SECTION 01010
SUMMARY OF WORK
PART 1: GENERAL
1.1 RESPONSIBILITY
A. The Contractor shall supply all the necessary materials and perform and complete all necessary work, using customary and proper construction and installation practices for all items of work whether specifically mentioned or not on the Plans or in the Specifications, and to include in the cost of each specified item, the costs, if any, associated with the supplying of materials, and the performing of the customary or necessary construction according to AREMA (American Railway Engineering & Maintenance of way Association) Standards.
B. The Contractor shall furnish all labor, materials, supervision, transportation, tools and equipment and perform all operations necessary for the construction associated with the tamping and aligning of track on the Cuyahoga Valley Scenic Railway (“Valley Railway”, “CVSR”) as described in the Contract Documents.
C. It is understood that where material quantities are shown, they are estimated amounts for the specific work tasks and are shown only as a guide for the purpose of bidding. Should any questions arise as to the actual starting or terminating point, or the quantity of material required for a specific work task, the Contracting Officer (CO) or his duly appointed Contracting Officers Representative (COR) will be the sole judge of the limits of work and the amount of material required.
D. As necessary for proper execution and completion of work and as applicable at time of receipt of bids, secure and pay for: Permits, Government Fees & Licenses.
E. Given written notices necessary for, and incidental to, the due and lawful prosecution of the work.
F. Notify the Contracting Officer and Contracting Officers Representative at least ten
(10) days in advance of the date the entire work will be complete and ready for inspection.
G. Where materials are removed but still in a useable condition as determined by the Contracting Officers Representative, such materials shall be returned to the NPS and delivered to Fitzwater Yard by the Contractor and stockpiled as directed by the

Contracting Officers Representative. All materials removed but not assigned for salvage and stockpiling shall be disposed of in accordance with City, State, and Federal Laws by the Contactor at no additional cost to the Government.
H. Make arrangements for legally disposing of waste and excess materials off the worksite and pay all costs thereof.
I. Existing utilities are to be located before any excavation is started. Contractor to contact the Ohio State One-Call Utility organization to determine and/or mark location of underground facilities prior to working in, or adjacent to, areas containing existing utilities.
1. Notify utility owners prior to intended start work date in an area in which the utilities may be located. Deliver a copy of the notice to the Contracting Officers Representative within 48 hours of the submittal of the 14 day notification. Notify utility companies and the Contracting Officers Representative 72 hours before beginning work.
J. The contractor shall perform All work with care so that existing features or materials will not be damaged. Such features or materials damaged by the Contractor shall be repaired or replaced in a manner satisfactory to the Contracting Officers Representative, and at the expense of the Contractor.
K. Develop site-specific maintenance of traffic plans for approval by the local road agencies responsible for the individual roadways involved in the project. This shall include short- or long-term detour plans as well as half-roadway width closure plans as deemed appropriate by the Authority having jurisdiction and then the Contractors means and methods.
L. Until final acceptance of the work by the Contracting Officer and the Contracting Officers Representative, the Contractor(s) shall have the care thereof and shall take every reasonable precaution against injury or damage to any part thereof by the action of the elements, theft, vandalism, or from any other cause, whether arising from the execution or from the non-execution of the work. The Contractor shall rebuild, restore, and make good, to the satisfaction of the Contracting Officer and Contracting Officers Representative, all injuries or damages to any portion of the work occasioned by any of the above causes before final acceptance and shall bear the expense thereof at no cost to Government.

1. Tamping and aligning track to ensure to maintain class II standards.
2. Adding and dressing ballast to track shoulders to a min of 12” past ends of ties.
1.3 CONTRCTOR’S USE OF WORKSITES
A. The Contractor shall keep the worksites available for access by CVSR and NPS personnel during the construction period.
B. The Contractor shall consider the safety of the work and that of people and property on and adjacent to the worksites, when determining the amount, location, movement, and use of materials and equipment on the worksites.
C. The Contractor shall at all times conduct his operations to ensure the least inconvenience to the public.
D. A passenger excursion train, (Cuyahoga Valley Scenic Railway- CVSR) operates on this railroad. The Contractor recognizes that work may be done around a full operating schedule as outlined in Section 02450 paragraph 1.7 SCHEDULE and the
5 | P a g e track must be returned for revenue service at the end of each day except during approved and scheduled shutdowns.
E. The worksites are accessible from public roadways.
F. When work on or near the track is to be performed on days with train operations, the
Contractor must arrange for ON-TRACK AUTHORITY with the CVSR. The contractor must obtain written on-track authority from the CVSR, specifically from the railroads Dispatcher, (phone: 440 526-7128, cell 330-388-6662).
G. When work on or near the track is to be performed on days without train operations, or when track must remain out-of-service over night, the Contractor must arrange for ON-TRACK AUTHORITY with the CVSR. The contractor must obtain written on-track authority from CVSR, specifically from the railroad’s superintendent or dispatcher, (phone: 440-526-7128, cell 330-388-6662).
H. Existing Utilities: The Contractor shall notify the Contracting Officers
Representative and utility companies of proposed location and time of excavations.
1. The Contractor shall be responsible for locating and preventing damage to known utilities. If damage occurs, the Contractor shall repair the utility at no additional cost to the Government.
I. Hauling Restrictions: The Contractor shall comply with all legal load restrictions in the hauling of materials.
J. Promptly vacate the worksites upon completion of the work by the Contractor and acceptance by the Contracting Officer or their representatives.
K. Period of performance is 180 days after issuance of the Notice to Proceed (NTP)
1.4 PROJECT COORDINATION
A. Work at All crossings must be coordinated with the local road jurisdiction. IT IS
THE CONTRACTOR’S RESPONSIBILITY TO COORDINATE THEIR WORK
WITH THE LOCAL ROAD AUTHORIITIES AND THE WORK OF THE CITY’S
CONTRACTORS. Contract Modifications or delay claims will not be considered by the Government if the reason for such claims or Contract Modification is related to the lack of coordination on the Contractor’s part.

