STATEMENT OF WORK (SOW)

for

“Replace Seed Cold Storage Rooms” at

Building 991 USDA ARS Soybean/Maize Germplasm, Pathology and Genetics Research Urbana, IL

Statement of Work (SOW):

1. The mission of this unit is to: 1) acquire, characterize, evaluate, maintain, utilize, and distribute germplasm accessions in the genus Glycine; 2) identify genes controlling traits of economic importance in soybean including seed yield, seed composition, and disease or pest resistance, and transfer those traits into improved germplasm; 3) investigate soybean genomic responses to microbial and pest interactions; 4) determine the genetic and pathogenic variability of soybean pathogens and pests, and the epidemiology of the diseases they cause;

5) improve management strategies for soybean pathogens and pests utilizing host genetics and knowledge of population dynamics; and, 7) acquire, maintain, develop evaluate, characterize, and distribute genetic and cytogenetic stocks of maize.

As a result of this research, cold storage for seeds is of paramount importance.

Currently there are three existing freezer/coolers; A (west), B (middle), and C (east). This Project generally consists of removing A and B freezers in their entirety and replacing with one (1) new freezer capable of achieving and consistently maintaining 0 degrees F (-18 C). This new freezer shall have a redundant refrigeration system. Existing cooler C shall remain, and the cooling equipment shall be demolished and replaced with new refrigeration equipment and components capable of achieving and consistently maintaining 39 degrees F (4 degrees C) at a relative humidity level of 28%. The existing stairs in the shop area that lead to the mezzanine level shall be moved west to allow for a larger area to place the new freezer. The stairs will be moved to where there is currently a closet/storage area—that closet/storage area will be demolished in its entirety.

There will be miscellaneous patching and repairs as a result of demolition work.

Additionally, the Project shall consist of all required electrical work needed for making the freezer, and cooler fully operational. There is an existing natural gas generator that backs up the freezers/cooler currently and this Project shall ensure that the electrical back-up continues in the same manner. Coordinate existing electrical service to align with new freezer and existing cooler rework.

2. This SOW consists of a written description of the work, pictures showing site conditions (that may or may not include additional written descriptions), existing drawing pages, specifications, referenced standards, existing components, and FAR Solicitation and Contract clauses that are identified in the complete Solicitation package. The SOW contents are complementary, except as may be indicated in FAR clauses.

3. Proposal shall include all work needed to meet project intent identified, and all requirements listed below in this SOW. The bidder is encouraged to field verify existing conditions prior to proposal submission.

11. The Contractor shall facilitate and coordinate review meetings, furnish the construction labor, materials, equipment, supplies, transportation, utilities, supervision, *safety equipment, project oversight, and incidentals for all elements of the work in accordance with this SOW to provide an installation that is complete and usable in every respect and ready for use by Final Completion date. * Note: Contractor is solely responsible for safety measures and conformance to applicable requirements.

Place signage at each room or area under construction indicating that the room/ area is under construction and is off-limits. Parking is available for free.

12. Coordinate all work activities with the Location prior to commencing work. All work shall be scheduled in such a manner that on-going research and normal day-to-day operations are not affected negatively. Contractor shall be aware that the work takes place in a Federal facility and all regulations and requirements for access must be strictly adhered to. Project shall be left broom-clean at the end of each workday.

13. NOTE: Basis-of-design products may be indicated in this SOW to convey a specified standard of quality and salient characteristics desired but are not to be considered a single-source specification.

14. The Contractor must compare and validate that quality and salient characteristics are equal and approve the proposed equal products prior to submission for Govt.

review and approval. Additional work required to incorporate Contractor-proposed equals shall be at the Contractor’s expense.

15. Contractor-proposed equal products shall be identified on their proposal, along with all documentation showing the product is equal to basis-of-design products and will meet required criteria.

16. Period of performance shall be: 150 calendar days after notice to proceed is issued by CO. All submittals shall be provided to and reviewed by the Govt. prior to commencing work at the site. Courtesy copies shall be provided to University of Illinois, if requested.

17. Existing conditions: Verify all existing conditions that may impact the new work and alert the CO immediately if conditions are discovered that differ from the SOW. Point out discrepancies--if they exist, prior to performing work. Verify adequacy of existing utilities. Items not identified in SOW may be treated as unforeseen conditions and priced according to standard FAR contract clauses.

