Statement of Work

National Centers for Animal Health

24006 Water Tower Interior Paint Repair

USDA, Ames, IA

December 12, 2023

Project Requirements:

1.0 A. Background:

In Accordance with AWWA Standards, The USDA elevated water storage tank should be cleaned and inspected every three years. The storage tank was last cleaned and inspected in 2023.

The USDA elevated water storage tank is located at 1920 North Dayton Avenue in Ames, Iowa.

It is of welded steel, double ellipsoidal construction with a 500,000-gallon capacity supported on eight columns. The elevated water storage tank was erected by the Pittsburg Des Moines Steel Company in 1958 and measures 139 feet and 7/8 inches to high water level with a 39 foot and 7/8 inches head range within the container.

In 2018, NCAH completed safety improvements that included adding non-slip ladder rung covers, installing a 24-inch diameter manway into the wet riser, and extending the 30-inch diameter sidewall manway and balcony platform. Additional improvements included upgrading the vent, extending the overflow pipe down to grade, and adding bypass piping around the tower.

In 2019 the inside and outside of the Water Tower was recoated.

In 2023 the Water Tower was inspected (USDA Inspection Report Sept 2023).

B. Scope:

1. The contractor shall provide all services and material necessary for performance of the following task:

a. Coordinate is required between USDA staff and the cleaning, inspection and painting crews for the water tower to be emptied. USDA requires 3 weeks’ notice prior to start of on-site work.

b. Complete an examination of the interior coating system in accordance with current

American Water Works Association (AWWA) M42 “Steel Water Storage Tanks”, Occupational Safety and Health Administration (OSHA) 29 CFR General Industry Standards, National Association of Corrosion Engineers (NACE) International, Steel Structures Painting Council (SSPC) and Federal and State Homeland Security requirements to identify areas that require repainting. See USDA Inspection Report Sept 2023 as a reference (estimated 471 sq. ft.).

c. Clean the vertical stand/fill piping and, the interior of the water tower. Work will include opening the grade-level drain/inspection hatch on the standpipe and removing all accumulated settled material from the vertical piping. If required, the tank interior shall be cleaned using only water and hand tools. Any tools used inside the tower shall be disinfected prior to use. A power washer may be used if needed. The services shall include the collection and legal disposal of sludge cleaned from the water tower. Note: The tank interior was recoated in 2019 and cleaned/inspected in 2023 and is not expected to require cleaning. If light cleaning is required, then care must be taken to avoid damage to the coating.

d. Prepare, prime and paint all areas that show signs of rust and/or improper adherence to internal side of Water Tower in accordance with manufacturer guidance (see USDA Inspection Report Sept 2023 as a reference (estimated 471 sq. ft.)). Prime coat shall be Tnemec Series 91-H2O Hydro-Zinc (2.5 to 3.5 dry mils). Finish coat shall be Tnemec Series 22 Epoxy (25.0 to 30.0 dry mils).

e. Upon painting completion, the Contractor shall complete an on-site inspection with the

Owner and a third-party inspector and correct any failures noted. The contractor shall complete a written report of the inspection including documentation and photographs.

Complete an evaluation of the inspection findings with regard to compliance with industry standards, safety regulations, and compliance with current AWWA Standards. The evaluation shall include a general ranking of any deficiencies identified in order of importance to the safety of the water and structure; including critical for the safety of the structure, code/standard compliance, and improvements to extend the life or reduce operating or maintenance cost. The Contractor’s and third-party inspector’s time and services to accomplish the inspection will be conducted at no additional cost to the Owner.

The Contractor shall be responsible for the coordination, hiring, and costs for the third-party inspector.

f. Following all painting, cleaning and interior inspection, the interior and standpipes shall be disinfected in accordance with the most current version of AWWA C652 “Disinfection of Water Storage Facilities.” The disinfection procedure shall be approved by the Owner and/or COR prior to implementation. Disposal of disinfection rinsate will be coordinated with Owner and legally discharged into the site sanitary sewer.

g. Following disinfection and prior to placing the tank into service, no less than two (2) bacteriologically safe samples must be collected 24 hours apart. If either sample fails, the tank must be disinfected again, and another two (2) samples drawn as described above.

