DRAFT - Statement of Work (SOW)
1. INTRODUCTION: The DCPAS/LOB 1 (P&A) requires a license for a cloud-based survey software with the capability to design and manage competency assessments and job analytic evaluations. The software must include Federal Risk and Authorization Management Program (FedRAMP) certification, the capability to complete 25,000 assessments per year, the ability to run multiple assessments simultaneously, and allow administrative users to customize the contents of the assessments.
2. BACKGROUND:
The current system being used by DCPAS/LOB 1 (P&A) is called the Defense Competency Assessment Tool (DCAT) and has become outdated, difficult to utilize, and cannot keep pace with the demand for competency assessments. It also costs the government significantly more to maintain than commercial off-the-shelf software would.
3. SCOPE: The contractor shall provide survey software with FedRamp certification as detailed in the Statement of Work (SOW). The period of performance will be 1 base year with 4 option years.
4. REQUIREMENTS: The contractor shall:
4.1 The ability to run multiple assessments during overlapping time periods (i.e., cannot have designated assessment periods)
4.2 Customizable survey questions that can be altered by administrative users of the software.
4.3 The capability to receive up to 25,000 responses per year.
4.4 The ability to pair employee and supervisor surveys/responses for the purposes of proficiency gap assessment.
4.5 The ability to design multiple types of questions (e.g., multiple choice, rank order, open-ended) and use skip logic in the survey design.
4.6 The ability to verify survey respondents and their identity (e.g., CAC-enabled, participant ID number).
4.7 The capability for administrative users to import and export data before and after surveys.
4.8 Must be able to run on DoD networks.