Contractor shall provide (to Technical Representative and CO) daily* pictures that correspond with each daily field report of the Work underway. Note: * = daily meaning each day as the work takes place.

18. General Demolition Notes: Contractor is responsible for removing and hauling away all existing components, equipment, and the like that will need to be removed for a complete and functional project in accordance with SOW. Systems containing hazardous materials must be disposed of according to all applicable environmental standards. All items to be disposed of must be done so in a legal manner meeting all EPA requirements. Items slated for removal shall have surfaces patched to match adjacent, existing surfaces and finishes.

19. Demolition Work: Remove all existing cooling and dehumidification components at cooler C (east). Remove existing metal stair system in shop area and move west as indicated on attached photos and existing drawings. Demolish in their entirety freezers A (west) and B (middle). See attached photos for smaller items slated for demolition/removal.

20. New Work: Provide new equipment and all appurtenances needed to achieve cooling and dehumidification requirements for freezer/cooler C (east). No existing components shall be reused. Provide new freezer at shop footprint area (existing cooler area A and B) identified on photos and existing drawing page. Install 6” rubber cove base around exterior perimeter of new freezer Outside corners shall be wrapped and not preformed. Color and texture choices shall be from manufacturer’s standard choices.

a. Perform all work in accordance with manufacturers’ recommendations, instructions, most recent NEC and NFPA 54 ANSI Z223.1 requirements and:

i. in accordance with all local (Urbana), State, and Federal requirements, including Energy Star;

ii. confirm all as-built conditions that may impact the work;

iii. meet with Location personnel to coordinate work activities that may be disruptive;

iv. promptly provide a site report to CO and Technical Representative documenting all discussions, information gathered, who the discussions were with, and conclusions reached;

v. ensure all NEC grounding/bonding requirements are met as related to the installed equipment;

vi. test new equipment according to manufacturer’s recommendations.

Provide written documentation including a checklist to be submitted as part of the close-out documents;

vii. provide 4 copies (with 1 of the copy sent to the CO, 1 to the

Technical Representative, and 1 to the User of all manufacturer’s literature; including warranties), and various test documentation with the User and instruct on the proper care and maintenance required for the equipment. All instructions shall be followed-up in written format and the on-site oral instruction may include as many as 2 hours of actual instruction time (training time shall be a separate line item on the CSV). Provide “as-built” drawings (contractor may use existing drawing for red-lines), O + Ms, and copies of approved submittals;

viii. New and renovated electrical installations shall meet or exceed the requirements of the latest edition of the National Electrical Code (NEC) unless noted otherwise.

ix. Unless otherwise noted; conduit and wiring shall be used to route electrical circuits.

x. New electrical conductors shall be 600V, 90 degree C, copper, Type THHN/THWN complying with UL83. Conductors shall be stranded type. All conductors shall be color coded and wire labels shall be installed for easy identification. Match color coding currently used at the facility.

xi. New conduit shall be electrical metallic tubing (EMT) type. EMT shall be zinc coated steel metallic tubing complying with NEMA C80.3. Fittings shall be steel compression type complying with UL514B. All conduit and fitting shall be UL Listed for the application. Conduit shall be sized as indicated on plans. If conduit size is not indicated, conduit shall be sized in accordance with NEC except minimum size shall be ¾”. Exposed conduit shall be installed with conduit parallel to and at right angles to nearby surfaces or structural members.

xii. All new equipment shall have new disconnects.

xiii. The existing seed cooler room shall have an alarm system the same as specified in SECTION 11 41 21; 2.5.

xiv. Provide new condensate lines in accordance with manufacturer’s recommendations for new equipment.

xv. Refrigeration calculations/sizing shall be performed in accordance with 2022 ASHRAE HANDBOOK REFRIGERATION (Chapter 2) guidelines and manufacturer’s recommendations.

xvi. New compressor for existing cooler shall be as specified in 11 41

21 2.9; D.