The samples shall be collected by the Contractor and sent to a testing laboratory as directed by the Owner and/or COR using containers obtained from the stated laboratory for that purpose. All costs will be paid by the Contractor. A copy of the sample results shall be provided to the COR for project documentation.

h. At the end of on-site work, the crews shall clean up all debris and material used by the crews on site and shall leave the work area in a clean, safe, and operable condition. All products shall be disposed in accordance with all Federal, State and Local codes.

i. Coordinate with USDA staff to refill the water tower and return it to service.

C. Contractor/vendor Qualifications:

1. Completion of five equivalent paint projects in the United States.

2. If plural component coatings are to be applied, provide certification of training or equivalent documentation to verify qualifications to apply plural component coatings.

a. (Comply with the requirements of Section 4, SSPC: Coating Application Standard

No. 14.)

3. Use of Subcontractors shall require prior written approval of the Engineer and Owner at least 7 days prior to the preconstruction meeting.

4. Upon completion of all work and prior to final payment, the General Contractor shall be required to certify that all work including that of Subcontractors has been completed and inspected in strict compliance with the Drawings and Specifications.

D. Project Timeline:

1. All work will need to be scheduled with the Government’s representative. Contractor shall be given 365 days from the “Notice to Proceed” to complete the project.

2. Due to operational conditions on the USDA campus, this service may only be conducted from March 15th through October 31st. The service work must be completed within a 45-day timeframe starting at initial draining of the tank and ending once the water tower has passed disinfection tests, has been filled, and has been turned back over to the USDA to be placed into service.

E. Warranty:

1. The Contractor guarantees all material and equipment furnished and all Work performed for a minimum period of 12 months from the date of Substantial Completion of the Work.

The Contractor guarantees that the Work is free from defects due to faulty materials and workmanship and shall make corrections to the Work if defects exist, whereupon a 12 month guarantee period for the corrected Work will commence upon acceptance by the Owner.

2. Within the 8th month after substantial completion, the Contractor shall complete an on-site inspection with the Owner and a third-party inspector and correct any failures noted.

The contractor shall complete a written report of the inspection including documentation and photographs. The Contractor’s and third-party inspector’s time and services to accomplish the warranty inspection will be conducted at no additional cost to the Owner. The Contractor shall be responsible for the coordination, hiring, and costs for the third-party inspector.

3. A minimum of 3 weeks’ notice shall be provided prior to the warranty inspection.

4. The Contractor shall clean the vertical stand/fill piping and, the interior of the water tower. If required, the tank interior shall be cleaned using only water and hand tools. Any tools used inside the tower shall be disinfected prior to use. A power washer may be used if needed. No work shall be conducted that would void the existing coating warranty.

5. Following all cleaning and interior inspections, the interior and standpipes shall be disinfected in accordance with the most current version of AWWA C652 “Disinfection of Water Storage Facilities.” The disinfection procedure shall be approved by the Owner and/or COR prior to implementation. Disposal of disinfection rinsate will be coordinated with Owner and legally discharged into the site sanitary sewer.

General Requirements

1.01 Work Restrictions & Conditions

A. Site Security Access

1. Access to the construction site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the main site entrance gate and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the workday. A current government-issued identification with a picture ID is required for entry.

2. Access to each individual site shall be arranged by the Contracting Officer's Representative according to the schedule submitted by the contractor and approved by the Contracting Officer’s Representative. The contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal flow of visitor and employee traffic.

3. Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.

4. The Contractor shall use only the service roads and access routes approved by the Contracting Officer’s Representative.

5. Work shall be generally confined to the immediate area of the Water Tower. Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project.

Reasons included, but are not limited to, disease control and health requirements.

6. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.

7. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.

B. Work Hours: Regular work hours for the site are 7:00am to 4:30PM, Monday through Friday, excluding Government holidays. Requests for exceptions to this schedule shall be made in writing forty-eight (48) hours in advance and approved by the Contracting Officer's Representative.

C. Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires Contracting Officer’s Representative (COR) approval in advance. Make application to the COR at least 5 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements. Requests shall include the exact dates, hours, location, and purpose of the exception. If approved, the COR will coordinate access with the site security office.

D. Construct Work in stages to accommodate Owner’s use of premises during construction period. Coordinate construction schedule and operations with Contracting Office’s Representative (COR).

E. Coordinate use of premises under direction of the COR. Contractor shall confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of Contract Documents, and shall not unreasonably encumber premises with construction equipment or other material or equipment.

