Statement of Work
Building 7 Epoxy Floor Coating
1.0 Background:
The project is located in Building 7 on the USDA campus in Ames, Iowa. The bare broom finish concrete floors in Suite 3, rooms 3110, 3110A, 3110B, 3110C, 3112, 3112A, 3112B and 3112C for large animals have never had a coating installed, the best understanding is the concrete was sealed at the end of the Construction Project in 1995.
This project is to install a 100% epoxy solids floor coating with a 50 mesh broadcasted quart traction surface and a UV/chemical resistant clear sealer top coat that forms an impermeable seal. We have used the “RockTred, SL System” in other animal rooms on campus and found this to be the best solution to the animal issues that the caretakers have expressed concerns with.
1.0B Room Square footages:
• Room 3110 = 62 sq. ft.
• Room 3110A = 1495 sq. ft.
• Room 3110B = 129 sq. ft.
• Room 3110C = 42 sq. ft.
• Room 3112 = 62 sq. ft.
• Room 3112A = 763 sq. ft.
• Room 3112B = 129 sq. ft.
• Room 3112C = 42 sq. ft.
• Total =: 2724 sq. ft.
2.0 Project Requirements:
The contractor shall complete the following.
• Mechanically prepare the existing broom finish bare concrete surface per manufacturer requirements and ensure that the floor is ready for the epoxy floor coatings.
• Seal any and all cracks and seams in floors before applying floor coatings.
• Apply first coat of epoxy on the clean prepared concrete.
• After allowing first coat to cure per manufacturer recommendations apply the second coat of epoxy. Broadcast the 50 mesh quart traction material on the uncured surface and let the second coat cure.
• Sweep the extra loose quart material off the surface and remove.
• Apply the final top coat of the urethane product to seal the surface.
• Only 100% epoxy shall be used for the project.
2.0A Product Specifications
• Flooring is to be resurfaced and an epoxy/quartz aggregate applied to create a slip resistant floor using “RockTred, SL System”. See specification sheet attachment.
• The floor color shall be “Haze Gray”.
• The quartz aggregate shall be 50 mesh Haze Gray Granules.
2.1 Warranty/Closeout:
A three year warranty shall be provided for faulty workmanship and material. The warranty shall start at the completion of the project.
The contractor shall provide technical specifications and product information along with the cost proposal.
An award will not be completed until the product has been determined to be acceptable.
3.0 General Requirements
3.1 Work Restrictions & Conditions
A. Site Security Access
1. Access to the construction site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the main entrance gate and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the work day. A current government-issued identification with a picture ID is required for entry.
2. This project construction site is located in the limited access zone.
3. Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.
4. The Contractor shall use only the service roads and access routes approved by the Contracting Officer’s Representative.
5. Work shall be confined to the areas identified on the Drawings. Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project. Reasons included, but are not limited to, disease control and health requirements.
6. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.
7. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.
B. Work Hours: Regular work hours for the site are 7:00am to 5:00pm, Monday through Friday, excluding Government holidays.
C. Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires
Contracting Officer’s Representative (COR) approval in advance. Make application to the COR at least 5 calendar days prior to such work to allow arrangements to be made by the Government for access to the work area and inspection & monitoring arrangements. Requests shall include the exact dates, hours, location, and purpose of the exception. If approved, the COR will coordinate access with the site security office.
3.2 Temporary Facilities
A. Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any temporary utility connections.
B. Telephones: The Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.
C. Construction Trailer: The Contractor may locate a job trailer to the site. Location and services shall be coordinated with the COR.
D. Toilet Facilities: The Contractor may use restroom facilities in the Building 7 ante-rooms (change rooms) near the work area.
3.3 Warranty Documentation
1. Warranty List: Provide a warranty summary sheet in spreadsheet format with all the warranties listed by section, description, supplier, warranty contact, start date, end date. Provide electronic copy to the COR and place printed copy in the front of the Warranty Binder.
2. Warranty Copies in Binder: Provide the COR one signed & dated copy of all warranties for products and equipment installed on the project. An electronic (scanned) copy of the Warranty Binder in a PDF file shall be submitted with the final close-out documentation.