B. Other contractors and subcontractors may be working in the vicinity of the sites within the project limits and in areas adjacent to the site during the contract. The Contractor shall provide for any required coordination between his/her activities and those of other contractors and subcontractors.
C. The Contractor must coordinate work at all times with the NPS.
D. The Contractor shall schedule their work to optimize the use of the available track maintenance windows. All track work that requires track outages shall be scheduled in advance with the CVSR per paragraph 1.3 above.
1.5 STORAGE OF MATERIALS
A. Space for working facilities: Space for working facilities and storage of materials is limited to the local site(s). Materials shall be delivered to the installation site as required for erection or installation. The Contractor shall make his own arrangements for off-site storage and staging area. Where on-site areas can be made available to the Contractor, the site shall be used under conditions as approved by the Contracting Officers Representative. Arrangements for any on-site storage must be requested in writing and approved by the Contracting Officer, or the Contracting Officers Representative.
B. On-site storage areas made available shall be returned in their original or equivalent condition when released in accordance with the Agreement for usage.
C. Fuel and lubricant storage shall be stored in accordance with Authorities having jurisdiction and must have prior written approval from the Contracting Officers Representative.
D. NO EXPLOSIVES or other volatile or hazardous materials shall be stored on site.
E. The Contractor is fully responsible for the protection of his material stored on site.
F. The NPS will not be liable for any damage, deterioration, vandalism, theft, or destruction of stored materials or equipment.
G. The Contractor’s activity within storage areas shall safely clear operations on adjacent track and near by roadways.
1.6 TEMPORARY SERVICES

A. Temporary services which are necessary for the conduct and protection of the construction work shall be provided by the Contractor, unless specifically stated otherwise in the Specifications, to the extent as specified hereinafter.
B. Temporary facilities shall be made available by the Contractor at such time as required by the status of the work. They shall be maintained continuously during the execution of all contract construction work as required by the job conditions until final completion of the work; or until such time that the permanent facilities can replace the temporary facilities, subject to the approval of the Contracting Officer.
C. If the Contractor fails to carry out his/her responsibilities in providing temporary facilities, he shall be held responsible for such failures, and the Government shall have the right to take such action as it deems proper for the conduct and protection of the work. Any cost involved shall be deducted from the amounts due the Contractor.
D. No temporary service shall be connected to NPS facilities.
1.7 FIELD VERIFICATION
A. The Contractor shall field verify all new and existing dimensions affecting the work of this Contract before ordering products.
1.8 REFERENCES
A. All work will conform to the American Railway Engineering and Maintenance Association (AREMA) Manual for Railway Engineering and AREMA Portfolio of Trackwork Plans and the State of Ohio Department of Transportation (ODOT) Construction and Material Specification, 2014 and the Cuyahoga Valley Scenic Railroad specifications for Continuous Welded Rail, (CWR).