1. Assume full responsibility for protection and safekeeping of items under this Agreement, stored on site.

2. Move any stored items, under Contractor’s control, which interfere with operations of

Owner or separate contractor.

3. Obtain and pay for use of additional storage or Work areas needed for operations.

F. Owner will occupy premises during entire period of construction for conduct of its normal operations. Coordinate with Owner’s Representative/COR in all construction operations to minimize conflict, and to facilitate Owner usage. Contractor shall at all times conduct its operations as to ensure least inconvenience to Owner.

1.02 Security Clearance Requirements

A. Use of Premises

1. Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the work is approved.

2. Keep driveways, entrances, walkways, and doorways serving premises clear and available to the Government, employees, visitors and emergency vehicles at all times.

Do not use these areas for parking or storage of materials.

3. Limited parking may be available on the site away from each facility.

4. The contractor shall provide a list of all staff employees that will be working on the project to the Engineering Project Manager (EPM) a minimum of three days in advance.

The contractors that will be onsite will be required to provide a valid driver’s license and be a valid United States Citizen to be able to access campus.

5. Once onsite, contractors will be escorted by a USDA employee to the location of the work and will be escorted at all times while onsite.

B. Adherence to Security Policies and Procedures

1. The Contractor shall adhere to all Site, APHIS and USDA security policies and procedures including Code of Federal Regulations Requirements, Standard Operating Procedures, Security Directives, Security Procedures, General Orders, Post Orders and any applicable Government Policies and Procedures.

a. Failure to adhere to or violation of any above listed requirements, procedures, directives, orders and/or policies may result in criminal prosecution or contractor representative or contractor employee (violator) removal.

1.03 Intent of Contract Drawings

A. Government provided drawings, henceforth referred to as “Contract Drawings”, do not attempt to show complete details of building construction that may affect installation.

Government provided diagrams of proposed systems are for reference only and do not necessarily show physical arrangement of all equipment and/or maximum number of devices. Minimum system requirements are shown.

B. Devices are shown diagrammatically only. System layout does not necessarily show maximum number of system components and should not be used for obtaining quantities for linear runs of conduits and wires.

C. Locations of existing and Government concept devices are approximate and may be distorted for clarity in representation.

1.04 Regulatory Requirements

A. The equipment materials, installation, workmanship, and operation shall conform to the most stringent applicable requirements of the most recent editions of the associated publications, in the below section and in the attached specifications unless otherwise noted:

1. National Fire Protection Association (NFPA)

a. NFPA 101 – Safety to Life from Fire in Buildings and Structures.

b. NFPA 1 – Uniform Fire Code

c. NFPA 5000 – Building Construction and Safety Code

2. Underwriters Laboratories, Inc. (UL)

a. Appropriate UL Standards

3. State and Local Building Codes as adopted by the Authority Having Jurisdiction (AHJ).

1.05 Coordination

A. The contractor shall coordinate all work with the Contracting Officer's Representative. In general, Owner will need a minimum of three weeks’ notice to prepare spaces in preparation for contractor to come in and complete work.

B. The contractor shall submit a schedule for review and approval by the Contracting Officer's

Representative within ten (10) days of task order award.

C. The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.

1.06 Special Provisions

A. The Contractor shall confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged.

B. Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the contractor shall be refinished to match original condition.

1. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.

2. Patching material, paint color, paint material and paint application methods shall be approved in advance by the Contracting Officer’s Representative.

C. No building structural members shall be cut or altered without prior approval of the Contracting Officer's Representative.

D. Any damage resulting from contractor's operation shall be brought to the attention of the Contracting Officer's Representative immediately.

E. The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.

F. The contractor shall move all materials, and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the Contracting Officer's Representative.

G. The contractor shall provide proper safety equipment to workers and ensure a safe environment for employees and the general public at all times. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.

1.07 Temporary Facilities

A. Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any utility connections.

B. Telephones: The Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.

C. Construction Trailer: The Contractor may locate a job trailer to the site. Location and services shall be coordinated with the COR prior to delivery of any materials and/or construction beginning on site.

D. Toilet Facilities: A temporary toilet facility shall be provided by the contractor.

E. Dumpster/Roll-off: The Contractor may locate a dumpster/roll-off to the site. Location and services shall be coordinated with the COR.

