PART 1 - GENERAL

1.3 SCOPE OF WORK

A. Project Location: Projects are located within Cuyahoga Valley National Park

1. Central Maintenance Area (CMA) – 9329 Riverview Rd, Brecksville, OH 44141

52,500 SQFT of surface to be sealed.

2. Ledges Shelter – 701 Truxell Rd, Peninsula, OH 44264

102,695 SQFT of surface to be sealed.

3. VK Maintenance – 900 Truxell Rd, Peninsula, OH 44264

18,120 SQFT of surface to be sealed.

4. Octagon Shelter – 801 Truxell Rd, Peninsula, OH 44264

90,590 SQFT of surface to be sealed.

5. Jaite HQ – 15160 Vaughn Rd, Brecksville, OH 44141

22,685 SQFT of surface to be sealed.

6. VK Shelter – 1000 Truxell Rd, Peninsula, OH44264

82,040 SQFT of surface to be sealed.

B. Work consists of the following:

C. The work consists of all labor, material, equipment and incidentals to appropriately clean cracks and apply hot asphalt cement sealant, fog seal, and apply thermoplastic striping and painted pavement markings.

D. All work will be performed under a single contract.

E. Period of performance: Period of Performance for this project will be 90 days after issuance of

Notice to Proceed.

Crack Sealing: Cracks and crack walls shall be cleaned using high-pressure air or other Park approved method(s) to remove all dirt, dust, and other deleterious material. Dry material shall be blown or brushed off the pavement surface. During initial crack/pavement cleaning prevent debris from entering waterways, travel lanes open to public traffic, or areas designated not to be disturbed. Dry the crack surfaces with a hot air lance before sealing or filling.

Cracks shall be sealed using hot poured asphalt cement with a rubber or other Park approved modifier to increase elasticity. Sealant shall be applied at an appropriate temperature and in accordance with the manufacturer’s recommendations. The ambient temperature shall be between 45 and 75 degrees Fahr-enheit. Cracks shall not be sealed or filled when the pavement temperature is below 35 degrees Fahren-heit. Sealant shall not be applied in moist, rainy, damp, or foggy conditions or when the cracks are NOT dry.

3 | P a g e

The Hot Pour Machine shall utilize an agitator to continuously agitate the material and heat the material to pouring temperature. The temperature shall be monitored to avoid overheating the material. Tempera-ture shall also be monitored at the wands/application nozzles to ensure temperature is maintained within the manufacturer’s guidelines. The heater shall be equipped with a gear driven asphalt pump with ade-quate pressure to dispense the sealant. Sealant shall be recirculated in the hose when installation train is idle.

Use the application wand to place material in each crack from the bottom up. The wand shall be insulat-ed to maintain pouring temperature while placing material and returned to the heating kettle if additional cracks are not immediately filled. After application of the sealant material to the crack, a metal U-shaped squeegee shall be used for finishing and shaping. The squeegee shall be kept over the center of the crack channel and as close as possible to the applicator wand to ensure the sealant is fluid and workable.

Squeegee work shall be completed immediately after the sealant is placed and before it cools. Excess sealant shall be removed before hardening occurs.

Cracks shall be filled using an overband/overbanding configuration. The overband/overbanding shall not be more than 3” wide and no more than 1/8 inch above the pavement surface. Sand or backer rods shall be used on large cracks to prevent sealant draining to the bottom of the crack.

Traffic shall be rerouted until sealant or filler has cured or is treated with a debonding material recom-mended by the manufacturer.

Fog Seal/Sealcoating: The pavement should be cleaned and swept prior to, but not too far in advance of, the asphalt application. Cleaning should include removal of any vegetation and soil on the edge of the pavement. Sweeping is especially important under dusty conditions.

Asphalt cement can be made fluid for spraying from an asphalt distributor by heating and used as a sur-face treatment. Asphalts for surface treatments should have the following characteristics; when applied, the binder should be fluid enough to spray and cover the surface uniformly, yet viscous enough to remain in a uniform layer and not puddle in depressions or run off the pavement; after application, it should retain the required consistency to wet the applied aggregate; it should develop adhesion quickly; when applied in the proper amount, it should not bleed or strip under traffic or with changing weather conditions.

Fog seals should be used with extreme caution as they can cause a temporary loss of friction on the roadway surface. Traffic should not be allowed on a fog seal until it has adequately cured.

Thermoplastic Striping and Painting: All pavement area to be painted shall be thoroughly cleaned.

Cleaning shall be done by hand brooms, rotary brooms, air blast, scrapers or whatever combination of equipment is necessary to clean the pavement without damages to the surface or the physical condition of the surface material. Before edge striping operations proceed, all vegetation, loose soil and all foreign materials shall be removed from the area to be painted. Rubber deposits, surface laitance, and other coatings adhering to the pavement shall be completely removed. Existing paint markings are only to be removed in areas where the striping detail is to be changed from the existing detail. Where oil and grease are present on the pavements to be striped, the affected area shall be scrubbed with several applications of trisodium phosphate solution or other approved detergent or degreaser and rinsed thoroughly after each application. This procedure shall be repeated as many times as necessary to remove all oils and greases from the paved surface. Striping shall follow as closely as practicable after the surface has been cleaned and is free from any moisture. No striping shall be done until the surface has been inspected and approved by the Contracting Officer or her/his representative.

Uniformly painted and reflectorized markings of required length and width with true, sharp edges and ends shall be applied on prepared and dried surfaces in conformity with the specifications, as existing pavement markings, or established control points. The pavement markings shall be painted back in the same configuration as before the area was sealed, and shall conform within a tolerance of plus or minus three (3) inches and plus or minus one-eighth (1/8) inch, respectively; in the case of skip markings, the length of intervals shall not exceed the line length tolerance. No application of paint shall be made when

4 | P a g e there is a 30% chance of rain or precipitation or when air temperature is below 50 degrees F. or when a temperature drop of 20 degrees or more is forecast by the National Weather Service for this geographic area or as determined by the Contracting Officer or her/his representative that the weather conditions are not suitable for the type of work specified.

Product Specifications: The crack sealant, fog sealant asphalt cement, thermoplastic striping, and paint materials will follow all federal and State of Ohio ODOT specifications. If there are contradicting require-ments the higher standard will govern. All specifications will be reviewed and approved prior to ac-ceptance.