4.1 MEASUREMENT AND PAYMENT

SECTION 01170
ACCIDENT PREVENTION
1.01 DESCRIPTION OF WORK
A. The work under this Section consists of establishing an effective accident prevention program and providing a safe environment for all personnel, visitors and the general public.
1.02 SUBMITTALS
A. Accident Prevention Program: Before on-site work begins, the Contractor shall submit for approval an accident prevention program. The Contracting Officer will review the proposed program. If the program requires any revisions or corrections, the Contractor shall resubmit the program within 10 days. No progress payments will be processed until the program is approved. The program shall include as a minimum:
1. Name and 24-hour contact phone number of Contractor's responsible supervisor that will carry out the program.
2. Daily job briefings plus weekly and monthly safety meetings.
3. First aid procedures.
4. Outline of each phase of the work, the hazards associated with each major phase, and the methods proposed to ensure property protection and safety of the public, National Park Service personnel, and Contractor's employees. Identify the work included under each phase by reference to specification section or division numbers.
5. Training, both initial and continuing.
6. Planning for possible emergency situations, such as floods, fires, cave-ins, slides, explosions, power outages, and wind storms. Such planning shall take into
10 | P a g e consideration the nature of construction, site conditions, and degree of exposure of persons and property.
7. Housekeeping.
B. Certificates: Provide certificates from a mechanic that all mechanical equipment has been inspected and meets OSHA requirements.
C. Submit a copy of test reports, as required by OSHA, for personnel working with hazardous materials.
D. Submit a report of safety meetings and of inspections.
E. Upon request, submit proof of employees' qualifications to perform assigned duties in a safe manner.
1.03 QUALITY ASSURANCE
A. Clauses entitled "Accident Prevention" and "Permits and Responsibilities" of the General Provisions. In case of conflicts between Federal, State, and local safety and health requirements, the most stringent shall apply Equipment or tools not meeting OSHA requirements will not be allowed on the project site. Failure to comply with the requirements of this Section and related sections may result in suspension of work.
B. Qualifications of Employees:
1. Ensure that employees are physically qualified to perform their assigned duties in a safe manner.
2. Do not allow employees to work whose ability or alertness is impaired because of drugs, fatigue, illness, intoxication, or other conditions that may expose themselves or others to injury.
3. Operators of vehicles, mobile equipment, hoisting equipment, and hazardous plant equipment shall be able to understand signs, signals, and operating instructions, and be capable of operating such equipment. Provide operating instructions for all equipment. Newly hired operators shall be individually tested by an experienced operator or supervisor to determine if they are capable of safely operating equipment.
1.04 ACCIDENT REPORTING
A. Reportable Accidents: A reportable accident is defined as death, occupation disease, traumatic injury to employees or the public, property damage by accident in excess of $100, and fires. Within 7 days of a reportable accident, fill out and forward to the Contracting Officer a DI-134 form, which may be obtained from Contracting Officer.

B. All Other Accidents: The Contractor shall report all other accidents to the Contracting Officers Representative as soon as possible and assist the Contracting Officer and other officials as required in the investigation of the accident.
PART 2 – PRODUCTS
2.01 MATERIALS
A. First Aid Facilities: Provide adequate facilities for the number of employees and the type of construction at the site.
B. Personnel Protective Equipment: Meet requirements of NIOSH and MSHA, where applicable, as well as ANSI.
3.01 EMERGENCY INSTRUCTIONS
A. Post telephone numbers and reporting instructions for ambulance, physician, hospital, fire department, and police in conspicuous locations at the work site.
3.02 ESCAPE ROUTES
A. Provide and maintain adequate escape routes at all times in accordance with the Life Safety Code (NFPA 101-85). No corridor, aisle, stairway, door, or exit shall be obstructed or used in a manner that interferes with escape routes.
3.03 PROTECTIVE EQUIPMENT
A. Inspect personal protective equipment daily and maintain in a serviceable condition.
Clean, sanitize, and repair, as appropriate, personal items before issuing them to another individual.
B. Inspect and maintain other protective equipment and devices before use and on a periodic basis to ensure safe operation.
3.04 SAFETY MEETINGS
A. A daily job briefing shall be held by the employee in charge (responsible supervisor listed in the Accident Prevention Plan) prior to the start of any work on the railroad
12 | P a g e right-of-way. Additional job briefings shall be required whenever the scope of work or protection changes. The job briefings shall include notification to each employee as to the operational protection provided and the type of work to be performed.
B. Conduct monthly safety meetings for all levels of supervision. Notify the Contracting
Officers Representative so that he may attend. These meeting shall be used to review the effectiveness of the Contractor's safety effort, to resolve current health and safety problems, to provide a forum for planning safe construction activities, and for updating the accident prevention program. The Contracting Officers Representative will enter the results of the meetings into his daily log.
3.05 HARD HATS AND PROTECTIVE EQUIPMENT AREAS
A. A hard hat area will be designated by the Contracting Officers Representative. The hard hat area shall be posted by the Contractor in a manner satisfactory to the Contracting Officers Representative.
B. It is the Contractor's responsibility to require all those working on or visiting the site to wear hard hats and other necessary protective equipment at all times. As a minimum, provide six hard hats for use by visitors. Change liners before reissuing hats.
C. Each Contractor employee must wear a high-reflective safety vest while on railroad property at all times.
3.06 TRAINING
A. First Aid: Provide adequate training to ensure prompt and efficient first aid.
B. Hazardous Material: Train and instruct each employee exposed to hazardous material in safe and approved methods of handling and storage. Hazardous materials are defined as explosive, flammable, poisonous, corrosive, oxidizing, irritating, or otherwise harmful substances that could cause death or injury.
4.01 MEASUREMENT AND PAYMENT
A. Separate measurement and payment will not be made for the work of this Section but all costs will be included in the payment items for the work to which they pertain.

