About this file
This document outlines the technical requirements for an audiovisual system to be installed at a Navy operations center. The system will include a 4x2 video wall with 15.9 foot width and resolution of 15360x4320 pixels, twelve 24-inch monitors, six desktop computers, four HDMI encoders for remote desktop streaming, and a touch panel controller. The video wall and monitors will display up to 72 simultaneous 720p video streams in customized layouts. Six operator workstations will each include a desktop computer with dual monitors to allow content routing and review. Networking requirements are specified. The selected vendor will provide hardware installation, training, and 24/7 support with one-hour response for phone and four-hour response for email requests. This system will support the Defense Logistics Agency Land and Maritime solicitation for a video display wall under number SPMYM223Q1718.

Salient Characteristics
Functions of the operations center will include local review and routing of video content from user workstations to the local primary displays.
This will allow for ease of training or response to time critical events.
All operation of room control functions will be completed through a provided touch panel interface located at primary operator station or from within the Wall Control software application. Six PSNS SFF desktop PC’s will be located below the respective operator stations. Each station desktop monitor will be a video source and destination that may be presented to or shown on the video wall. All computers will have KVM functionality with this system so machines can be controlled by a keyboard and mouse from a separate station if required.
Pre-designed room layouts will allow the operators to share the above user stations with the primary display if desired. Qty 9 x 1080p @ 30 fps video streams can be shown on each panel. This would allow for a total of 72 simultaneous 720p HD streams if desired. Four remote encoder boxes will be made available for a remote desktop application. Common virtual window sizes will include various diagonal layouts of 18.25”, 27.38”, 55”, and 109” windows. Local video content will typically be displayed in one of the two following distributions.
Distribution I: Station Review
• 1, 109” individual 3840x2160 for detail review.
• 4, 55” individual 1920x1080 for station review.
• Individual computers routed to local monitors.
Distribution II: Command and Control
• Six computer source windows spread across the wall.
The approximate size of each image will be a 55” diagonal.
• Video stream source windows spread across the wall.
This will allow for detailed review of Qty 72 x 720p @ 30 fps either from cameras or from encoders for a remote desktop function.
Distribution III, IV, V: Custom Review
• Ability for end users to create their own custom layouts and window sizes for recall of sources as desired.
Includes one (1) 10” touch panel for system control and AV preset recall, one (1) 4x2” dual 16:9 video wall, twelve (12) 24” flat panel monitors, 6 Operator stations, Four (4) HDMI H.264 Encoders for remote desktop use, and one (1) virtual wall control software application for advanced routing.
Hardware installation and general functionality or specifications are detailed in the below sections. Equipment is to be provided and installed by the vendor.
The following display devices will be integrated into the system:
• One 4x2 flat panel video wall. Video wall will have seamless bezel. Wall canvas will be in a dual 16:9 aspect ratio. The video wall configuration will be 15.9 feet wide by 4.48 feet high. The collective canvas will have a native resolution of 15360x4320 pixels. Each panel will provide pull out mount accessibility for service and repair.
o The video wall will be installed in the location specified in the project drawing package.
o There will be a maximum of eight video signals routed to the video wall from a video processor. This signal will be daisy-chained between displays behind the video wall. This format will support HDCP protected content.
o Any multi-window requirements as described above will be handled by the Video Windowing Processor within this project and prescribed layouts will be subject to systems processing bandwidth and I/O of systems design.
• Twelve 24” diagonal flat panel monitors for displaying computer video content. The primary operator station will have the ability to route content from each of the stations to the primary wall as required.
The following owner furnished source devices will be integrated into the VTC Suite system:
• Six (6) dedicated PCs with a dual DisplayPort output, located across the operation center stations.
• Four (4) Encoders located across the operation center for remote desktop application use.
The following video routing and switching devices will be integrated into the system:
• A video windowing processor located in the equipment rack. The VWP will route all video signals throughout the system. The equipment will support the scope described.
The following audio devices will be integrated into the system:
A control processor will be installed to enable various functions throughout the system. The control processor will be located in the equipment rack.
• One (1) wired touch screen interfaces with a 10” screen size. One touch screen will be located at the controller station.
• The system will provide intuitive controls to include:
Video
• Configuration of Video Distribution Layouts
• Source Routing to be accomplished by touch screen
Display Controls:
• Display Power Toggle
Security:
• AV Display Mute o The vendor will submit the user interface for approval prior to installation of the programming.
o Provide touch panel user manuals.
Equipment will be installed in the following locations:
• Six (6) new workstation consoles will be provided by others and house all operator equipment.
• One (1) new free standing equipment rack will house all primary switching equipment. The rack will be in a local AV closet onsite.
• A power conditioner or surge protector will be installed in the A/V racks to protect all racked equipment.
The integration of Audio-Visual hardware can consist of many different devices and systems, each with varying network requirements, impacts to traffic and routing, and unique management and security processes.
The vendor will work with the identified stakeholders to properly assess network requirements and deployment considerations.
The vendor will design the system to meet identified network requirements and will provide construction drawings and a list of devices before installation on site. At the time of installation, the vendor will connect devices according to the documented system design and identified network requirements. The following network design is being followed for this project:
All AV hardware being installed is not required to connect to the owner network. Networking and security implementation will be deployed within industry best practices.
• Vendor support will follow a process that tracks calls and guides customers through steps that lead to a successful resolution. Example process:
o The general point of entry for Support and Maintenance services is the Tier 1 helpdesk which is accessed via phone, email, or web portal.
The Tier 1 helpdesk logs the call, checks coverage, and attempts to provide an immediate resolution. If the Tier 1 desk cannot resolve the matter, it is referred immediately to a Tier 2 Helpdesk technician.
o Access to Tier 2 manager who will become familiar with account details and can be reached quickly via an exclusive phone line. A Tier 2 helpdesk technician will undertake more complex remote troubleshooting and corrective actions. If the Tier 2 technician determines it necessary to have onsite support, he or she will arrange dispatch plans.
o A Tier 2 helpdesk technician may also or alternatively escalate the problem to Tier 3. The Tier 3 helpdesk technician may call Subject Matter Experts (SMEs) at the helpdesk, engineers throughout the company, and manufacturers as necessary to gain understanding of the problem and bring about resolution.
• The vendor will employ a dedicated Services Department with local field technicians and a true 24x7 helpdesk (call center) staffed by trained AV and video specialists. All inquiries to the helpdesk receive a case number and are prioritized and tracked using a professional IT trouble- ticketing system.
Helpdesk specialists will have access to the documentation on the deployed make and model of VTC equipment. The vendor will have available support as follows: calls 24x7x365 with an average “speed of answer” of sixty (60) seconds and will respond to email or web portal-originated service requests within four
(4) hours.
