FY 21 RR Tamping – CUVA Questions and Answers listed below:
QUESTIONS:
Question # Question Answer/Response
1. Does NPS know if there are going to be other contractors performing work in the areas of the proposed track maintenance during the duration of this project, if so what work will be performed?
No other contractors will be performing work at this time, but NPS may need to be in the area to perform normal maintenance procedures
2. In Section 02450 paragraph 3.4.B says to remove full depth existing ballast under transition ties and replace with new ballast. How many transition ties are there? Does this include sub ballast, if so what are the specifications for the sub ballast?
Our transition ties vary from bridge to bridge. 0-5 ties is typical.

3. In Section 02450 paragraph 1.7.B “all work must be done without disrupting normal and special excursion train runs.” How many trains run per day during the duration of this project? When will the special excursion trains run and what times are the schedule train runs?
CVSR can provide a schedule (timetable) of regular train traffic.
Contractor will be in contact with CVSR every time they are on the track and they will inform of any special trains to be run and schedules of.
4. Page 21 Paragraph B specifies Crushed Trap Rock which is not local to Ohio and will be very expensive to ship in. Please advise if crushed limestone and/or granite ballast would be acceptable? If not, does CVSR have a preferred supplier for No. 4 trap rock?
There are abundant suppliers of track ballast in the local area. The awarded vendor can be provided with a list of suppliers.
5. Is there a location on site for stockpiling the ballast adjacent the track?
There is a yard in Everett village to stockpile ballast. There is a significant supply available at this location.
6. Paragraph D. page 4-5, track must be returned for revenue service at the end of each day, are there any consecutive days where track timbe would be available?
CVSR can provide a schedule (timetable) of regular train traffic.

7. Who is responsible for the signal while the crossing is shut down
Contractor
8. Would it be acceptable for the contractor to provide their own qualified flagman or are we required to utilize the CVSR flagman and pay $50.00 per hour to the Railroad?
Yes, it would be acceptable. They will need to be trained by CVSR and the contractor’s expense.
9. Paragraph 3.5 page 25, “Surface track in a manner so that the profile runoffs will run through the tie-in points as indicate on the Contract Drawings”. There were no drawings with this package, please provide the drawings.
There are no contract drawings.
10. Is a track chart available?
A map will be provided as an attachment to the amendment.
11. Should tax be included in the bid?
No. Government is Tax Exempt.
12. Is there a warranty required for the work? Warranty on construction labor shall be 1 year from final acceptance of the project. Page 31
– 3.16 B
13. Are you able to provide a quantity of turnouts that are to be included in the surfacing?
The surfacing is to be done on the main line of the track. There are four turnouts that are within the contract limits.
14. How will the length of track be calculated for turnouts surfaced?
Turnouts are not getting surfaced at this time
15. Paragraph H.1, page 33 says “raising, lining, tamping and, regulating the existing and new track work outside of the limits of the grade crossing surface as indicated on the contract plans to bring the new track elevation up to that indicated on the contract plans”.
Please provide contract plans showing elevation.
I believe this was a leftover from a past Contract. Disregard this portion of the document.
16. Is this a prevailing wage job?
This project will be subject to the wage determination listed in the solicitation.
17. Who will mark the wires around signaled crossing protection?
Page 3 paragraph I. Contractor to contact Ohio State One-Call Utility Org.
18. Who will we need to coordinate with to jumper up crossings when we are working near them?
Work with CVSR they have a signal maintainer on contract. This will be at contractors’ expense
19. Who will be responsible for paying for the signal work at these crossings? If the successful bidder is responsible, what are the hourly rates for this work?

20. How many crossings total are in the project area? How many have active (gates and/or flashers) protection?
There are 15 crossings and 7 of them have gates and lights
21. How many bridges are in the project area? How many are open deck?
There are 5 bridges within the 10 mile section and all are open deck.
22. How many turnouts are in the project area? How many of them does the track owner want surfaced?
4, none are to be surfaced in this contract
23. What length work windows can we realistically expect on days when trains are running?
The Train schedule varies and will need to be verified prior to work commencing. Typical operation are Wednesday through Sunday and Monday/Tuesday it does not run except for special train excursions.
24. What is the total desired raise in inches?
0. tamping and aligning to maintain the track geometry to track specifications in section 02450 Railroad Work 1.3 Quality Control, C. Maximum Allowable Tolerances, 3. Surface Page 18.
Plus adding ballast to track shoulders to create a 12” box end on ties where needed.
25. Are there any overhead obstructions to be aware of that may be a concern after raising the track?
Not that we are aware of.
26. Can we get some pictures of representative areas of the track?
It would be hard to give pictures of the 10 mile section of track.
Rough field notes will be attached to the amendment but are do not encompass all the work that needs completed.
27. Are there any station platforms in the work area that we need to be aware of in order to ensure that platform height is kept within the required limits?
The area around the Boston Depot.
Peninsula Depot right by Lock 29 Crossing, The asphalt pad is used for the trains ADA car.
28. Are there any active sink areas within the work limits?
The only small sinking area is around MP54.2.
29. Is there any piling (buried or otherwise) along the track that we need to be aware of due to the hazards that these present to equipment?
Not that we are aware of. There are some shallow culverts in some areas of the tracks and will need to watch for those.
30. If a rail breaks during surfacing operations who is responsible for repair, contractor or CVSRR track crew? If the contractor is responsible, what rail weights and sections are in the work area? Can the rail be barred or must it be changed out?
If the rail breaks because of cause from the contractor, it will be the contractor responsibility to fix.
Joint bars can be installed for a intern control measure to allow the train to operate. The rail must be repaired according to the CWR rules.
31. Please provide daily rate/cost of CVSR signal maintainer and scheduling notice required.
NPS owns the Signals but CVSR maintains the signals. Will need to coordinate that rate with CVSR.
32. Will all additional ballast that is required to fill cribs and sustain 12” box end shoulder above 195 tons be provided by CVSR?
Yes, the pile at Everett Stock yard is where the rest of the Ballast.
33. If contractor provides flagman, what are the training requirements/timeline and cost associated per CVSR. If an outside flagman is sourced does CVSR have an approved flagging company and any additional requirements?
The training and cost will need to be coordinated with Cuyahoga Valley Scenic Railroad.
I am not aware if CVSR outsources an approved flagman.
34. Will contractor be required to provide a laboratory approved ballast sample prior to delivery or will documentation from the quarry be sufficient?
Is contractor required to have a Project Manager and/or
The test from the Quarry will be sufficient.

on site the entirety of the job but will need to be readily available.
The superintendent will need to be on site when the contractor or subcontractor is performing contract work. A project lead should be identified and be on the job.
35. In regards to any downed crossties after the tamping application, is contractor responsible to have a crew on site to repair and/or provide any additional ties to replace?
No, If contactor damages the crossties the contractor will be responsible for replacement.
36. Are there anticipated road closures for any of the (7) gated crossings? If so would we be responsible for coordinating any detours and/or road closure(s)?
The Park does not anticipate road closures. If the contractor will need the closure to complete the project, contractor will need to coordinate the closure with local road departments.
37. Please provide payment terms and retainage. Progress payments can be requested during the period of performance, 1 per month. Final payment will be made once all required paperwork is received by the government after completion of the project