21. Submittals:

i. Submit to USDA/ARS for review and approval of all items noted above, and other components intended for use on the project. The review by USDA shall be for general compliance with design documents. Markings for comments and approval of the submittals by USDA shall not be construed as releasing the Contractor from compliance with the specified requirements. Submittals shall use the Material Submittal Form included in this SOW.

ii. Shop drawings showing the new cooler lay-out, dimensions, how cooler fits in existing space, filler panels, as well as product data, color and texture choices, and manufacturer’s standard warranty shall be submitted. Generally, all components slated for use shall, at a minimum, have product data submitted for review by the government.

iii. A shop drawing showing the refrigeration components for the existing cooler shall be submitted and shall contain a general layout of the components, a list of components, as well as the sizing calculations used to determine sizing of components. See Attachment 2 showing an example of how the shop drawing should look.

iv. A shop drawing showing the re-attachment of the stairs shall be provided. All welds shall be performed by a workman skilled in the welding craft, and all connections shall be shown on the shop drawing—including attachment to existing structure. All welds shall have slag removed and a red oxide primer applied, followed by matching paint to existing.

v. USDA shall retain three (3) copies of the reviewed submittals.

Contractor shall furnish additional copies as needed for the Contractor’s use. Provide a *work schedule, and detailed Contractor’s Schedule of Value (CSV) for review prior to starting work at site, and as expeditiously as possible. CSV shall indicate labor and material costs for each Division of Work and shall contain a separate line item for onsite superintendent, general conditions, insurance and bonds. *= Work schedule shall also show submittal review dates considering a re-submittal. Note that the govt. may take up to 10 working days to return submittals.

vi. Photos of the work taking place each day, along with a daily report indicating workers present, weather conditions, differing site conditions encountered, and the like shall be provided on a daily basis to the Technical Representative @ Tim.Golden@ars.usda.gov

22. General:

In executing the Work; the Contractor shall coordinate access to all areas with the Location. Contractor shall verify all parking and security requirements with the Research Leader, Mr. Adam Mahan. The work cannot negatively impact day to day operations without prior approval. All work must conform to manufacturer’s printed installation/application instructions.

23. Close out requirements:

i. In addition to FAR clause requirements, provide to the CO all approved submittals, warranties, training, and a completed “Recently Replace Components” form (provided with this SOW).

ii. Operating and Maintenance Data. Compile all approved submittals on a thumb drive to be provided to the Location.

iii. Warranties: Executed copies of approved warranty forms.

24. Site Visit: Interested parties are strongly encouraged to visit the site of the proposed work and review the existing conditions there relating to construction and labor, and to be fully informed as to the facilities involved, and the difficulties and restrictions that may affect the performance of the Contract. Failure to visit mailto:Tim.Golden@ars.usda.gov the site will not disqualify those submitting a proposal. However, change order requests for items that could have been reasonably ascertainable from a site visit (and included in a proposal) will be reviewed by the CO and evaluated accordingly.

25. Proposal:

a. Proposal shall contain the following minimum information:

i. Construction labor and material breakouts. Lead times if impactful to Period of Performance.

ii. Manufacturer’s brand names for each component proposed for use.

iii. Similar past project information.

iv. Additional information as may be requested by CO to properly evaluate proposal.

SECTION 11 41 21

WALK-IN COOLERS AND FREEZERS

PART 1 - GENERAL

1.1 DESCRIPTION

A. This section specifies walk-in site assembled refrigerators and freezers. The walk-in freezer shall be provided complete by one manufacturer and clearly labeled with code approvals and industry standard markings.

1.2 RELATED WORK

A. Refer to Statement of Work for lighting and power requirements, floor patching, and other miscellaneous work.

1.3 WARRANTY

A. Construction Warranty: Comply with FAR clause 52.246-21, “Warranty of Construction”.

B. Refrigeration Compressor Warranty: Manufacturer agrees to repair or replace compressors that fail in materials or workmanship within five (5) years from the date of final acceptance by the

Government. Failure includes but is not limited to inability to maintain set temperature. Submit compressor warranty. Walk-in

Panels to be warranted for ten (10)years.

1.4 SUBMITTALS

PART 2 - PRODUCTS

2.1 MANUFACTURERS

A. Basis of design: “Norlake Fine Line Custom Walk In”.

B. Note: Basis-of-design products are indicated to convey a specified standard of quality and salient characteristics desired but are not to be considered a single-source specification.

