Video Teleconference (VTC) Codec Replacement USAF Special Operations School

13 July 2020

1. SCOPE OF WORK: The contractor shall provide all management, tools, supplies, equipment and labor to perform Video Teleconference Cisco Webex Codec Pro (CS- CODEC-PRO-NR++) replacement as detailed in this Statement of Work. The seven (7) codecs will be installed in the following rooms: Small Auditorium (SA) (1), Loftis Auditorium (LA) (1), Room 202 (1), Room 130 (1), Room 214 (1), Room 221 (Commanders Conference Room, [CCR]) (1), Spare (1 – will not be installed)

A. Room(s) SA, LA, 202, 130, 214

1. Contractor shall remove current CISCO C40 Codecs and replace them with the

CISCO CS-CODEC-PRO-NR++.

2. Contractor shall reprogram the Crestron computer controlled touch panels to provide all necessary controls to the VTC Codec.

3. Contractor programming shall provide full audio transmit and receive requirements, full video transmit and receive requirements to include all available source selections.

4. Contractor shall ensure that there is an audio DSP capable of eliminating any echo from reaching the far end of a VTC call.

5. Contractor shall ensure that any existing multi-window processor(s) allow A/V personnel the ability to send camera and presentation video to the far end of a VTC call simultaneously.

6. Picture-in-Picture (PIP) must remain available in all modes of operation and not just VTC.

7. Contractor shall ensure that the ceiling mounted microphones are operational for not only the VTC, but for recording and monitoring use also.

B. Room 221 – CCR

1. Contractor shall remove current CISCO C40 Codecs and replace it with the CISCO

CS-CODEC-PRO-NR++.

2. Contractor shall install and operationally check one CS-QUADCAM+ camera for

VTC use.

3. Contractor shall reprogram the Crestron computer controlled touch panels to provide all necessary controls to the VTC Codec.

4. Contractor programming shall provide full audio transmit and receive requirements, full video transmit and receive requirements to include all available source selections.

5. Contractor shall ensure that there is an audio DSP capable of eliminating any echo from reaching the far end of a VTC call.

C. General

1. Contractor shall provide one CISCO Touch 10 Controller (CS-TOUCH10) for external programming of the Codecs.

2. Contractor shall provide all necessary new and replacement cabling necessary to support the new Codec installation.

3. Contractor shall provide training to AV personal on the use and programming of the Codecs using the CISCO Touch 10 controller and any other additional changes inherent to the new Codecs.

2. CONTRACTOR QUALIFICATIONS

1. Individual(s) programming components shall be factory trained and certified having programmed not less than five similar systems post factory within the past 12 months.

2. Contractor shall be a factory authorized warranty dealer capable of dealing with manufacturers warranties that extend past the installation warranty period.

3. The contractor shall provide Manufacturers certifications of all technical staff that will be performing the work.

4. Contractors shall be able to respond to warranty calls within 24 hours, for all warranty work.

5. Shall be located within 180 miles of Hurlburt Field to respond to emergency 1Service and Repair calls.

6. Contractor shall have on staff and on site a Crestron Digital Media Certified Engineer (DMC-E).

3. SUBMITTAL REQUIREMENTS

1. Provide any control interface layouts prior to implementation to the government for approval.

3.1 Post Award Submittals

1. Provide shop drawings within 30 days prior to performing any work outlined in this scope. Drawings shall include equipment locations, rack elevations, thermal calculations and “one-line” schematics.

3.2 Close Out Submittals

1. Provide two (2) copies of manufacturers operation/user manuals. Manuals shall be bound in a 3-ring binder sized appropriately to allow for 20% excess and be arranged by manufacturer using tabbed dividers.

2. Provide three (3) copies un-compiled programming codes on a CD-ROM disc.

4. QUALITY ASSURANCE

A. All requirements of the latest published editions of the following standards shall apply, unless otherwise noted. In the event of conflict between cited or referenced standards, the more stringent shall govern.

1. National Electric Code (NEC).

2. National Electrical Manufacturers Association (NEMA)

3. American National Safety Institute (ANSI)

4. Occupational Safety and Health Administration (OSHA)

5. American Iron and Steel Institute (AISI)

6. Underwriters Laboratories (UL)

7. Federal Communications Commission (F.C.C.) Rules and Regulations, Part 76.

8. Society of Cable Television Engineers (S.C.T.E.)

9. Society of Motion Picture and Television Engineers (S.M.P.T.E.)

10. American Society of Testing Materials (A.S.T.M.)

11. National Cable Television Association (N.C.T.A)

12. Electronic Industries Association (E.I.A.)

13. Telecommunications Industries Association (T.I.A.)

B. Verify all dimensions and site conditions prior to starting work. Point out any issues or concerns before work has been started.

C. Coordinate the specified work with all other trades.

D. Provide an on-site project manager throughout the duration of the project.

E. Provide all items not mentioned in the specifications that are necessary, required or appropriate for this work to realize a complete and fully operational system that performs in stable and safe manor.

F. Purchase of additional equipment due to unforeseen site conditions shall be coordinated and approved with the Contracting Officer prior to commencement of work.

G. Provide additional support or positioning members as required for the proper installation and operation of equipment, materials and devices provided as part of this work as approved by the Government, without additional cost to the Government.

5. SOURCE LIMITATIONS

A. All equipment obtained shall be a complete newly manufactured unit, including necessary mounting hardware, manuals and accessories.

6. WARRANTY AND SERVICE

A. Contractor shall warrant labor and materials and shall support equipment warranties for a period of twelve (12) months following the date of Final Acceptance by the Government.

B. Contractor shall respond to warranty calls within twenty-four (24) hours.

C. During the warranty, the Contractor shall respond to outages within 4 hours of notification to include after-hours, weekends, and holidays.

D. During the warranty period the system shall be free of defects and deficiencies and conform to the drawings and specifications with respect to the quality, function, and characteristics stated.

E. Contractor shall repair or replace defects that occur in labor or materials within the warranty period.

F. On-site labor shall be included during the warranty period for any work beyond simple component replacement. Simple component replacement shall be defined as all equipment that does not require significant technical knowledge or work to perform the equipment replacement.

G. Failed parts shall be returned to the Contractor for repair at a service facility located in the United States.

H. The Contractor shall replace failed parts that cannot be repaired.

I. Upon receipt of a failed part, Contractor shall return a repaired or replacement part to the Government within fifteen (15) business days from receipt of failed part.

J. Warranty shall cover all equipment, including processors, controllers, operating systems, software, etc.

K. Warranty shall include two annual on-site system check-ups by a qualified technician who is a full-time employee of the Contractor. Contractor shall coordinate a time with the Government in order to not disrupt daily operations.

L. Check-up shall include all regular maintenance; including filter cleaning, a complete inspection of all systems, parts replacement where required and a complete written report of all findings.

8. SAFETY

B. Contractor shall work the same operating hours as the Government (0700 – 1600, M-F).
