Statement of Work

Building 20, Command Center

Simplex Computers Upgrade Project

USDA, Ames, IA

1/5/2023

Project Requirements:

Background:

The current, original NCAH campus fire alarm computer monitoring system located in the USDA NCAH Building 20 command center; rooms 1013 and 1015 needs replacement. Due to the age of the fire alarm computer monitoring system (2006), the replacement parts for these units are no longer available. To improve both fire alarm system functionality and to allow for continued full operation, it has been determined that replacement of the existing fire alarm computer monitoring system is required.

All new computer equipment and associated Simplex devices and software, listed in this Statement of Work will be located on the isolated NCAH Building Automation Network and DOES NOT communicate to the USDA Enterprise Network.

Scope:

The general requirement of this project is to replace the existing fire alarm monitoring computers in the building 20 command center with new computers that are compatible with the existing Simplex system.

Once installed, the new system, including the new hardware and program will require a full test to ensure full operational functionality.

Contractor shall be responsible for the following tasks:

1. Replace both existing Simplex fire alarm computers with new and updated computers that are compatible with the existing Simplex system.

2. Upgrade any other equipment (i.e. fire alarm control panels) that needs to be upgraded to be compatible with the new software and computers.

3. Uninstall current IMS (Information Management System), upgrade the software and install new equipment to the new computers.

4. Perform a functionality test in accordance with NFPA 72

a. Ensure all fire alarm systems, subsystems and individual devices will communicate with the new monitoring computers. New computers shall monitor the entire fire alarm system as previously designed. Meaning that any points we monitor with the current fire alarm monitoring system will be monitored with the new computers. Any functionality that we had with the previous fire alarm monitoring system we will have with the new computers.

5. Provide technical support and final checkout of the new system.

a. Contractor shall provide training to key personnel after installation and programming is complete. Personnel list will be provided to the contractor by the COR (Contracting Officer’s Representative).

b. Contractor shall provide a sequence of operations manual to the COR at the end of the project.

6. Contractor shall provide network card for remote access to the new computers. USDA will have “read-only” access.

Contractor shall remove and dispose of existing computer equipment and old CPUs in accordance with Federal, State, and local codes. Contractor will provide all cabling and associated equipment needed to install the new equipment. Contractor will provide training on how to use and operate the new equipment. Contractor will provide a backup copy of the newly installed software to the

USDA.

USDA personnel shall be responsible for providing and pulling the required CAT 5 wiring to the new equipment locations and to the NDU panel. Contractor shall be responsible for installing ends on the cable and terminating cable where needed.

General Requirements

1.01 Work Restrictions & Conditions

A. Site Security Access

1. Access to the site is controlled by a security fence and visitor/contractor check-in/check-out system. All contractor/subcontractor employees shall sign-in and out at the main site entrance gate and wear a contractor/visitor identification badge at all times while on the site. The ID badges will be turned in at the end of the workday. A current government-issued identification with a picture ID is required for entry. Vehicle badges shall be displayed at all times in the vehicle while the contractor is on site.

2. Access to each individual site shall be arranged by the Contracting Officer's Representative (COR) according to the schedule submitted by the Contractor and approved by the COR. The Contractor shall coordinate and schedule his/her work under this contract to cause the least interference with the normal flow of visitor and employee traffic.

3. Construction vehicles will be allowed access adjacent to the work; contractor employee’s personal vehicles shall be parked in the facility parking lots.

4. The Contractor shall use only the service roads and access routes approved by the COR.

5. Work shall be confined to the areas identified in the Statement of Work. Unless accompanied by a NCAH/USDA employee, the Contractor, subcontractors, and their employees shall not enter buildings or facilities not specifically part of this project. Reasons included, but are not limited to, disease control and health requirements.

6. Additional security requirements may be imposed when the Federal Government raises the Homeland Security Alert Level. Additional directions will be provided if the situation occurs.

7. Failure to comply with access requirements shall be adequate grounds for removal of the Contractor/subcontractor employees from the site and barring further site access to individuals.