2.2 PERFORMANCE REQUIREMENTS

A. NSF Standards: Provide equipment that bears NSF Certification

Mark certifying compliance with applicable standards.

B. UL Certification: Provide electric and fuel-burning equipment and components that are evaluated by UL for fire, electric shock, and casualty hazards according to applicable safety standards, and that are UL certified for compliance and labeled for intended use.

C. Regulatory Requirements: Install equipment to comply with the following:

1. ASHRAE 15, “Safety Code for Mechanical Refrigeration.”

2. NFPA 70, “National Electric Code.”

D. Maximum deflection of ceiling panels shall not exceed L/240 of span under a load of 15 pounds per square foot.

E. Use a bonded, EPA certified and licensed refrigeration contractor.

2.3 WALK-IN REFRIGERATOR/FREEZER CONSTRUCTION

A. General: Prefabricated, sectional, all-metal clad, modular, designed for easy accurate field assembly.

B. Provide walk-in units manufactured for food service use conforming to NSF/ANSI 7, UL 207, and UL 471. Floor panel walk-in refrigerators and freezers with appropriate insulated floor assembly and galvanized skin finish floor.

C. Panel Construction:

1. General: Interchangeable, 1219 mm (48 inch) maximum width, 101 mm (4 inch) thick, filled with insulation. Double seal serrated neoprene rubber gaskets to assure air and vapor tight joints. Wall panels shall be sized to provide for a ten feet(10)feet clear interior ceiling height.

2. All panels are to bear the UL and NSF label.

3. Interior metal panel shall be 24 Ga. smooth baked white enamel on galvanized steel. (USDA)

4. Exterior metal panel shall be 26 Ga. stucco embossed galvanized steel. (ASTM A527)

5. Corner panels: 90-degree angle, radiuses 15 mm (0.5 inch) inside and outside, with 305 mm (12-inch) dimensions each side.

6. Panel edges: Foam-in-place, tongue-and-grooved urethane to assure tight joints. Provide double seal serrated neoprene rubber gaskets to assure air and vapor tight joints on the interior and exterior of each panel along every tongue.

7. Insulation: 101 mm (4 inch) minimum foamed-in-place polyurethane with manufacturer’s rated “K” factor of not more than 0.15, free rise design of not less than 27 kg per cubic meter (1.7 pounds per cubic foot), or in-place density of not less than 32 kg per cubic meter (2 pounds per cubic foot).

8. Door Panel and Door:

a. The standard swing door clear opening size shall be 34" wide by 78" high and hinged per the approved shop drawings.

Swing doors shall be flush. Doors shall be finished to match the metal finish of wall panels unless otherwise specified. Each door shall be provided with a three-sided snap-in magnetic gasket with an adjustable sweep gasket to seal the bottom of the door. The door and door frame section shall be of the same core thickness and construction as specified for the other panels.

b. Provide channel thermal breaker type reinforcing steel frame around the entire perimeter of the door opening.

c. Door to be an infitting flush-mounted type with dual flexible blade wiper gasket on the bottom, and a replaceable magnetic gasket on the top edge and along both sides.

d. Provide heated, triple pane glass view windows (minimum of 14” x 14”) in doors.

e. Door to be equipped with a minimum of three (3) hinges, for rough usage including aluminum diamond plate on inside of door panel and frame to a height of 915 mm (36 inches).

f. Provide hydraulic exterior door closer to prevent slamming and assure secure closing.

g. Door hinges and latch and strike assembly: Manufacturer's standard, self-closing cam-lift type hinges, for 1219 mm

(48 inch) door, chrome plated or polished aluminum finish, 11 41 21 - 5 made to provide for locking, but with an inside safety release mechanism to prevent anyone from being locked inside when door is locked from outside.

h. Concealed, energy use selective, anti-sweat heater wire circuit: Provide sufficient heat to prevent condensation and frost formation at the door jambs and exterior edges of the door on all sides.

i. Thermometer: Manufacturer's standard, 50 mm (2-inch) minimum diameter, dial type, flush mounted in door panel.

