SCOPE OF WORK
The Santa Fe National Forest shall have road reconditioning and maintenance accomplished during Fiscal Year 2021. The Contractor for this work shall furnish all materials, supplies, equipment, transportation, labor, quality control and supervision necessary to complete the following tasks as detailed in the Description of Work, Drawings, Project Locations, Specifications, and Schedule of Items:
1. Roadway Reconditioning,
2. Ditch Reconditioning, and
3. Cattleguard Maintenance.
This contract consists of a base contract with option items. The base contract includes the above listed tasks on 68.3 miles of National Forest System Roads (NFSRs). There are five (5) contract option items specific to each of the five (5) Districts on the Santa Fe NF. Contract options will be added, subject to availability of funds, through September 30, 2021. A notice of seven (7) days prior to work being started and a pre-work meeting are required. Contractor shall have a Traffic Control Plan submitted to the CO for approval a minimum of fourteen (14) days prior to commencing operations. A Traffic Control Plan shall be approved prior to beginning any work, see Specifications for more details. A contract schedule shall be provided at the pre-work meeting and updated monthly or as required by the CO.
Work is generally confined to the clearing limits of the road as defined in the Specifications and Drawings. If a need arises for any work outside of the clearing limits;
the Contractor shall gain approval from the CO prior to beginning work.
Mobilization shall be paid once for cost to mobilize equipment to the Santa Fe NF.
Costs incurred while performing the work or traveling between locations on the Santa Fe NF will not be paid. If a road has not been accepted by the CO prior to Contractor moving equipment to another road; the Contractor will incur any cost associated with returning equipment to road for additional items that may be required for acceptance.
Contractor is responsible for utility locates. Damages to any utilities shall be the responsibility of the Contractor. Locates are available by calling 811.

Date District NFSR BMP EMP Additional Details
*BMP/EMP – Beginning Mile Post / Ending Mile Post, based on vehicle odometer if not signed. A weekly email of accomplished miles is required unless conditions warrant more immediate communication. Quantity to be paid for is the quantity designated in the Schedule of Items and will be based on actual miles reconditioned and inspected in the field.
The additional details column should include intersection related to BMP, any issues that may have arisen, notes on culverts that were found to be plugged or had greater than 50% obstruction, etc.
PERIOD OF PERFORMANCE
The Contractor shall complete all work in the base contract within one-hundred twenty
(120) calendar days from receipt of the Notice-to-Proceed (NTP) from the Contracting Officer (CO). The Contractor shall complete awarded option items within ninety (90) days from receipt of the NTP for the option item from the CO. A prework meeting is required for each award.
The Contractor should receive CO approval of work schedule at least seven (7) days prior to starting work. Contractor shall notify CO seven (7) days in advance of beginning any items that require staking or field identification. Contractor shall notify CO seven (7) days in advance of request for final inspection.
PROJECT LOCATIONS
The road reconditioning and maintenance is located on the Santa Fe NF in New Mexico. Forest Service roads are predominately native or aggregate surfaced and can be in remote locations. Roads are listed in the attached Drawings and highlighted in the attached Maps. The work is located in the following counties: Rio Arriba, San Miguel, Sandoval, Santa Fe, Mora, and Los Alamos.
DESCRIPTION OF WORK
The maintenance and reconstruction shall maintain the road prism and drainage to allow a prudent driver to safely negotiate the road in a passenger car. Contractor shall utilize existing turnouts or roads as turnaround points to minimize resource damage with all vehicles and equipment to the greatest extent possible.
1. Roadway Reconditioning
Road maintenance shall include reshaping roadway to create a road template with appropriate out-slope, in-slope, or crown construction with compaction as specified. The enclosed video link under Specifications provides a visual description of the following contract requirements.
The crown and/or slope of the road shall be maintained according to the Drawings and Specifications. If a change from the existing road prism is needed, the COR will flag those locations in the field. Maintenance operations shall not widen the traveled way unless specifically instructed otherwise by the CO. All berms generated shall be removed from the shoulders and all suitable material shall be incorporated into the traveled way surface. Existing berms shall be removed unless otherwise agreed, incorporating suitable material into the traveled way. Turnouts shall also be included with the blading of the road surface. Berms caused by road maintenance operations shall be removed from the traveled way prior to the end of each day's work.
The blading shall proceed in an orderly fashion by successive passes with graders parallel to the road centerline, progressing from the lower side to the upper side of the roadbed and back across. In the process, shoulder material shall be cut and removed to prevent vegetation encroachment.
On native surface roads, all corrugations, depressions, and washouts shall be removed by scarifying or cutting below such defects. Fines accumulated in blading roads or from drainage ditches shall not be wasted over fill shoulders or in ditches.
On aggregate surface roads, all corrugations, depressions, and washouts shall be removed by scarifying or cutting below the defect on the aggregate surface. If the defect reaches into the roadbed, the Contractor shall preserve surfacing material prior to scarifying or cutting below the defect and then subsequently replace surfacing material after repair has been accomplished.
