STATEMENT OF WORK

Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS&IMF)

1. Background:

Building 78 Room 343 A is the PSNS Local Operations Center. A Video Display wall is being procured to meet mission requirements. The manufacturer who the equipment is procured from will be required to deliver, assemble, program, and test all of the equipment included in the procurement.

2. Scope:

The vendor will scope the project, generate a communications strategy, and manage the project with input from the PSNS technical representative. Provide a project schedule including a detailed work breakdown and tasks identifying key deliverables, dependencies and both internal and external milestones required to successfully execute the project. The vendor will complete all engineering, programming, fabrication, and on-site installation activities. When the installation is complete, testing will be executed prior to the final inspection and acceptance by the PSNS technical representative. The vendor will provide quality assurance through checks and balances along with consistent testing at specified intervals in the project lifecycle and will review risk management plans and deploy risk mitigation strategies to ensure scope, schedule, and budget remain on track. At the completion of all contractual and operational activities the vendor will provide training on using your new technology along with all final project documentation.

The vendor will deliver all associated equipment listed in enclosure (1) to Puget Sound Naval Shipyard 1400 Farragut Ave. Bremerton, WA 98314 Room 343A Building 78, third floor, inside the Controlled Industrial Area. The building has a personnel elevator.

3. Requirements:

Provide engineering, project management, CAD, on-site installation and wiring, coordination and supervision, testing, checkout, owner training, etc. performed on the Owner's premises.

Also includes all fabrication, modification, assembly, rack wiring, programming, warranties, and post-installation support and maintenance as detailed in enclosure (1). The vendor will provide all cable, connectors, hardware, switches, relays, terminal blocks, panels, etc., to ensure complete and operational system. The vendor must have trouble shooting and support available within the Pacific Northwest Region.

4. Salient Characteristics:

The vendor must meet the salient characteristics listed in enclosure (1) pages 12 – 20 to be technically acceptable.

5. Vendor Experience: The vendor shall provide a resume of their company’s experience with managing and successfully completing projects similar in scope for other federal government organizations. The vendor will include documentation of any qualifications required by the manufacturer to install and program equipment. Offerers shall submit the information with their proposal (offers that do not include a resume of successful past projects and required qualifications shall be evaluated as technically unacceptable).

6. Period of Performance:

Will be delivered, installed, and programmed by the vendor no later than 1/31/2024. Hours for install and delivery will be Monday through Friday 0700 – 1600, no holidays.