9. Pressure relief port: Provide for all freezers operating at

-18 degree C (0-degree F), or lower, two-way type ports, to allow for an increase or decrease of air pressure on the interior of the freezer to equalize with air pressure on the exterior. Provide ports with automatically controlled, UL approved anti-sweat heaters. Complete device to carry UL Label and be assembled ready for connection. Install port in a wall panel away from the direct air stream flowing from the coils.

10. Floor Panels:

a. Floor Panel Strength: Capable of withstanding 800 pounds per square foot uniform load.

b. Provide prefabricated floor panels of the same construction as wall/ceiling except with 1.9 mm (0.78 inch; 14 gauge)aluminum diamond treadplate, sealed watertight.

Provide nonskid floor strips 101 x 915 mm (4 x 36 inch) and field apply at 305 mm (12 inch) spacing in all aisles.

Provide prefabricated floor panels which are laid on existing floor prepped to meet flatness requirements, and sloping interior floor ramps clad in FRP or aluminum diamond treadplate with grit at entrance doors. Furnish two

(2) sets of erection tools, compatible with fasteners, with each unit.

c. Wall panels shall be set in a continuous groove of floor panels and attached to the floor panels with cam locks.

d. The joint between the floor and wall shall form an NSF approved 45° angle to allow for easy cleaning.

D. Wherever compartment dimension exceeds clear-span ability of ceiling panels, provide structural support components capable of supporting ceiling panels without attaching to existing structure

11 41 21 - 6 above. Structural support must be painted to match cooler, or minimum G-60 galvanizing. Beams or posts within compartments are not acceptable.

E. Rub rail wall protectors: Manufacturer’s standard, at floor line of walls exposed to traffic (shop area).

F. Lights: Provide high-efficiency rated LED light fixtures with safety shields. Lighting must conform with UL IP-65. Provide with diffuser and be capable of operating in minus 9 Fahrenheit temperature. Lights must run length of walk-in starting 610 mm

(24 inches) from front panel and extending within 610 mm

(24 inches) of back panel. Run between shelf rows to obtain

323 lux (30 foot-candles) at floor level regardless of any interior furnishings.

G. Shelving: Provide one hundred(100)linear feet of four (4) tier Nickel chrome plated shelves with twenty-four (24) inch deep

(shelf width) wire shelves.

2.4 CONDENSING UNITS

A. Comply with ARI Standard 520. Air cooled, water cooled, or combination air/water cooled type.

B. Provide motor driven integral compressor, motor starter, condenser, receiver, common base, and safety/operational controls.

C. Receiver capacity not to be less than 125 percent of system refrigerant charge.

D. For units racked above each other and for units installed in a closet, provide a factory fabricated steel rack extending approximately 1143 mm (45 inches) above the floor.

E. Provide two (2) condensing units and unit coolers with independent refrigeration systems for redundancy in case of unit failure.

F. Do not locate compressors on top of refrigerators or freezers.

G. Provide positive oil lubrication and oil level indicating device for each compressor. Provide water regulating valve for water cooled unit.

H. Compressor Motor: Squirrel cage induction type of ample size for continuous operating at maximum compressor performance. Provide

11 41 21 - 7 inherent protection, in compressor terminal box, for each phase of motor.

I. Pressure Switches: Automatic reset low pressure switch, and automatic or manual reset high pressure cutout.

J. Air Cooled Condensing Units:

1. High efficiency type piped and automatically controlled to operate at lower head pressures during low ambient temperature conditions. Designed and weather-proofed for outdoor installation, to operate satisfactorily at winter ambient temperatures down to 6 degrees C (10 degrees F) below the 99% column in ASHRAE Handbook weather data, and be provided with crankcase and receiver heaters.

2. The condenser fans are to be driven by permanent split capacitor motors.

2.5 UNIT COOLERS

A. Comply with ARI Standard 420. Units to be UL listed, forced-ventilation type. Provide demand defrost controllers for defrosting, internal or external refrigerant distributor, single or multiple fans and motors, drip-pan, deflectors, aluminum or baked-enamel steel housing, hangers, and all accessories. Unit coolers for kitchen walk-in units to be NSF approved.

