilian employees, military members and their dependents, and base patrons is a top priority for Buckley Space Force Base (BSFB). The fire/life safety trailer ensures employees understand the major causes of fires at home and the workplace, learn how to prevent fire, look for possible fire hazards and report them, have an awareness of fire safety devices in the their office and building, be familiar with the building’s emergency procedures, know what to do if a fire breaks out, and most importantly learn how to evacuate calmly to a designated location.
1.1 Background
BSFB is home to more than 13,000 military, civilians and contractors that work on the installation. The Fire Prevention Branch’s scope covers active duty Air Force, AF Personnel Reserve Command, Naval Ops Command, National Security Agency, and 88 tenant partners.
Our reach for fire safety/education spans all of these to include dependents, and local elementary schools in the surrounding community. Every year BSFB Fire provides hands-on training to 650 personnel, trains 55 child care givers caring for 115 children, over 700 AAFES patrons/retirees, 600 kindergartners at the local elementary school, over 2,000 at the ADF-C Family day and over 1,000 personnel in one week during Fire Prevention Week. With the anticipated future growth of the installation and its mission, all of these functions can benefit from and be streamlined with the Mobile Fire Safety/Life Education Trailer.
1.2 Statement of Work
The purchase of one (1) Fire Safety/Life Education trailer will allow the Buckley Fire Department (BFD) to maintain the guidelines derived from AFI 32-2001, DoDI 6055.6 Dept. of Defense and Emergency Services Program, National Fire Protection Association’s Life Safety Code (NFPA 101) and the Occupational Safety & Health Administration’s (OSHA) regulations contained in Title 29, part 1910, Subpart E. of the Code of Federal Regulations. The fire safety training program is organized to meet the specific needs of groups of people based on the kind of fire hazards to which they are exposed. To test and train BSFB employees, occupants and their dependents in fire safety awareness, and bring a higher level of understanding of what is required to prevent and more importantly SURVIVE A FIRE.
2.0 Scope of Work
The contractor is responsible for providing all equipment, labor and installation for the completion of this project. The contractor shall provide:

2.1 Requirement
The contractor’s equipment shall meet the following specifications.
Exterior
• 35′ trailer frame (includes hitch)
• Gelcoat white fiberglass exterior
• 4 large Lexan windows for live-fire viewing
• Tubular 2×6 steel frame
• Heavy-duty stabilizer jacks
• Electric hitch jack
• Commercial rubber roof w/12 yr. limited warranty
• LED 12V DOT compliant lights
Electronics
• 50 amp service w/25-foot removable twist lock power cord
• 80 amp power converter with battery charging system
• 12V disconnect switch on front hitch
• Ample duplex 110V receptacles
• GFI receptacles in kitchen and exterior
• 2 Electric Ceiling Heaters 4266 Btu ea.
• Two (2) Domestic 13,500 Btu high capacity ducted heat pump w/digital thermostat
• High volume ventilation system
Interior
• Urban-chic cabinets, countertops and finishes
• Enhanced lighting: black light for carpet, theater stage lights, dimming floor lights, ceiling lights
• 37” LED monitor
• Surround sound system w/speakers
• WIFI antenna installed
• “Plug and play” rack mounted computer components in vented space
• Interior wall finish: fire-rated high definition laminate certified by GREENGUARD

Kitchen Stage
• Life-like oven and stove top fire simulations
• Touchscreen pad controls all special effects, content and Q&A sessions
• Fire safety & home escape (E.D.I.T.H.) video content developed by credible sources for age groups: Pre-K to K; 1st to 3rd; 4th to 6th
• Severe weather training video content for all ages
• Corresponding question & answer video program
• 10 student response clickers so instructor can visually assess the understanding of the audience
• Automatic special effects including lights, sound & smoke
• 20 different interactive emergency response scenarios w/ additional hazard recognition
• Three (3) interior rooms, including an Interactive Kitchen, Emergency Training Room, Interactive Bedroom Training Room, and Interactive Sprinkler Training Room
• Fully Interactive Stove with Oven and Stovetop Fire Training Scenarios. Features Integrated Digital Flame, Smoke, and Sound Effects. Fires start and grow dynamically and respond to the actions of the training extinguisher and response of the trainee.
• Fully Interactive Trashcan Fire Prop with Integrated Digital Flames, Smoke, and Sound
Effects. Fires can spread from the Stove to the Trashcan if left unchecked. Fires respond dynamically to the actions of the training extinguisher and response of the trainee.
• 5lb Rechargeable Laser Driven Training Fire Extinguisher, with on-board sound effects and rechargeable batteries, that interacts with the Stove and Trashcan SmartProps.
• Central automated network control switch that allows fire to grow dynamically and spread to other linked SmartProps for realistic fire expansion scenarios.
• Interactive Smoke Detector Response Scenario Prop, responds automatically to the stove fire scenario in the room.
• Overhead Heaters which vary automatically based on the intensity of the scenario fires to create a fire emergency scenario.
• 911 Phone with dial tone, working buttons, and voice message. Use pre-recorded emergency message or customize your own message.
• Wireless handheld remote for initiating or stopping emergency scenarios.
• Cabinets and Sink Props.
• Counter Bar and Stool Props.
• Mock window.
• Training-smoke evacuation fan.
