Statement of Work (SOW)
Roche IHC Discovery ULTRA Service Maintenance Agreement
GENERAL INFORMATION
1.0 Scope of Work: Contractor will provide factory OEM trained engineers to perform one (1) preventive maintenance on site service visits and unlimited emergency visits on the Roche IHC Discovery ULTRA located at 1920 Dayton Ave. in Ames, IA.
Covered components will include:
1) Roche IHC Discover ULTRA System (SN: 319945)
2) One Computer Workstation
3) BD FACSFlow Supply System (SN: N3492775352)
4) All OEM replacement parts
5) All labor and travel expenses
6) One (1) Annual Preventative Maintenance
2.0 Background: The Roche ICH Discovery ULTRA was purchased new in 2022. To ensure continued and reliable operation in support of the USDA-ARS-NADC research mission, preventive maintenance needs to be procured for this instrument.
The OEM warranty for this system ended 10/31/2023. Award for Base + 4 Option Years from date of award, to be billed Quarterly in arrears.
The intent is to award a contract of a Base Year plus 4 Option Years.
Base Year – 12 months from date of award Option Year 1 – 12 months from end of Base Year Option Year 2 – 12 months from end of Option Year 1 Option Year 3 – 12 months from end of Option Year 2 Option Year 4 – 12 months from end of Option Year 3
Award will be made for a 1-year period with four optional 1-year annual renewal periods.
Renewal decisions will be made two months prior to the potential renewal date. The decision to renew will be at the sole discretion of the USDA.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements/Tasks:
Service tasks include all OEM ST Total Level coverage, but are not limited to:
1) One (1) Preventative Maintenance Inspections to be performed during a 12 month period to be performed by OEM trained engineer to include the operation modifications and hardware and platform operating software enhancements by an OEM trained specialist to be performed within 30 days of request.
2) Labor, travel expenses and parts (excluding consumables) are covered
3) Software Revisions released during the agreement term
4) Unlimited service visits, Monday –Friday, excluding holidays
5) Unlimited telephone support for instrument, reagents, applications
6) 48 hour guaranteed response to a request for emergency on-site service
7) On-Site Repairs by certified original equipment manufacturer (OEM)
8) All repairs done with OEM Parts
9) All parts (including lasers) required for repair are covered except for consumables
10) Maintenance done in accordance with OEM specifications
11) Perform check of all portions of the unit that could require replacement parts during preventative maintenance visits per yearly contract.
12) Perform functional checks on system operation during preventative maintenance visits per yearly contract.
13) Execute all functional tests during preventative maintenance visits per yearly contract.
14) Completion of OEM ST Total Level PM Checklist once PM has been completed – provide to end-user for system records.
15) Unlimited on-site applications troubleshooting by a OEM field application specialist
Contractor will provide telephone support and unlimited emergency visits to the customer location. Repair visits include factory OEM certified parts, factory OEM certified engineers and travel as applicable.
4.0 Government Furnished: Government-furnished support is limited to security access to the equipment in the NADC facility, replacement parts not otherwise covered under this agreement, AC power (110VAC) and standard office lighting.

6.0 Travel: One (1) preventive maintenance service visit will be provided by the contractor. All service visits will be coordinated with the Roche IHC Discovery ULTRA Operator at NADC.
7.0 Contractor’s Key Personnel: Only factory OEM trained engineers are to perform any service procedure on the Roche IHC Discovery ULTRA.
8.0 Security Requirements: A copy of an official government photo ID (State-issued driver’s license or ID card, passport, green card, etc.) must be provided no later than one week before arrival of contract service technician(s) except in the case of emergency service, where only the name of the technician provided via email or telephone will be necessary. Security access to the NADC facility will be provided based on this identification requirement.
