For (1) Sterilizer (1) Washer/Disinfector for SPS Redesign

2. Contract Title. Charleston Annex SPS construction

3. Background. The intent of this contract is for the Ralph H Johnson Veterans Affairs Medical Center to procure necessary washer/disinfectors, Ultasonic, reprocessing sink and sterilizers for the SPS design project which will conform to standardization of equipment.

4. Scope: The procurement of this equipment is intended to outfit the SPS Department with equipment that will wash, decontaminate, and sterilize surgical instruments, containers/basins, some medical equipment, and other products/devices used throughout the medical center.

Along with the Department of Veterans’ Affairs’ Office of Construction & Facilities Management, the Association for the Advancement of Medical Instrumentation (AAMI) 15883 provides operational standards for the Department which aid in selecting appropriate equipment. The combined standards provide a best practice approach to infection control processes, worker safety, department productivity, operational cost savings, and equipment uptime.

5. Specific Tasks. The intent of this contract is for the Ralph H Johnson Veterans Affairs Medical Center to procure (washer/disinfectors, Ultasonic, reprocessing sink and sterilizers for the SPS design project which will conform to standardization of equipment. All salient characteristics specifically mentioned below must be met to be considered for procurement for this equipment.

Washer/Disinfector

• Reliance Vision Single-Chamber, Electric 460-480v, 60Hz, 3-phase Reliance Vision™ Single-chamber Washer/Disinfector unit comes with many innovative capabilities. This washer offersfast, optimized cycles, a touch screen PC control that can interface with instrument tracking and OR scheduling, longer spray arms and overlapping spray patterns improving coverage, integrated flow meters that closely monitor chemistry injection rates, and is AO compliant.

• Impingement from the dual speed pump: high pump speed provides equivalent capacity of an 11.7 hp (8.7KW) motor and low pump speed provides the equivalent capacity of a 2.95 HP (2.2KW) motor, a larger chamber size allowing more instruments to be cleaned per cycle, andflow meter monitoring to prevent wasted chemistries.

• Chamber insulation must be encapsulated in sheet metal

• Door must be double paned tempered glass with vertical slide type and pneumatically activated.

• Full coverage spray pattern to include cross pattern spray and corner arm spray nozzles.

• Include dual speed stainless steel pump to provide drip proof frame, magnet starter, overload protection and sealed bearings.

• Service access must be through easily opened panel(s)

• Washer/disinfector must not require service on either side of the chamber so washer/disinfector can be installed side-by-side so as to fit within the space appropriately -as per footprint of new design area – and will not increase footprint of decontamination area.

• Standard cycle of 27 minutes using current chemistry of Prolystica Ultra Concentrate.

• Productivity to include processing of 510 trays for two washers per 8 hours. Full sized American trays must fit on racks without hanging over to allow for complete decontamination of trays.

• Water consumption per cycle no greater than 39 gal/cycle.

• Intuitive LED touch-screen control panel with color coded cycle indication, preset processes, and icon based indicators.

STERILIZERS

• Request is for a Steris Evolution Sfpp 42 In Elec Dd Hng Lr R2W 480V 26x37.5x42” Evolution Prevac/SFPP Steam Sterilizer, Hinged Door.

• The Amsco Evolution steam sterilizer features a high capacity chamber that has been validated to sterilize up to 300lbs of instruments.

• Steam Flush Pressure Pulse (SFPP) cycle can eliminate the need to run a Bowie-Dick test.

The solid 316L stainless steel pressure vessel has a fully fabricated jacket design to provide even heating and minimize the formation of condensation on the chamber interior.

• The chambers shall be elliptical in shape to maximize product minimizing footprint; for minimal welding and maximum strength: and pressure distribution.

• This eliminates touching or moving hot cart which is a safety and economic issue.

• Chamber insulation must be encapsulated in sheet solid 316L stainless steel construction.

• Chamber must have steam activated one-piece door gasket.

• Manual door lock mechanism on hinged door, with ergonomic loading equipment feature.

• Steam valves must be pneumatically controlled.

• Service access must be through easily opened panel(s) on the on both sides of the machine only

• Instrument tracking interfaces with current Censitrac instrument tracking system.

• All steam wetted surfaces, including piping, must fit existing utilities and drains.

• Loading carriage with cool touch handles to allow for safe immediate handling of loads following cycle completion.

• Control system shall use PC control technology, and instrument tracking interface.

• Must include a large backlit 8.4” display with countdown display and cycle status indicator, separate from the main control display.

Innowave PCF

• Sonic Irrigation to both the interior and exterior of the lumened items

• Power flush of the interior of the instruments up to 44 PSI

• Thermal disinfection

AMSCO Drying Cabinet

• Tempered glass doors so the operator can view the equipment drying

• HEPA filtered chamber air

• HEPA air purge connectors for lumens (Optional item but included in your quote)

• Cabinet or passthrough model available

• Touchscreen control tracks drying time per shelf

• Internal cabinet LED lighting

• Removable stainless steel drip pan

6. Performance Monitoring: Not Applicable – once procured and delivered, contact will be completed – no monitoring required.

7. Security Requirements: The C&A requirements do not apply and a Security Accreditation Package is not required.

8. Government-Furnished Equipment (GFE)/Government-Furnished Information (GFI).

No GFE/GFI is needed or required for this contract.

9. Other Pertinent Information or Special Considerations. None at this time

a. Identification of Possible Follow-on Work: None at this time.

b. Identification of Potential Conflicts of Interest (COI): None at this time.

c. Identification of Non-Disclosure Requirements. None at this time

d. Packaging, Packing and Shipping Instructions. Equipment will be shipped to warehouse once construction begins and will be installed in new SPS area. Bio-Med and Electric Shops will need to inspect once installed. SPS Redesign location is 3rd Floor.

e. Inspection and Acceptance Criteria. Once equipment is received it will need to be installed by company and inspected by Bio-Med and Electrical Shop. Once all of this is completed, CO will be notified so acceptance can be completed and contract closed.

10. Risk Control: None at this time.

11. Place of Performance. Equipment will be placed in Ralph H. Johnson VAMC’s SPS Department – performance of this contract will be receiving equipment through the one-year warranty.

12. Period of Performance. Once equipment is received and installed through one-year warranty period.

13. Delivery Schedule. 10/5/2020 To be confirmed prior to delivery to ensure facility is ready to accept.
