STATEMENT OF WORK (SOW)

1. INTRODUCTION:

The mission of the Drug Enforcement Administration (DEA) is to enforce the controlled substances laws and regulations and to bring to the criminal and civil justice system those organizations involved in the growing, manufacture or distribution of controlled substances appearing in or destined for illicit traffic in the United States. In order to meet this mission, the use of Aviation Division (OA) resources is critical.

The purpose of this contract is to procure landscaping and grounds maintenance services for the DEA-owned Aviation Operations Center (AOC) facility located in Fort Worth, Texas.

2. BACKGROUND:

The Aviation Division coordinates and over sees operations from the AOC, which is located at Alliance Airport, Fort Worth, Texas. The AOC serves as the primary maintenance facility for the division's fleet of aircraft and is the headquarters for the division's supervisory, administrative and contract personnel. The AOC facility at Fort Worth, Texas was built by the Corp. of Engineers (COE). Construction was completed in 1994. The property on which the AOC sits consists of 12.3807 acres (539,303 square feet).

This property is the subject of this requirement for grounds maintenance. The growing season for the Fort Worth, Texas area runs from March through November, however, this can vary year-to-year based on climate and other environmental factors/changes.

3. SCOPE OF WORK:

The Contractor shall provide the DEA AOC with grounds maintenance services to include but not limited to mowing, edging and trimming, pruning, irrigating, fertilizing, aerating soil, installing new plants, removing plants, replacing and transplanting trees, shrubs and perennial flowers. The Contractor shall perform these services in a manner that will promote the growth of healthy grass, tree, shrubs, plants and present a neat and professional appearance and that the Contractor also is in accordance with the Alliance Hillwood Airport Association rules and regulations which the AOC is a member.

4. GROUNDS MAINTENANCE REQUIREMENTS:

The Contractor shall be responsible for providing management, supervision, labor, material, and equipment required for mowing, irrigating, and cleaning the specified grounds and paved areas. These services shall include: mowing, edging, raking and trimming grass; irrigating grass, trees, and shrubs;

applying fertilizers; weeding; applying poisons/insecticides; seeding grassed areas; maintaining and repairing irrigation sprinkler system; and cleaning up and removing any debris and trash from the worked areas to a landfill that is off the specified property.

The Contractor shall perform all work in accordance with all Federal, State, County and Municipal laws and regulations. The Contractor shall perform the following grounds maintenance task:

4.1 Mowing: The Contractor shall mow all grounds to appear well manicured with a neat and professional uniformed appearance free of skips, gaps, rutting and scalping. Maintain a grass height 2 ½ inches. All debris natural and manmade shall be picked-up prior to the mowing of any area. The contractor shall remove excess clippings turf areas, sidewalks, patios or other concrete areas.

4.2 Mulching: The Contractor shall install pine bark mulch to all plant and ornamental tree beds.

Mulch shall be applied to provide a consistent 2” depth to all planting areas and shall be replenished throughout the year to maintain this depth. The Contractor shall also de-mulch beds on an annual basis.

4.3 Sodding and Soil: The Contractor shall install sufficient soil and sod in all flowering beds, under all trees and in all median areas in parking lots to cover exposed roots. The Contractor shall ensure that sod is healthy and in good condition. The contractor shall maintain or install sufficient soil and sod throughout the year.

4.4 Watering: The Contractor shall water all landscaping areas. Watering shall be adjusted as needed, based upon the climate. The Contractor shall practice water conversation measures whenever possible and shall avoid overspray onto pavements, sidewalks, roadways and etc.

4.5 Debris: The Contractor shall remove all debris (leaves, trimmings, clippings and trash) on the specified property which includes the parking lot; grass areas; plant beds; inside compressor wall; inside air conditioner wall; aircraft ramp and driveways.

4.6 Fertilization: The Contractor shall conduct a soil analysis each year, immediately prior to the start of each growing season, to determine the level of nutrients and PH balance of the soil.