SUBMITTALS
PART I – GENERAL
1. Documents to be submitted to Contracting Office before NTP will be issued (all are due 10 days after notice of contract award – per block #12a of SF 1442 and this SOW):

Bond or Irrevocable Letter of Credit for construction contracts greater than $35,000, but not greater than $150,000

If all of the documents listed above have not been received, Notice to Proceed will not be issued, and the Contracting Officer will consider other contractual remedies. Work shall not commence until written Notice to Proceed has been issued.
2. Documents to be submitted to Contracting Office after NTP has been issued and work can be performed on-site/begin (all are due 10 days after issuance of NTP – per block #11 of SF 1442):
The following submittals shall be submitted with a CM_16 transmittal cover to the CO/COR and submitted for approval as outlined below:
1. Work/Project Schedule -- delineating the various stages of work by phase (milestones)
2. Contractor shall provide, when applicable but not limited to, copies of product specifications, manufacturer’s literature and installation instructions of all materials and products to be furnished and installed. COR will verify that product specifications meet contract requirements.
3. Safety/Accident Prevention Plan
4. Documentation of licensing or certification as an approved installer by manufacturer of materials to be used.
5. List of individuals working on the project
6. SF1413 – Statement of prime contractor/ acknowledgement of subcontractor
7. Safety Data Sheets (SDS) for all applicable materials (if applicable)

3. The following submittals are required to be submitted before final payment is made:
1. Contractor is required to provide at the end of the project a series of before, during and after pictures of what was completed. The pictures will include all areas the contractor is authorized to work on. This document will be reviewed weekly to ensure compliance to the contract.
2. Manufacturers recommended care and cleaning requirements (if applicable)
3. Receipts from recycling companies showing quantity of material being recycled.
4. Warranty documentation for workmanship (as outlined in the SOW. Start date of warranty will be the date shown on the Final Inspection Checklist/Report)
5. Product warranties (if applicable)
6. Pay applications
7. Certified payrolls
8. Contractor quality control daily reports (any outstanding)
9. Release of claims - must be for the full amount of the contract (to include modifications)
10. SF1413 (any outstanding) - Statement of prime contractor/ acknowledgement of subcontractor
11. Drawings/pictures (if applicable), etc.
12. Final Inspection Checklist/Report (initiated by the COR, all parties sign once complete)
SECTION 01600
MATERIAL
1.1 DESCRIPTION
A. This Section specifies minimum requirements for products, including the handling, transportation, and storage thereof.
1.2 QUALITY ASSURANCE
A. Except as may be indicated in these Contract Specifications, furnish only new material for work under this Contract. The material shall be manufactured, handled, and used so as to ensure completed work in accordance with the Contract Documents.

B. Compliance with Cited Standards
1. Wherever the Contract Specifications require that materials and workmanship conform to specifically named codes or standards, provide in each instance materials and workmanship that meet or exceed the requirements of the latest edition of the specifically named codes or standards.
2. In procuring items used in the work, it is the Contractor's responsibility to verify the detailed requirements of the specifically named codes and standards and to verify that the items procured for use in this work meet or exceed the specified requirements.
3. When required by the Contract Documents or by written request from the COR, deliver to the COR proof that the materials, workmanship, or both, meet or exceed the requirements of the specifically named code or standard.
Such proof shall be in the form of a certificate of compliance signed by an authorized officer of the manufacturing company, or a certified report of tests conducted by a testing agency acceptable to the Contracting Officer or their representatives.
4. The Contracting Officer reserves the right to reject items incorporated in the work that fail to meet specified minimum requirements. The Contracting Officer and reserves the right to accept non-complying items subject to an adjustment in the compensation payable under the Contract and determined in accordance with the provisions of the Contract Documents.
1.3 HANDLING AND TRANSPORTATION
A. Handling: Avoid bending, scraping, or overstressing products. Protect projecting parts by blocking with wood, by providing bracing, or by other approved methods
B. Transportation: Conduct loading, transporting, unloading and storing of all products such that they are kept clean and free from damage. All transportation costs shall be borne by the Contractor.
C. Material Distribution
1. The Contractor shall furnish a detailed description of the proposed method of distributing ties and other track material.
2. Material distributed in areas which are open to train traffic will be placed in a manner which is acceptable to the Contracting Officer to insure the safe passage of trains.
1.4 STORAGE AND PROTECTION

A. Provide sheltered, weather-tight, or heated weather-tight storage as required for products subject to weather damage.
B. Provide blocking, platforms or skids for products subject to damage by contact with ground.
C. Store packaged materials in their original unbroken package or container.
D. Protect products from damage during warehousing operations.
E. Store materials and products in strict conformance with the manufacturer's written requirements.
1.5 FABRICATION
A. Fabrication of products shall be in accordance with the Specifications and approved Shop Drawings.
PART 2 - PRODUCTS
4.1 MEASUREMENT AND PAYMENT
A. Material will not be separately measured and paid for but will be considered incidental to the items of work in the Contract.
SECTION 02450
RAILROAD WORK
1.1 DESCRIPTION OF WORK
A. Work Included: The work of this Section includes but is not limited to the following:
1. Application of Spring Anchors.
2. Field Welds.

