Statement of Work/Specifications
For 30’ Custom Built Enclosed Trailer
AFCEC/CEMIRT has a requirement for a purchase of a 30’ custom built enclosed trailer.
CEMIRT provides expertise & higher level maintenance to installations throughout the United States. CEMIRT transports high dollar tools & equipment in truck beds & windowed vans to these locations. With each mission, tools must be loaded into vehicles, and then offloaded at the return of each trip. This load-cycle with each trip creates manpower costs, as well as costs associated with purchasing containers, tool boxes, etc.
Furthermore, with a history of vehicle break-ins, items must be secured in hotels while in route. At the TDY location, customers are burdened with providing work-space & security for our items. If the customer doesn’t provide support, the load-cycle becomes a daily occurrence, adding man-hours & stressing workers backs. Trailers have been rented & proven to eliminate the need to secure items in hotels. Trailers at the TDY work area has significantly reduced the demand on customers for support. Additionally, custom fitted trailers will allow for quick response & independent work space.
Description: The contractor shall build CEMIRT a 30’ custom built enclosed trailer that must include a 4.5cu ft. mini refrigerator, a 10k generator, and a 15,000 BTU air conditioning unit. The contractor should finish this work in less than 4 Months from award date. Inside the front of the trailer (closest to tongue) will be the dinette sectional.
On the passenger side will be a door, directly to the left of the door will be the refrigerator with microwave mounted above it. Directly connected to that is some work bench space, and a compressor closet. On the drivers’ side behind the dinette will be the “L” shaped work station with tool boxes underneath and wall cabinets above. Generator will be below the work station with an access door on the outside drivers’ side. The back 12’ of the trailer will be open space for storage of a side-by-side. Please see below for what is required. 4 tool boxes (2 big, 2 smaller) will be supplied by customer for installation by contractor, Customer will pay to ship tool boxes to site of build. Final drawings will NEED to be approved by CEMIRT the customer.
Scope of Work/Specifications: Build a custom 30’ enclosed trailer with a hard body fiberglass reinforced plastic composite material and box tubing chassis and wall structure with a 5’ straight tongue. Trailer Dimensions must be 30ft (not including tongue) x 8.5 ft.

The trailer must have:
-Breakaway break system with D.O.T rated safety chains.
-Equipped with Electric Trailer Breaks that work with standard pickup trucks.
-Backup Camera installed on rear of Trailer centered above the LED bar with wireless remote monitor to be placed in customer pickup truck.
-LED Running Lights, LED Break Lights, LED Reverse Lights in accordance with DOT Regulations.
-Spare tire bracket with spare tire will be mounted above battery box. Ensure battery box still has full access.

-RV Side Door w/* Electronic Key Pad * Remote Key Fob * Deadbolt Lock -Electric Tongue Jack wired to batteries in battery box (for lifting the trailer onto the truck hitch) -Electric leveling jacks built into the frame of all four corners or front and back (see picture below) of the trailer for customer leveling when trailer is parked. (Example is the PSX1 by Lippert Components)
- Trailer will have dual 7,000lb axles that include 12” X 2.5” electric drum brakes with 8 chrome lugs with 9/16” studs. EZ Lube spindles. Tires -LT235/85/R16 E rated, Wheels will be Black Steel Modular. Must include 1 year warranty.
-Battery Box (Weather Tight) located on Tongue/Hitch Area, MUST be lockable.
-Battery Box must contain 2 of the 12 volt REDTOP Optima batteries hooked in Parallel to maintain 12VDC output. Batteries must have 800CCA and be 6.94W x 10.06L x 7.88H.
-Solar Powered 12V Battery Charger will be connected. (Contractor supplied) -All trailer wiring will be labeled with polarity, and designated piece of equipment it is intended for. (Contractor will provide wiring diagram) -DC battery shutoff (see attached picture) must be mounted/located inside of weather tight tongue mounted battery box. All wires will be connected prior to delivery.
-4.5cu ft. refrigerator with an inverter (to be used while traveling) -1 cu ft. microwave (Recessed above Fridge)

-44" RV dinette booth (Cushions will be covered in dark stain resistant wipeable/cleanable material) ((will be used by mechanics with oil, grease, etc. on their uniforms)) -15,000 BTU air conditioning unit, Ceiling mounted in center of trailer.
-Electric Vent with rain detection and a fan. (Contractor supplied) Will be mounted center garage area. (MUST have remote control)
-Two hard wired electric base board heaters located across the front interior wall above the dinette, and 4 smaller ones located towards the rear of the trailer. (Customer will designate location after contract awarded) (2/6 total heaters) -Two hard wired electric base board heaters located above (passenger and driver side) customer supplied 55” tool boxes under cabinets. (2/6 total heaters) -Two hard wired electric base board heaters located on rear of trailer (passenger and driver side) approximately 6” from rear door. (2/6 total heaters) -10K Cummins Onan quiet diesel generator with remote start on slide out tray for maintenance. Wiring must be long enough for ease of slide out. (120v/240v single phase) -Generator access door w/ proper ventilation for generator operation, located on driver side front corner (see attached layout picture) -Fuel tank built between axles (30 Gallon minimum). Outside fill point must not interfere with interior floor space. (Recommended to hide behind smaller customer suppled toolboxes) -100A breaker box to be located above generator on the interior of the trailer. (Minimum of 8 breakers) -Equipment, lighting, outlets, need to all be on separate breakers (customer will designate how many plugs, equipment items get added to each breaker.
- 25ft 50amp Electric shore power cable.