B. Motors: Permanent split capacitor type. Provide motors with thermal overload protection and manual starting switch.

C. Drain Pans: Galvanized sheet steel. Provide additional drain pans under uncovered refrigerant connections, and interconnect them with main drain pan. For freezer units provide electrically heated drain pan with heated tape over condensate drain line.

D. Defrost Provision:

1. Freezer defrost: Defrost to be by demand defrost with

Evaporator Efficiency Controller.

2.6 MONITORING ALARM SYSTEM

A. Provide an electronic monitoring and alarm system for each section of each unit.

1. System Components: Detecting thermostat, master control panel, interconnecting wiring, remote audible alarm, and defrost compensator. Provide dials showing temperatures and pilot lights, warning lights, switches, transformer, and buzzer, all

11 41 21 - 8 as a part of the master control panel. Locate master control panel and remote audible alarm as indicated on approved shop drawings. Provide power fuse to protect system components.

2. System Operation: Set alarms at 5 degrees C (10 degrees F) above and below specified operating temperatures.

3. System shall be able to remotely notify over local Wi-Fi network email/SMS text communications to designated parties alarm conditions such as high/low temperature alarms, power failure, panic alarm and door ajar.

B. Personnel Alarm: For each unit, provide separate audible alarm system operable from inside unit, for use of personnel unable to exit unit. Locate remote audible alarm where indicated on approved shop drawings.

2.7 EQUIPMENT IDENTIFICATION REQUIREMENTS

A. Identify all walk-ins, refrigeration equipment and alarm devices.

2.8 SPECIAL REQUIREMENTS FOR FREEZERS

A. Provide entrance to freezers through a refrigerator of a higher temperature. Locate thermometer serving frozen freezer outside of higher temperature refrigerator used as entrance vestibule.

2.9 REFRIGERATION RACK SYSTEM

A. Digital Rack System

B. The RDT UL-Listed, air-cooled rack system designed for outdoor installation. The unit shall be pre-wired for a single point electrical connection with a main fused disconnect. The refrigeration unit shall be housed in a weather-protected compact structural galvanized steel frame. The unit shall include individual dedicated air-cooled condensers. Condensers shall be aluminum fin/copper tube designed to operate at 15 degrees T.D.

The exterior housing shall be brushed 304 stainless steel with one-piece stainless-steel lift out louver panels for easy access to service. Entire galvanized metal frame shall be pre-assembled, welded and cleaned. Lifting points shall be integrated in the feet at each corner to facilitate installation. Condenser fan motors shall be mounted within the enclosure.

C. All Primary multiplex compressors shall be digital semi-hermetic or scroll type and factory assembled to operate with the refrigerant specified.

D. All Conventional, stand-by, and/or parallel compressors shall be semi-hermetic or scroll type and factory assembled to operate with specified refrigerant blend.

E. Systems to have a back-up compressor for 100% compressor redundancy and all parallel systems to have a minimum of 60% compressor redundancy built in.

F. Compressors and refrigeration piping will be installed in such a manner as to eliminate noise with vibration eliminators in refrigeration lines, as needed. Each compressor unit shall be equipped with; oversized receiver, dual pressure control for cut-in cut-out, a ball-bearing fan motor, fixed head pressure control, suction filter, liquid line sight glass, liquid line drier, crankcase heaters, headmaster controls and/or fan cycling, liquid line inlet and outlet valves, defrost cycle and armored super hose connections (in lieu of capillary tubes).

G. All digital systems to include digital rack sequencer controller, oil separators. Low temp compressors supplying refrigeration wrapped rail cold pans or blast chillers shall be equipped with suction accumulator. If stand-by compressor system is manual change over, isolation valves to be supplied on suction and discharge line at the compressor inlet and outlet.

H. All systems utilizing semi-hermetic compressors proving refrigeration for blast-chillers and any parallel or automatic change over compressor system shall be equipped with oil separator, oil reservoir, oil filter, and compressor oil management system.

I. All refrigerant lines shall be extended to one side of the package in a neat and orderly manner. All tubing shall be securely supported and anchored with non-corrosive coated clamps.

All joints must be brazed, not soldered. All piping and controls shall be factory pressure-tested with nitrogen at 175 PSI.