B. Work Hours: Regular work hours for the site are 7:00am to 3:30PM, Monday through Friday, excluding Government holidays. Requests for exceptions to this schedule shall be made in writing forty-eight (48) hours in advance and approved by the COR.

C. Work Outside Regular Work Hours: Work scheduled outside regular work hours including late hours, Saturdays, Sundays, and Government holidays requires COR approval in advance.

D. Construct Work in stages to accommodate Owner’s use of premises during construction period. Coordinate construction schedule and operations with

COR.

E. Contractor shall coordinate use of premises under direction of the COR. Contractor shall confine construction equipment, storage of materials and equipment and operations of workers to areas permitted by law, ordinances, permits, or requirements of Contract Documents, and shall not unreasonably encumber premises with construction equipment or other material or equipment.

F. Contractor shall:

1. Assume full responsibility for protection and safekeeping of all items, under this Agreement, stored on site.

2. Move any stored items, under Contractor’s control, which interfere with operations of Owner or separate contractor.

3. Obtain and pay for use of additional storage or Work areas needed for operations.

4. Ensure that any materials that are delivered by FedEx, UPS, etc. are delivered to the jobsite and NOT to the USDA warehouse dock at Building 24 or to the north warehouse, Building 11. The USDA and/or the COR will not be responsible for receiving any materials destined for the project. USDA reserves the right to refuse any unscheduled deliveries that arrive at either warehouse or at the main gate. Special considerations shall be made with the COR in advance of the delivery.

5. Notify the COR of any scheduled deliveries. The COR will add the carrier or company to the visitor’s schedule. Contractor will meet the delivery and escort them to the jobsite.

G. Owner will occupy premises during entire period of construction for conduct of its normal operations. Coordinate with Owner’s Representative/COR in all construction operations to minimize conflict, and to facilitate Owner usage. Contractor shall always conduct its operations as to ensure least inconvenience to Owner.

1.02 Security Clearance Requirements

A. Use of Premises

1. Limit use of premises to work in areas indicated. Do not disturb portions of site beyond areas in which the work is approved.

2. Keep driveways, entrances, walkways, and doorways serving premises clear and available to the Government employees, visitors, and emergency vehicles at all times. Do not use these areas for parking or storage of materials.

3. Limited parking may be available on the site away from each facility.

4. The Contractor shall provide a list of all staff employees that will be working on the project to the Contracting Officer’s Representative a minimum of three days in advance. Contractors that will be onsite will be required to provide a valid driver’s license and be a valid United States Citizen to be able to access campus.

5. Once onsite, contractors will be escorted by a USDA employee to the location of the work and will be escorted at all times while onsite.

B. Adherence to Security Policies and Procedures

1. The Contractor shall adhere to all Site, APHIS and USDA security policies and procedures including Code of Federal Regulations Requirements, Standard Operating Procedures, Security Directives, Security Procedures, General Orders, Post Orders and any applicable Government Policies and Procedures.

a. Failure to adhere to or violation of any above listed requirements, procedures, directives, orders and/or policies may result in criminal prosecution or contractor representative or contractor employee (violator) removal.

1.03 Regulatory Requirements

A. The equipment materials, installation, workmanship, and operation shall conform to the most stringent applicable requirements of the most recent editions of the associated publications, in the below section and in the attached specifications unless otherwise noted:

1. National Fire Protection Association (NFPA)

a. NFPA 101 – Safety to Life from Fire in Buildings and Structures.

b. NFPA 1 – Uniform Fire Code

c. NFPA 5000 – Building Construction and Safety Code

d. NFPA 72 – National Fire Alarm and Signaling Code

2. Underwriters Laboratories, Inc. (U.L.)

a. Appropriate U.L. Standards

3. State and Local Building Codes as adopted by the Authority Having Jurisdiction

(AHJ).

4. The Uniform Federal Accessibility Standards (UFAS)

5. Occupational Safety and Health Administration (OSHA)

6. Architectural Barriers Act (ABA)

7. Equipment Manufacturer Printed Instructions

8. National Electrical Code (NEC)

1.04 Coordination

A. The contractor shall coordinate all work with the COR. In general, Owner will need a minimum of two weeks’ notice to prepare spaces and coordinate with building users to come in and complete work.