3. Tamping, Surfacing and Regulating.
4. Installation of insulated joint plugs
5. Open Face Track Reconstruction.
6. Transition Tie Installation.
1.2 SUBMITTALS
A. All submittals shall conform to the requirements specified in Section 01300.
B. The Contractor shall submit a written Work Plan detailing general construction procedures to meet the track work requirements. The Work Plan shall include descriptions and sketches of the following:
1. Construction sequences and schedules.
2. Material handling procedures.
3. Handling and placing of cross and transition ties
4. Handling and placement of sub-ballast and ballast.
5. Surfacing and aligning of track.
C. Manufacturer's data, catalog cuts, and specifications for each product.
D. Material Certification from rail and OTM suppliers
E. Source of ballast and results of sample ballast tests.
F. Source of ties and inspection reports.
G. Submit for approval the type and manufacturer of the weld kit to be used in the field and include a detailed description of the proposed procedures and sequence of work for the field weld operation.
H. NOT USED.
I. Summary qualifications of Contractor or Railroad Subcontractor experience on similar railroad or transit projects.
1.3 QUALITY CONTROL
A. Points of Measurement:
1. Track Alignment: Measurement between points 5/8 inch below the top of the rail on the gage side of the high rail on curves and the north or west rail on tangents.
2. Profile and Super elevation: Measured at points on the center of the top of rail.
Through curves, the top of low rail shall be the grade rail.

B. Design Gage:
1. On tangent: 4 feet 8-1/2 inches.
2. On spirals, curves and special trackwork: 4 feet 8-1/2 inches.
C. Maximum Allowable Tolerances:
1. Gage:
a. Deviation from design gage on tangents: Plus or minus 1/8 inch.
b. Deviations from design gage on curves, spirals, and within turnouts:
Plus or minus 1/8 inch.
2. Horizontal Track Alignment:
a. Deviation of the mid-offset of a 62-foot line on tangent from zero to any point: Plus or minus 1/4 inch.
b. Deviation of the mid-ordinates of a 62-foot chord on curves, from design ordinate, at any point: Plus or minus 1/2 inch.
3. Surface:
a. Deviation from designed profile at any point: Plus or minus 1/4 inch.
b. Deviation from zero cross level on tangents at any point: Plus or minus
1/8 inch.
c. Deviation from designed super elevation on spirals at any point: Plus or minus 1/4 inch.
d. Deviation from designated super elevation on curves at any point beyond spirals: Plus or minus 1/4 inch.
e. Variations in cross level on tangents between any two points 62 feet or less apart: 1/4 inch.
f. Variations in cross level on spirals between any two points 31 feet or less apart: 1/4 inch.
g. Variations in cross level on spirals between any two points 62 feet or less apart: 1/4 inch.
h. Maximum runoff in any 31 feet of track at the end of a profile adjustment shall be 1/4 inch.
D. Ballast:
1. Acquire Contracting Officer’s approval of source and test results of ballast prior to ordering.
2. Take one sample for laboratory testing, for each 2000 tons of ballast supplied and test as specified. Have sample tested by an approved independent testing agency at the expense of the Contractor.
3. Inspection:
a. Ballast will be inspected on a "spot" basis by the Contracting Officer, under load, in place, or at the point of loading. At the discretion of the Contracting Officer, the Contractor may be required to take “spot” ballast samples for testing by an approved independent testing laboratory.

b. Should ballast be rejected upon inspection by the Contracting Officer and testing of spot samples by the Contractor indicates that ballast does not meet Specification requirements, payment will not be made to the Contractor and rejected material shall be removed from the site by the Contractor at no additional cost to the NPS.
H. Inspection and Acceptance - All track materials will be subject to inspection and acceptance by the Contracting Officer.
1.4 STANDARDS
A. All work shall conform to the American Railway Engineering and Maintenance of way Association (AREMA) Manual for Railway Engineering and AREMA Portfolio of Trackwork Plans (latest edition); State of Ohio Department of Transportation, Construction and Materials Specifications, 2008; and all other applicable standards.
All work on tracks shall conform to CVSR NW 101 for CWR rail standards.
1.5 QUALIFICATIONS
A. The Contractor shall have a minimum of five (5) years’ experience working on out-of-face tie and surfacing work, working on Class 1 or Class 2 railroads or transit systems.
B. All field employees shall be qualified on FRA (Federal Railroad Administration)
Workers Rules.
1.6 PRODUCT DELIVERY, HANDLING AND STORAGE
A. Pack separately each length and diameter of bolt or anchor and each size of nut and washer. Plainly mark and provide an itemized list and description of the contents on the outside of each container.
B. Load, transport, unloads, and stores all materials in such a manner that the material is kept clean and free from injury. Store materials above ground on platform, skids, or other supports, and cover and protect them from corrosion or deterioration.
C. Ties and Timbers shall be bundled and shipped in groups according to type, size and length.
D. Handle prepared ballast at the producing plant and at the site in such manner that material is clean and free from segregation.
E. Any materials damaged during shipping, handling and storage will be rejected by the Contracting Officers Representative and replaced by the Contractor at no cost to the
NPS.