-Interior LED lighting, 2-4ft bars will be center ceiling mounted the length of trailer.
(Both sides of AC unit, and electric fan) ((Lights will be different from exterior led bars))
- Under cabinet LED lighting will span the length of all cabinets. These lights will be on separate switches. (See below) -Driver side under cabinet LED lights will have a switch located on driver side.
Approximate location will be directly after generator cabinet work top, under the lights.
Passenger side under counter LED lights will have a recessed switch mounted on the passenger side towards the front of the work top.
-Interior Center ceiling mounted LED lights will be on one switch located near the passenger door.
-Exterior LED angled light bars (minimum length 18 inches) will be mounted at an interval no greater than every 18-24 inches. Both the passenger and driver side will need these light bars. Exterior Passenger and Driver side LEDs will be on one switch per side located in the same location as the interior Center ceiling mounted LED lights. (Two switches, one for driver side and one for passenger side) (4 total exterior LED switches) -Back Loading Door LED lights will be matched with the Side angle mounted LED lights. Switch for these lights will be located near the side Exterior LED angled Light bars switch. (4 total exterior LED switches) -Front Side (Hitch) of trailer LED lights will be matched with the Side and Back angle mounted LED lights. Switch will be located in the same location as the Exterior LED angled Light bars switch. (4 total exterior LED switches) -Example of Exterior LED lights to be used below
-Interior lights will be AC powered (120VAC) via both Shore Power and Onboard Generator.
-Exterior LED light bars will be wired through inverter for use on both DC power off of Batteries located in Battery Box and Shore Power/Onboard Generator.
-E-Track is to be installed at a height of 1ft off the trailer floor and 3ft. The E-Track will run on both sides of the trailer in the back 12 feet. Total amount of E-Track installed will be 48ft. E-Track is to be recessed and welded directly to the frame of the trailer.
- 16 flush mount 6K pound D-Rings in floor, 4 mounted in a square pattern in the outside corners of the back 12ft area of trailer, Other 12 will be mounted center of trailer started 6 inches off back door and spread 2 ft. apart running the length of the center of the trailer.
-Fold down door will be spring loaded for ease of lowering and raising.
-Back fold down door will be load bearing (minimum of 2K lbs.) for loading ATV.

-Gap transitions (1- 8” wide trailer floor to trailer ramp, 1- 24” wide trailer ramp to ground) (foldable with door motion) will be provided for the ramp door for loading and unloading. (Example Below in Picture)
-Passenger side personnel door will be 36 inch wide and equipped with an anti-slam (Trailer will be parked in high wind areas).
-Folding steps will be provided (Steps must fold inside the trailer) -Personnel door must be able to close with steps deployed.
-Interior floor will be a spray on bed liner material, waterproof in nature, oil resistant, and slip resistant. Customer MUST be able to wash out the floor with a hose/water.
-Dry-erase composite walls made of one-piece seamless composite ¼” panel with a gelcoat finish on both sides.
-Wall framing must consist of 1 ½” x 1 ½” x .060 steel box tubing wall studs on 24” centers -Walk on composite roof made of one-piece seamless composite ¼” panel with a gelcoat finish on both sides.
-Roof framing must consist of 1 ½” x 1 ½” x .060 steel box tubing roof bows on 24” centers, a composite ramp door made of one-piece seamless composite 1” panel. With gelcoat finish and sprayed on non-slip black surface with lower door gasket seal.
-Aluminum trim should surround the door using a dual-durometer seal and large rubber bumpers and polar latching handles with hasp and chrome grab handle.
-Overhead driver side cabinets start 12’ from rear and run the length of trailer. “L” wrap around to passenger side wall above dinette area. Roughly 26’ of cabinet. (See attached drawing)

-Passenger side cabinets will be located between air compressor closet and fridge/microwave area, above customer supplied toolbox. (See attached drawing) -Cabinets will open horizontally instead of vertically. (See Picture Below)
-Cabinets/cabinet handles will be similar to attached picture. Color will be white.
-Trailer will have a yellow 4 Gallon Flammable Storage Cabinet (contractor supplied) flush mount installed above or below the on-board air compressor.
-Trailer will have a 40 Gallon or larger QUIET air compressor (contractor supplied) built into a storage cabinet with a hinged door for maintenance and ventilation to release hot air outside the trailer.
-Compressor will be hard piped to a mounted retractable hose real with 100ft of 3/8 airline. (Contractor supplied)

-Located next to the hose real will be an industrial cord real with minimum of 45 ft. of cable rated for 15AMPS (Contractor Supplied)
-Air hose and electric cable reels (contractor supplied) will be mounted perpendicularly to the back door on the garage side of the air compressor/haz locker wall (See attached drawing) -One 32 inch thin Smart TV will be installed over dinette on front wall. TV will be centered with table not with the trailer. TV must be mounted in a way to allow for transport without damage.
-Electrical 4 Gang outlets will be installed throughout the trailer (12-14 interior) (Customer will designate location after contract award) -Four total electrical outlets will be installed two on driver and two on passenger side exterior, outlets will be recessed as not to stick out from the outside wall. Four weather proof outlets to be located near the 4 corners of the trailer. Please see link for example.

-Exterior Air supply hook up will be in the same location as exterior outlet, also hidden within the Air Compressor closet.
-Customer supplied tool boxes will be installed by contractor in location designated by customer. 4 total boxes will be installed. 2 larger ones, 2 smaller ones. (See Picture Below) -Contractor must install industrial hard top countertops above the toolboxes, open storage, generator cabinet, and anywhere else a countertop is needed. See example below.