B. The contractor shall submit an installation schedule for review and approval by the

COR within ten (10) days of task order award.

C. The contractor shall be solely responsible for coordinating work with all subcontractors and ensuring that all items of joint use in conjunction with installations are completed.

1.05 Special Provisions

A. The Contractor shall confine all operations to within the work limits of the project and exercise special care to maintain natural surroundings undamaged. All surfaces that have been altered for the installation of the new Truesite Workstations shall be refinished to match original condition by skilled personnel of the trades involved at no additional expense to the Government.

B. Finished surfaces of existing facilities that are affected, marred, scratched, or damaged by the contractor shall be refinished to match original condition.

1. Patching material shall be of the same type, style, and thickness, and shall be finished to match existing adjacent surface construction in color and texture.

Patching material, paint color, paint material and paint application methods shall be approved in advance by the COR.

C. No building structural members shall be cut or altered without prior approval of the

COR.

D. Any damage resulting from Contractor's operation shall be brought to the attention of the COR immediately.

E. The contractor shall take all necessary and reasonable measures to keep the work site clean of trash and debris. Work areas shall be cleaned immediately as work in that area is completed, and before moving to a new work site. Place all trash and debris in OSHA approved containers, remove, and dispose of trash off site daily.

F. The Contractor shall move all materials, and equipment, including ladders and scaffolding from the site at the completion of each day's operation unless otherwise approved by the COR.

G. The Contractor shall provide proper safety equipment to workmen and ensure a safe environment for employees and the general public at all times. The contractor shall work to ensure free, unobstructed, and safe access to and about the work area.

1.06 Temporary Facilities

A. Utilities: The existing USDA utilities at the site may be used by the Contractor for completion of the contract work at no cost to the Contractor. The Contractor shall be responsible for making and removing any utility connections.

B. Telephones: The Contractor shall equip all his foremen and work leaders with cell phones as necessary to coordinate the work effort. The Government will not provide any phone service to the project.

C. Contractor will be responsible for removal of any trash or debris that is produced from this work.

1.9 Submittal Procedures

A. Submittal Register: At the beginning of the project, the Contractor will provide a

Submittal Register identifying all the items called out in the Specifications for submittal to the COR for approval. The Contractor will update and maintain the Submittal Register to show the current status of all required submittals.

B. Submittal Requirements

1. Format: Submittals shall be submitted as PDF files, scanned, or created in documents that can be easily read when printed on 8-1/2x11 or 11x17 sheets.

Exceptions for larger sheet sizes will be considered by the COR. Failure of the Contractor to provide legible submittals will be adequate grounds for rejection.

2. Identification: Submittals shall be labeled and marked for this project. The identification shall include: Contractor/subcontractor’s name, date of submittal, description of item, specification section, and details on product data that are marked clearly for this project.

C. Approved Submittals: The approval/acceptance of submittals is not to be construed as a complete check. Approval or acceptance will not relieve the Contractor of the responsibility for any error which may exist.

1.10 Close-out Submittals

A. Warranty Documentation

1. Warranty List: Provide a warranty summary sheet in spreadsheet format with all the warranties listed by section, description, supplier, warranty contact, start date, end date. Provide electronic copy to the COR.

2. Warranty Copies in Binder: Provide one signed & dated copy of all warranted products installed on the project. The Warranty binder shall be divided by Specification Section and shall be provided to the COR. An electronic (scanned) copy of the Warranty Binder in a PDF file shall be submitted with the final close-out documentation.

B. Operation & Maintenance Manuals: Contractor shall provide a printed copy of all

Operation & Maintenance documentation provided with products installed in the project and place the manuals in an organized binder. The O&M Manuals shall be organized by specification section and shall have an index at the front of the binder.

The Contractor shall also provide a PDF version of the Manuals to be submitted with the close-out documentation. PDF Manuals shall be electronically bookmarked.

C. Sequence of Operations: Contractor shall provide a PDF version of the Sequence of Operations detailing how to operate the new Simplex Truesite Workstations.