F. Insulated Joint plugs and polyurethane joints shall be handled per manufacturer’s recommendations.
1.7 SCHEDULE
A. All work shall be scheduled through the Contracting Officers Representative. The
Cuyahoga Valley Scenic Railroad (CVSR) will issue written On-Track Authority prior to any field work on or in close proximity to the track. Track shall not be occupied without written track authorization.
B. All work must be done without disrupting normal and special event excursion train runs by CVSR. Track occupancy requests shall be submitted for approval by 10:00 am Friday for work to be performed the following week. Permission must be obtained prior to any work being done at night. This Contractor recognizes that other Contractors may be working on the right-of-way or within the work zone, and working schedules may have to be adjusted accordingly.
C. The work identified by the Specifications will be limited to the general location of the crossing, with the exception of track surfacing which will go beyond the immediate crossing area. The Contractor shall be responsible for making all arrangements for access to the work site and storage of materials and equipment.
1.8 SAFETY OF OPERATION
A. Responsibility: The work covered by this contract will involve the safety of persons, equipment and property of two live operating railroads. Therefore, unusual skill and experience is required of the Contractor to perform the work safely. The Contractor shall be responsible for the safety of his construction operations. He shall therefore be expected to post adequate watchmen or protective devices to protect his crews, equipment and the work site according to CVSR Operating Rules.
B. Flagman: When work is being performed within 15-feet of the track centerline on days with train operations, the Contractor must schedule, 24 hours in advance, a qualified CVSR flagman to be present on-site at these work locations. The Contractor is responsible for providing safe means of passage for trains and to communicate all pertinent information to the railroad company flagman. The contractor is responsible for reimbursing CVSR for use of Flagmen at an hourly rate of $50.00 per hour unless otherwise noted.
PART 2 - PRODUCTS
2.1 BALLAST
A. Material: Ballast shall consist of crushed trap rock and shall conform to the latest edition of American Railway Engineering Association Manual for Railway

Engineering Chapter 1, Part 2 (Table No. 3), "Specifications for Prepared Stone, Slag and Gravel Ballast" except as modified herein.
B. Gradation: Use area gradation size No. 4.
C. Approval of Source: The Contractor shall designate the proposed source of ballast which shall be subject to the approval of the Contracting Officer.
D. Sampling and Testing: The Contractor shall engage an approved individual, agency or company to perform the following tests at his expense to assure that the ballast from the designated source meets the specified requirements. Certified test results shall be furnished to the Contracting Officer and Contracting Officers Representative for approval. Ballast shall not be delivered to the job site until such reports have been reviewed and approved by the Contracting Officers Representative and the source or sources of ballast have been approved.
E. At its discretion, the Contracting Officers Representative may also require that "spot" field samples be taken and tested. The Contractor shall perform these tests on "spot" field samples at no cost to the NPS. Ballast not conforming to the requirements specified will be rejected. Rejected ballast shall be removed and disposed of by the Contractor at his/her sole expense.
1. Samples: All samples secured for test purposes shall be obtained in accordance with the current ASTM Methods of Sampling, designation D75.
2. Sieve Analysis: Sieve analysis shall be performed in accordance with current ASTM Method of Test, designation C136, prior to approval of source of ballast. Subsequent sieve analyses may be performed at the discretion of Contracting Officer either in the laboratory or in the field on samples taken at point of loading, in vehicles or in place.
3. Weight: The weight per cubic shall be determined in accordance with the current ASTM Method of Test, designation C29.
4. Water Absorption: Water absorption shall be determined in accordance with the current ASTM Method of Test, designation C127. Ballast with an absorption rate in excess of 1.5 pounds per cubic foot will not be permitted.
5. Resistance to Abrasion: The resistance to abrasion shall be determined in accordance with the current ASTM Method of Test, designated C535 using the standard grading most nearly representative of the size of ballast specified. A loss in excess of 20% shall be grounds for rejection of the material.
6. Soundness: Resistance to weathering shall be determined in accordance with the current ASTM Method of Test, Designation C88, using sodium sulfate. A loss not in excess of 5 percent for 10 cycles will be permitted.
F. The final ballast sections shall correspond to those indicated on the Contract
Drawings. Ballast shall be regulated to provide a level ballast section with the top of ballast at the top of tie elevation and to extend 12”past tie ends.

G. The top of the ballast section is to be maintained in satisfactory condition, true to line and grade, and free from contamination. If during construction operations, portions of the ballast become contaminated with foreign materials; such contaminated ballast shall be removed and replaced. Cost of all such removals, replacements, regrading and compaction shall be born at the sole cost and expense of the Contractor.
2.2 NEW TIES and SWITCH (TRANSITION) TIMBERS
A. General: Conform to AREMA Manual, Chapter 3, Part 11, Specifications for Timbers, except as supplemented and modified herein:
2. Size:
a. Dimensions of timbers shall not be averaged.
b. Standard Crossties to Conform to AREMA Chapter 3.9.1 Specifications for timber industrial grade crossties 7” X 9” X 8’ 6”.
c. Transition timbers shall be new AREMA Grade 5, 7” x 9” with lengths sized in accordance with the contract plans.
3. Sawed tops, bottoms, and sides. Make top and bottom sides parallel and cut ends square.
4. Anti-Splitting Devices:
a. General: Install end plate anti-splitting devices in both ends of all timbers prior to treatment.
b. Steel End Plate: Eighteen-gauge galvanized sheet steel, sized to cover a minimum of 75% of the end of the tie and centered on the end of the tie.
c. For end plate application, clamping machines shall have a clamping capability of 250 pounds per square inch. Ties shall be clamped, and end plated in one continuous operation.
5. A tie will be considered straight when:
a. The centerline of the top of the tie is at no point more than 2- inches away from a straight line drawn along the top from the middle of one end to the middle of the other end.
b. The centerline of a side of the tie is at no point more than 1-inch away from a straight line drawn along a side from the middle of one end to the middle of the other end.
B. Transportation and Handling:
1. The Contractor shall be responsible for the safe transportation and handling of all timber products. Any timbers damaged in shipment will be rejected by the Contracting Officer and replaced by the Contractor at no cost to the NPS.
2. Timbers shall be bundled and shipped in groups according to type, size and length. Crossties specified as AREMA 7 "Grade Crossties" shall be grouped together.