J. Evaporator coils shall be a direct expansion type. Evaporators used will be all "Underwriters Laboratory Listed" supplied from factory with an electric expansion valve, solenoid valve, suction transducer, and Eco-Smart on-demand defrost controller, pre-wired and pre-piped under nitrogen pressure and designed for use with the refrigerant specified. Isolation ball valves are to be

11 41 21 - 10 installed on the liquid and suction lines at each evaporator coil.

K. All field piping installed as per factory standards and the sizing of the piping shall meet proper velocities as per factory standards. Insulation shall be foam type 25/50 smoke and fire type. Medium temperature shall use 3/4" thick wall, low temperature will use 1" thick wall and sub-cooled liquid lines will use 1/2'' thick wall insulation. All insulation shall be jacketed with Aluminum 1-1/2” overlap and secured with bundling ties. All jacket elbows to be roll formed. All field piping installed with plastic bushing wherever steel to copper tubing comes together. Include all labor, material, equipment, tools, refrigerant, oil, and other required accessories for the complete installation of the systems as shown and specified.

Interconnection of all accessories accomplished for ease of servicing.

L. After installation and before charging, evacuate all piping systems to a 500-micron evacuation. After evacuation, charge system with nitrogen and maintain pressure of 150% working pressure for 6 hours. Cap off, install pressure gauge and hold for 24 hours minimum. Re-evacuate, hold for 6 hours, charge and make electronic detector test all joints.

M. Final wiring of connections, conduit and/or pull boxes, provided under Statement of Work requirements.

N. Included shall be a full one (1) year warranty for all parts by factory, full one (1) year compressor warranty by compressor manufacture and a 90-day warranty on labor on the entire refrigeration package only from the day of final acceptance of the installation as previously specified. Factory labor warranty does not cover installation.

PART 3 - EXECUTION

3.1 INSTALLATION

A. Assemble walk-in units and install refrigeration equipment as described in the respective manufacturer's instructions. Make panel joints tight and seal all panel penetrations to prevent condensation or frosting.

1. Unit cooler: NSF approval requires that the unit be suspended at 90 mm (3-1/2 inches) minimum distance below the ceiling to allow cleaning the top of the unit cooler.

2. Mount pipe, conduit, and instrumentation on the exterior and pass thru neatly drilled penetrations to the lights or other devices.

B. Piping, Pipe Insulation and Refrigerant: Install in strict accordance with manufacturer’s recommendations.

C. Controls Installation: Install in strict accordance with manufacturer’s recommendations.

D. Install shelving in accordance with manufacturer's recommendations.

E. Abut panels tightly to existing wall and apply sealant and/or case around intersection with existing walls and apply sealant.

3.2 REFRIGERATOR/FREEZER START-UP, AND PERFORMANCE TESTS AND

INSTRUCTIONS

A. Initial Start-up and Operational Test:

1. Provide all lubricants and accessories before initial start-

up. Start and operate all equipment.

2. Follow the manufacturer’s procedures and place the systems under all modes of operation.

3. Supplement initial charges of lubricating oil to assure maximum operating capacity.

4. Adjust all safety and automatic control instruments. Record manufacturer’s recommended readings hourly.

5. Operational tests must cover a period of not less than three

(3) days. Submit operational test report.

B. Test Reports: Submit the final field test reports for each system tested, describing test apparatus, instrumentation calculations, and equipment data based on industry standard forms. Include in data:

1. Compressor and air moving device ampere readings.

2. Power supply characteristics, including phase imbalance, with

1/2 percent accuracy.

3. Thermostatic expansion valve superheat-value as determined by field test.

4. Sub-cooling.

5. High and low refrigerant temperature switch set-points.

6. Monitoring alarm system.

7. Low oil pressure switch set-point.

8. Defrost system timer and thermostat set-points.

9. Moisture content.

10. Ambient, condensing and coolant temperatures.

11. Capacity control set-points.

12. Field data and adjustments which affect unit performance and energy consumption.

13. Where final adjustments and settings cannot be permanently marked or drilled and pinned as an integral part of device, include adjustment and setting data in test report.

C. By arrangement with the Contracting Officer (CO), 24 hours in advance, use the start-up and test period for required operation and maintenance instructions to Location personnel in accordance with Statement of Work.
