Brand Name Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 1 SOCONS/ PKC Project/Program Name: USAFSOS Codec VTC Upgrade

Section B: Description of the Supplies/Services Required This task requires the removal of the C40 Codecs, the installation of the new Codec-Pro-NR++ and associated items, wiring and operational check and reprogramming of the Crestron system to operate in a manner consistent with the current operation.
Supplies include but are not limited to:
CISCO Codec-Pro-NR++ (Qty. 7) To include: CISCO PWR-Cord-USA-B (Qty. 7)
CISCO CS-CPRO-RACKEARS (Qty. 7) CISCO CS-QUADCAM= (Qty. 1) CISCO PSU-12VDC-70W-GR= (Qty. 1) CISCO PWR-CORD-USA-B (Qty. 1) CISCO CS-TOUCH10 (Qty. 1) 6ft. Ultra Flexible HDMI Cable – Black (Qty. 18) 7ft. CAT6 UPT 28 AWG – Blue (Qty. 6)
Section C: Justification for Soliciting for a Particular Brand Name Item The items required are to replace the United States Air Force Special Operations School’s (USAFSOS) current Cisco C40 Codecs that are at End of Life (EOL) as of 30 June 2020. These items have been mandated to be replaced by AFSOC/A6.
The requested Cisco hardware is an upgrade to an existing outdated infrastructure. There are no other brand compatible with the existing hardware, software and infrastructure.
Cisco Network systems have undergone extensive operational and security testing and integration to ensure secure and reliable operation on Special Operations Forces Information Enterprise networks. United States Special Operations Command (USSOCOM) uses this single brand for all of its networks to minimize repeated and continual testing and integration efforts that are expensive and time-consuming. US SOCOMS mandates the use of a Cisco system – the items required are on the SOCOM Approved Products List (APL) under the CISCO WEBEX Pro Kit. These items are the only authorized product for this task.
Section D: Efforts to Obtain Competition Market research shows there is a reasonable expectation of receiving two (2) or more competitive quotations from responsible small business concerns in terms of quality, fair market price, and delivery. A Request for Quote (RFQ) will be issued to Beta.SAM “Contract Opportunities” as a 100% small business set-aside.
Section E: Steps to Preclude Future Specific Brand Name Requirements At this time, the US SOCOMS mandates the use of CISCO Codecs and there are no actions planned to overcome barriers that preclude this agency from providing fair opportunity, regarding brand name specific requirements for Cisco items. There is no reasonable expectation the brand name requirement for Cisco specific items can be removed for future requirements. Despite this, through every available means, USAFSOS will continue to monitor market information and technical publications to determine whether any other source(s) can meet their needs.
Section F: Contracting Officer's Determination I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a brand name product is reasonably available.