2.3 OTHER TRACK MATERIALS (OTM)
A. General: All OTM shall be fully compatible with 132# rail sections, be new and manufactured for use with a 6 inch rail base.
B. Tie Plates: The Contractor shall replace all tie plates within the work limits with new 7-3/4" by 14" double shouldered tie plates as approved by the Contracting Officers Representative. For temporary work, all released tie plates may be used if satisfactory to the Contracting Officers Representative.
C. Steel Cut Spikes: Tracks spikes shall be new, 5/8 inch by 6 inches long under the head and conform to AREMA Manual, Chapter 5, Part 2, "Soft Steel Track Spikes".
D. Rail Anchors: Rail anchors shall be new and installed to AREMA standards and shall be spring type. "Trueloc" as manufactured by True Temper, "Unit Spring Anchor” as manufactured by Unit Rail Anchor, or approved equal suited to the rail section at the required location are acceptable.
E. Tie Plugs: 5/6 inch square as specified in the AREMA Manual, Chapter 3, Part 1, sub-paragraph (7). Tie plugs shall be treated.
F. Rail: New continuous welded rail 132RE section meeting AREMA classification in accordance with Chapter 4, Part 2 of the AREMA Manuel. All rails shall be Number 1 rails acceptable for welding. No A rails will be accepted. Ends of rails may be drilled for bolt holes at 9 ½” X 6”.
G. NOT USED

2.4 FIELD WELD KIT
A. Provide self-tapping, thermite weld type as manufactured by Boutet, Orgo-Thermit, Calorite or approved equal. Obtain approval from the Contracting Officers Representative for the weld kit to be used.
2.5 GEOTEXTILE FABRIC:
A. Type 1 Geotextile Fabric shall conform to AREMA Section 10.1.2 Material Requirements (1989) Table 10-2 Heavy (12-16 oz/Sq. Yd.)
3.1 GENERAL

A. The Contractor shall arrange for location and marking of third-party and railroad utilities, fiber optic lines and conduits within the project limits. The Contractor shall not begin work without a thorough understanding of these locations.. Contact the Ohio Utilities Protection Service (OUPS) at 800 362-2764, forty-eight, (48) hours in advance of any excavation.
B. All existing facilities, signs, markers, etc. at or near the work area are to be protected from damage or interruption. The Contractor shall repair or restore any such damage at no expense to the NPS.
B. The contractor shall perform All work with care so that existing features or materials will not be damaged. Such features or materials damaged by the Contractor shall be repaired or replaced in a manner satisfactory to the Contracting Officers Representative, and at the expense of the Contractor.
3.2 TOLERANCES
A. Gage, alignment and surface tolerances are as described in Paragraph 1.3.C in this
Section.
3.3 TRANSITION TIE INSTALLATION
A. All timbers to be replaced will be marked by COR (Contracting Officer Representative) prior to contract award. New timbers will be installed in same locations as the old timbers.
B. Where temporary bolted joints are needed, joint ties must be carefully located and centered for proper joint support. Class 1 and Class 2 track shall have one crosstie whose centerline is within 24 inches of each rail joint location.
C. Timbers shall be placed at right angles to the rail. Skewing in excess of 1-inch measured at the gauge line shall not be permitted.
E. Place timbers with the heartwood down and square to the rail. Do not damage ties with spiking hammers or picks when handling or spacing ties. Use tie tongs, lining bars and other suitable tools or tie spacing equipment
F. The bottom of rail, tie plates and bearing surface of the tie shall be free of mud, dirt or other foreign matter that would prevent full bearing.
G. Typical tie spacing from each tie shall be approximately 19” to 19.5” from centerline of ties