1.08 Confined Space Program:

A. The Contractor and/or subcontractor employees who will be entering Confined Spaces shall be adequately trained and equipped for access and extraction. The Contractor shall provide all ventilation equipment, air quality monitoring, harnesses, and other safety equipment as appropriate for OSHA compliance. The Contractor’s Confined Space program shall substantially conform to the NCAH plan.

B. The Contractor shall submit a written copy of their plan(s) for acceptance by the COR prior to entry into any confined spaces.

C. The Contractor shall provide copies of entry logs and monitoring to the Owner’s

Representative at any time requested during the project effort.

1.09 Lock-out/Tag-out Program:

A. The Contractor and/or subcontractor employees who will be working on the job will apply a lockout/tagout (LOTO) process to control dangerous energy sources. The Contractor/subcontractor shall have a LOTO program established and use Contractor LOTO locks, tags, and procedures.

B. The Contractor/subcontractor shall review their LOTO program with NCAH FEU personnel to coordinate LOTO programs before implementing LOTO.

1.10 Hot Work Plan:

A. The Contractor/subcontractor shall have a written plan in place to manage the safety and fire hazards associated with hot work. The Plan shall include fire watch and all other requirements in accordance with OSHA. The Contractor/subcontractor shall maintain written records of hot work until final acceptance of the project and shall provide copies to the Owner’s Representatives at any time requested.

1.11 Submittal & Shop Drawings Procedures

A. Submittal Register: At the beginning of the project, the Contractor will provide a Submittal Register identifying all the items called out in the Specifications for submittal to the COR for approval. The Contractor will update and maintain the Submittal Register to show the current status of all required submittals.

B. Submittal Requirements

1. Format: There is no formal submittal transmittal or format for this project other than the documents shall be submitted as PDF files, scanned or created in documents that can be easily read when printed on 11x17 sheets. Exceptions for larger sheet sizes will be considered by the COR. Failure of the Contractor to provide legible submittals will be adequate grounds for rejection.

2. Identification: Submittals shall be labeled and marked for this project. The identification shall include: Contractor/subcontractor’s name, date of submittal, description of item, specification section, and details on product data that are marked clearly for this project.

C. Submittal Procedures: All submittals will be in PDF form emailed to the Contracting Officer and Contracting Officer’s Representative. The reviewed submittals will be emailed back to the Contractor upon approval or disapproval. This same submittal process will be used for RFIs, Change Bulletins, etc.

D. Approved Submittals: The approval/acceptance of submittals is not to be construed as a complete check. Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist.

E. Submittal items for this project:

1. Safety Plan.

2. Interior Surface Preparation.

3. Interior Prime Coat.

4. Interior Finish Coat.

5. Application Standard.

6. Disinfection method.

1.12 Close-out Submittals

A. Warranty Documentation

1. Warranty List: Provide a warranty summary sheet in spreadsheet format with all the warranties listed by section, description, supplier, warranty contact, start date, end date.

Provide electronic copy to the COR and place printed copy in the front of the Warranty Binder.

2. Warranty Copies in Binder: Provide one signed & dated copy of all warranties for valve/parts installed on the project. The Warranty binder shall be divided by Specification Section and shall be provided to the COR. An electronic (scanned) copy of the Warranty Binder in a PDF file shall be submitted with the final close-out documentation.

B. Operation & Maintenance Manuals: Contractor shall provide a printed copy of all Operation

& Maintenance documentation provided with the Water Tower Interior Paint Repair and place the manuals in an organized binder. The O&M Manuals shall be organized by specification section and shall have an index at the front of the binder. The Contractor shall also provide a PDF version of the Manuals to be submitted with the close-out documentation.

C. Record Drawings

1. Redline Specifications: During the construction period the Contractor shall keep an updated & marked-up or “redline” copy of the project specifications on the jobsite. The redline set shall include notes on changes, RFI responses, and other field notes. At the end of the project the Contractor shall electronically scan the redline specifications and provide an electronic copy in PDF to the Owner along with the close-out documentation.

2. Redline Drawings: During the construction period the Contractor shall keep an updated “redline” or “conformed” copy of the project drawings on the jobsite. The redline set shall include notes on changes, RFI responses, and other field notes. At the end of the project the Contractor shall electronically scan the redline drawings at full-size and in color, and provide an electronic copy in PDF to the Owner along with the close-out documentation.