The soil analysis shall also be used to determine the fertilizer ratio mixture (Nitrogen, Phosphorus and Potassium) to be used.

4.7 Tree Maintenance: Trees shall be maintained so that there is, at all times, at least a ten (10) foot clearance from the ground, three (3) foot clearance from any manmade structure, and clear line of sight for all security cameras. Trees shall be trimmed and pruned, to include entire tree canopy to allow plenty of sunlight for grass and plant growth and canopy will not be lower than twelve (12) feet, to keep security cameras clear for sight, to maintain a neat and clean appearance. Tree pruning shall be done during every third year (Option Period II) and all trimmings removed by the Contractor to an approved off-site facility.

4.8 Shrub/Bush Maintenance: Shrubs/bushes shall be trimmed to maintain equal height and width for uniformity. Hedges around the engraved name should be trimmed at all times so that it can be seen clearly. Any unsightly or dead shrubs/bushes shall be replaced with the same type. Shrub/bush beds shall be filled with adequate soil/mulch for growing conditions and be free of weeds. All shrub/bush trimmings shall be removed by the Contractor to an approved off-site facility.

4.9 Weed Control: Weed control shall be applied to vegetation in areas along fences, mulched beds, along sidewalks, parking areas, and the aircraft ramp to prevent the growth of weeds and eradicate any existing weeds.

4.10 Insect and Disease Control: Insecticides shall be applied by the Contractor on a controlled basis under the supervision of a licensed and Certified Pesticide Applicator.

4.11 Seasonal Color Beds: The Contractor shall provide maintenance and upkeep of the year round plants in the flowerbeds for the guardhouse entrance to the facility, main office building entrance and designated smoking areas. Contractor shall be responsible for replacement of any dying plants in these flowerbeds when needed.

4.12 Plants and Plant Material: The Contractor shall remove and replace dead, dying or unsightly plants and/or plant materials.

4.13 Trees and Shrubs: The Contractor shall remove and replace dead, dying or unsightly trees and/or shrub.

5. PERFORMANCE SURVEILLANCE:

The Contracting Officer's Representative (COR) will perform random sampling and periodic inspection surveillance techniques four (4) times each quarter (four (4) times every three (3) months), as a means of determining quality standards and performance of work under this contract.

5.1 Acceptable Quality Level (AOL): All work described in the SOW shall be completed and performed in a manner that will promote the growth of healthy grass, trees, shrubs, plants and present a neat and professional appearance.

5.2 Result Exceeding Maximum Deviation: The Government will assess the contractor’s performance under this contract. Repairs resulting from damage infrastructure will be repaired or replaced at no cost to the Government.

5.3 Means of Measurement: The means of measurement will be in accordance with the Quality Assurance Surveillance Plan (QASP), which is attached as Exhibit 2.

6. SPRINKLER/IRRIGATION SYSTEM MAINTENANCE AND REPAIRS

The sprinkler/irrigation system is defined as all components associated with irrigation meter. The Contractor shall be responsible for operating, maintaining and repairing the complete sprinkler/irrigation system. The Contractor shall inspect the system monthly to include all components including pipes, valves, sprinkler heads, master electrical control units and water pumps associated with irrigation system as shown on site plans during scheduled periods of operations and during manual operation of system for those parts of the system not observed during scheduled periods of operations.

The Contractor shall be responsible for winterizing the system and making all necessary adjustments to reactivate the system in the spring. Repairs include unscheduled work required preventing a breakdown or leaks in the sprinkler/irrigation system or putting it .back in service after a breakdown, leak or failure. The Contractor shall repair all excavations to grounds resulting from sprinkler/irrigation system, tree/plant removal or other work. It shall be returned to its original condition using clean top soil free of rocks and debris within one workday following completion of work. When work is performed in grassed areas, the Contractor shall re-sod/re-seed the affected area with like grass.