3.4 PLACEMENT OF BALLAST
A. Following timber and tie replacements, new ballast shall be distributed in the cribs and shoulders of the track structure. Sufficient ballast shall be distributed prior to surfacing to attain maximum efficiency of the tamping cycle to retain the tamped ballast without loss of compaction and to achieve the specified ballast section after final regulation by an approved method.
B. Remove full depth existing ballast under transition ties and replace with new ballast.
3.5 TRACK SURFACING AND LINING
A. General: Surface track in a manner so that the profile runoffs will run through the tie-in points as indicate on the Contract Drawings.
B. Accomplish out-of-face raising using a torsion beam tamper with lining equipment designed as an integral part of the tamper or approved equal. Obtain approval from the Contracting Officer for the proposed track surfacing equipment prior to starting this work.
C. Raising and Tamping:
1. The elevation of the track surface through the work area is detailed on the Contract Drawings. This shall be strictly adhered to unless otherwise approved in writing from the Contracting Office
2. Track surfacing and aligning will not be permitted until the cribs are filled with ballast, nor will such work be permitted when the rail temperature is higher than 110° Fahrenheit. Surfacing of curved trackage shall not be permitted when the rail temperature is below 60° Fahrenheit.
3. Tamp ballast with a 16-tool vibrating squeeze-type mechanical tamper with the tamping tools being inserted by separate vertical and horizontal strokes.
Make no less than two full tamping insertions per tie, or as otherwise directed by the Contracting Officer, to insure uniform ballast compaction under the tie.
4. Tamp every tie for a distance of 15 inches from either side of the centerline of each rail. Do not tamp ballast at the tie's center (except where directed by the plans in certain road crossings), but fill this space with ballast to conform to the indicated section.
D. Detailed Lining:
1. Detailed lining shall consist of lining the track to correct existing imperfections.
This may be accomplished by the use of lining equipment designed as an integral part of the tamper or by the use of a separate automatic track liner.
Either a track lining wire or a light beam may be used for referencing.
2. The liner shall have the capability of shifting track laterally without raining ties out of their bed.

E. Dressing Ballast:
1. Mechanically dress ballast for entire work area to provide the proper ballast section as shown on the Contract Drawings, with ballast level with the top of the tie and 12” past the tie ends. After dressing the ballast remove or redistribute any remaining excess ballast as directed by the Contracting Officer.
2. No ballast shall be permitted to remain on top of ties, tie plates, or the base of the rail nor permitted to block drainage ditches, drainage inlets, outlets or catch basins.
F. Downed Ties:
1. If any ties lose contact with the rail for any reason during the surfacing operation, the Contractor shall pull the spikes, clean out any ballast between the rail, tie plate and tie, tamp the tie tight against the rail, plug the old spike holes and respike the tie with new spikes.
G. High Spikes:
1. After the surfacing operation, any "high spikes" (i.e. spikes not driven to proper depth either before or during this Contract) in either new or existing ties, they shall be adjusted as follows:
a. Spikes with less than 2 inches between the spike head and the rail shall be re-driven to the proper depth.
b. Spikes with 2 or more inches between the spike head and the rail shall be pulled, plugged, and new spikes driven.
3.6 THERMAL ADJUSTMENT AND ANCHORING (NOT USED)
3.7 SPIKING
A. Standard tie plates shall be fastened with 2-rail holding spikes. Curved trackage of 2 degrees or more shall have one additional plate holding spike on the gage side of the outside rail.
B. Track spikes must be started and driven vertically with face of shank in contact with rail and square with rail so that face of spike will have full hold on rail base. Damage to tie timber fiber must be minimized; goosenecks or drawing of rail in spike driving will not be permitted. Spikes shall be set down after traffic has settled the tie plate into the tie. Care must be taken not to overdrive, and rail must not be gaged or struck with spike maul or other tool. Power spike drivers are preferred.
3.8 JOINT TIGHTENING OF TEMPORARY JOINTS
A. Bolts shall be fitted with approved spring washers and shall be tightened by a power driven track wrench to produce bolt tension of 15,000 lb. to 20,000 lb.

3.9 FIELD WELDING
A. Use approved field welds to join insulated joint plugs to existing rails and rails within the crossing area for both temporary and permanent connection.
B. Make field welds using an approved thermite weld process, which requires a separate and distinct preheat phase. Only self-tapping processes are acceptable. Conform to AREMA Manual, Chapter 4, Part 2, "Thermite Welding - Rail Joint", except as modified in this Section, and as follows:
1. Minimum distance between welds on the same rail shall be 14 feet, unless approved in advance by the Contracting Officer.
2. Lay strings so that welded joints in the opposite rail will be staggered a minimum of 21-1/4 inches. Field welds in opposite rails shall not be made between the same two ties.
3. Align rail ends to avoid mismatch and to provide both vertical and horizontal alignment. Use a straight edge at least 36 inches long to align the rails.
4. Rail gap: Conform to the weld kit manufacturer's recommendations for the process being used. Maintain the rail gap during the entire welding procedure, and for 15-minutes after completion of the weld.
5. Finishing:
a. Immediately after welding, remove excess weld material using a mechanical shear or chisel and a grinder. Use of a cutting torch will not be permitted.
b. Remove mold material from the web zone.
c. Notches created due to offset condition shall be eliminated by grinding to blend the variations.
d. Perform all grinding in a manner to minimize the rise in rail temperature. Concentrated grinding which excessively raises the rail temperature will not be permitted.
e. Remove all fins on the weld resulting from grinding drag.
f. Perform finish grinding with a profile grinder.
g. Perform finish grinding after the rail has cooled sufficiently so that no further thermal contractions or dipping of the joint will result.
h. Finish web zone to plus 1/8 inch or minus 0.00 inch of the parent section.
i. Perform heavy grinding on hot metal immediately following welding to reduce metallurgical damage.
6. Finishing Tolerances:
a. Rail head, top and sides: Plus 0.010 inch or minus 0.00 inch of the parent section.
b. Base: Plus 1/8 inch or minus 0.00 inch of the parent section. Finish to eliminate visible cracks.