Rocks, woody debris, or other material larger than three (3) inches remaining on the traveled way after the final blading shall be disposed of by side-casting unless otherwise shown on the drawings. Side-casting into streams, lakes or water courses shall not be permitted.
The roadbed immediately before and after cattleguards and bridges shall be bladed in such a manner as to create a smooth transition. Material shall not be deposited inside cattleguards or onto bridges. Any material deposited on bridge decks, including any accumulated material, shall be removed from bridge decks.
Intersecting roads shall be bladed for fifty (50) feet to ensure proper transitioning of the two riding surfaces.
Cleaning culverts and related items such as catch basins, outlet ditches, trash racks, drop inlets, headwalls, aprons, and riprap shall be incidental to roadway reconditioning. Drainage structures and related items shall be cleared of all foreign material and all vegetative growth which interferes with the flow pattern.
Grass or other vegetative material that does not interfere with the flow shall be left in place. Culverts which have silted into a depth of one-quarter (1/4) of their opening height or more shall have their inlet and outlet cleaned as well as three
(3) feet of the upper and lower ends of the inside cleaned out to expose the full diameter of the culvert. If debris is lodged in the culvert to the extent it cannot be cleaned manually, the CO shall be notified of the location within 5 working days for a final determination of corrective measures to be taken.
Unless otherwise shown on the drawings, catch basins shall be cleared of material to the bottom of the invert of the culvert and at least eighteen (18) inches horizontally towards the backslope or the width of the basin, whichever is greater.
The backslope shall be cleaned of loose material ensuring the slope is not increased or undercut. Inlet channel transition from the ditch line to the catch basin shall be cleaned. Material removed, if suitable, shall be blended into existing native or aggregate road surfaces or shoulders. On aggregate surfaced roads, care must be taken to ensure unsuitable material is not mixed into the existing aggregate. Unsuitable material shall be disposed of by side-casting unless otherwise shown on the drawings; side-casting into streams, lakes or water courses shall not be permitted.
2. Ditch Reconditioning
This work shall include the removal and disposal of all slough material and debris from drainage ditches, outlet ditches, and lead-off ditches to provide a hydrologically sound, unobstructed, and free-draining ditch. Ditch reconditioning locations will be staked by the COR. Ditches shall be cleaned to conform to previous line, grade, and cross section. Contractor shall ensure positive drainage is established. Vegetative growth that interferes with the flow pattern shall be removed; however, vegetation shall be left in place provided drainage is not obstructed. Cleaning is not required on ditches that provide drainage and are free of debris larger than four (4) inches in any direction. Suitable material may be worked into traveled way; unsuitable material shall not be blended into or bladed across the existing road surface or shoulder. Limbs and wood chunks in excess of four (4) inches in any direction shall be removed from ditches and placed outside clearing limits. On aggregate surfaced roads, care must be taken to ensure unsuitable material is not mixed into the existing aggregate. Unsuitable material shall be disposed of by side-casting unless otherwise shown on the drawings. Side-casting into streams, lakes or water courses shall not be permitted.
3. Cattleguard Cleaning
Any cattleguard encountered with less than 12” of clearance from bottom of rails to material inside shall be cleaned out. The cleaned cattleguard shall be free of dirt and debris to a minimum depth of two (2) feet below the bottom of rails or to the base, depending on type of cattleguard. Where there are existing ditches, cleaning shall include removing material from the ditch to provide for drainage through the installation. Wildlife consideration shall include an escape route for small animals who may become entrapped. A dirt or rock (angular, greater than 4” diameter) ramp shall be placed in one corner of the cattle guard, not interfering with cattle guard function. Removed materials shall be disposed of outside the clearing limits and away from any streams, lakes, or water courses. If the deck is required to be removed to facilitate repair or cleaning and there is no bypass, delay for traffic shall not exceed two (2) hours contingent on at least two (2) business days advance notice to the CO for the planned work and all required traffic control including signs are in place. Roadbed and surfacing materials disturbed by the Contractor’s operations shall be conserved separately, replaced, and compacted to conform to the adjacent roadbed material, ensuring a smooth transition to the maintained cattleguard. Loose rails shall be welded or bolted back in place. Ruptured welds and localized cracks shall be rewelded. The Government may furnish replacement material for damaged or defective cattleguard components. Notify CO as soon as practicable if a cattleguard component is unable to be repaired.
SPECIFICATIONS
The specifications used is this contract are found in “Standard Specifications for Construction of Roads and Bridges on Federal Highway Projects” (FP-14), to be consistent with Forest Service and Federal Agency Policies, and the Forest Service Supplemental Specifications (FSSS) included within the contract. Where conflict or differences exist, the FSSS supersede the FP-14. FSSS may add to, delete from, or modify the FP-14 Specifications. FSSS are applicable to this project and are included in full text as an attachment. The requirements contained in these specifications are hereby made a part of this solicitation and any resultant contract. FP-14 is available from: http://flh.fhwa.dot.gov/resources/specs/fp-14.htm.