Within ten (l0) days after award, the Contractor will be given the opportunity to inspect the system and equipment and provide a condition report for all required repairs. The COR will accompany the contractor, during this inspection of the system and equipment. Once corrected, any future maintenance and repairs shall become the responsibility of the Contractor. Mowing methods employed by the Contractor using power equipment shall ensure that all sprinkler heads are protected from danger. The COR shall be notified of all situations requiring repairs.

7. CONTRACTOR PROPERTY

The Contractor shall furnish, at its own expense, all necessary equipment, chemicals, fertilizers, repairs, and materials required for fulfilling the terms ;and conditions of this contract. Mowers shall be equipped with safety chains or other protective devices to prevent objects (flying stones, cans, etc.), from striking persons or damaging property. Mowers shall have slides or wheels that will prevent tearing or plowing into the turf. In areas where it is not possible to use a tractor mounted mower, the Contractor shall use small mowing equipment such as lawn and garden tractors, push mowers, weed-eaters and other small power mowing equipment and/or manual mowing tools.

8. PERSONNEL AND ATTIRE

The Contractor shall provide fully qualified personnel to perform all requirements specified herein. The Contractor shall have a maximum of 30 days after the date of award of contract to ensure that all Contractor employees performing the required services wear clothing that identifies them as employees of the company. A minimum of a hat and a shirt with the company logo is required. No access to DEA facilities will be granted without an escort authorized by the COR.

9. CONTRACT REPORTING REQUIREMENTS

The Contractor is required to provide proof of insurance or performance bond within 15 days after award.

The required documentation shall be forwarded to the Contracting Officer (CO) through the COR for review and inclusion in the official contract file.

Within ten (10) days after contract award, the Contractor shall provide to the COR, documentation of the certificates of training, licenses, and permits as required for all personnel that will be in contact with pesticides or are performing services that require state, local, or Federal certification, training, or licensing. The Contactor shall insure that all certificates of training, licenses, permits and bonds are kept current and valid.

The Contractor shall provide the COR with a notice, a list of any planned work disruptive to building occupants or operations at least 48 hours in advance.

The Contractor shall provide to the COR a complete Quality Control Report of work performed on a quarterly basis. The Contractor shall provide ad hoc reports required by the Government during the term of the contract, when required by the COR or CO. All reports shall be provided at no additional cost to the Government.

10. PERIOD OF PERFORMANCE:

The period of performance is from the effective date of the contract through three-hundred sixty-five (365) consecutive days with four (4) successive twelve (12) month option periods.

Pursuant to clause 52.217-9, Option to Extend the Term of the Contract, in the event that the Contracting Officer exercises an option, the period of performance for each option period shall be as follows:

Base Period: 12 Months Option Period I: 12 months from the end of the Base Period Option Period II: 12 months from the end of Option Period I Option Period III: 12 months from the end of Option Period II Option Period IV: 12 months from the end of Option Period III

11. DEFINITIONS

1. Grass Maintenance: Grass maintenance includes all activities, other than mowing, that contribute to the well-manicured nature of grass and its overall health.

2. Growing Season: The Growing Season in Fort Worth, Texas is March through November;

however, this can vary from year-to-year based on the climate and other environmental factors.

3. Neat and Clean Appearance (as it pertains to trees): No branches or limbs below the ten foot ground and three foot structure clearances, protruding from the tree canopy or dead/broken branches.

4. Small Mowing Equipment: Lawn and garden tractors push mowers, weed-eaters, other small power mowing equipment, and/or manual mowing tools.

12. SECURITY

The Government expects the Vendor will employ persons of integrity and trust. To ensure this, DEA reserves the right to conduct background screening or a full background investigation on all employees and owners if a need arises. While the majority of work will be performed outside of DEA facilities all contractors must be escorted if entering a DEA facility. DEA reserves the right to modify the security requirements found in this contract at any time. Throughout the life of the contract, the Contractor shall comply with DEA Security Provision, DEA-2852.204-94 – Non-Sensitive Position Escorted Access.
