Statement of Work Project: Acquisition of Scissor Lift for USDA Bldg. 154 Central Utilities Plant.

GENERAL INFORMATION

1.0 Scope of Work: Acquisition of new Scissor Lift for use in USDA Building 154

Central Utilities Plant. The new model unit shall be equipped with additional safety features to existing equipment.

2.0 Background: USDA Bldg. 154 requires equipment to operate continuously in all temperatures ranges and condition from extreme cold to extreme high heat. Lift devices to access equipment in this environment receive higher-than-normal use, wear and tear due to the exposure to environmental conditions within the building.

The equipment to be replaced exceeds twenty-five years and is in need of numerous repairs to maintain safety and compliance which would exceed the cost of new replacement lift.

CONTRACTOR REQUIREMENTS

3.0 Technical Requirements/Tasks:

• Unit shall be electric powered, 24 VDC, with 110-volt charger.

• Unit shall enable a working height from platform 26 ft.

• Unit raised platform height shall be a minimum 18’, maximum 20 ft.

• Unit stowed platform height shall not exceed 80” maximum.

• Unit overall width shall not exceed 32”.

• Unit overall stowed length shall not exceed 60”.

• Unit height stowed shall not exceed 80”.

• Unit working platform inside dimensions shall include L60” X W 30” and a roll out deck extension no greater than a 24”.

• Unit tire size shall not exceed 14” in diameter and tire type shall be solid.

• Unit turning radius inside shall not exceed 5” and turning radius and outside radius shall not exceed 60”.

• Unit maximum drive available at full height (elevated position) shall not exceed 0.5 mph.

• Unit Maximum Drive Speed (Stowed/position) shall not exceed 3.5 mph

• Unit Maximum Drive Speed (Elevated/Raised) shall not exceed 0.6 mph

• Unit Lift time with rated load shall not exceed 60 seconds.

• Unit Lower time with rated load shall not exceed 40 seconds.

• Unit wheelbase distance shall not exceed 60” with a 4” max ground clearance.

• Unit overall weight shall not be greater than 2,500lbs.

• Unit full height lift capacity shall not be less than 600lbs.

• Unit like Snorkel Model S3220MINI or equal.

• Quote shall include all delivery charges to place of delivery.

• Qty: 1 unit.

4.0 Deliverables/Schedule Delivery delivered onsite within 120 days from date of award or by the best negotiated timeline by the USDA Contracting Officer.

6.0 Evaluation Factors: Lowest Price Technically Acceptable, Equipment availability.
